HISTORY 2001-2002 Competent authorities and public institutes begin to consider the need to create a reference laboratory for water (similar to system adopted for air a requirement of the EU Air Quality Framework Directive 96/62/EC ) 2005 Key initiatives giving momentum to the process: mission to IGE (Envir. General Inspector.) EU-funded NORMAN project EAQC-WISE project

NORMAN... ROLES NORMAN - main goal: To set up a permanent network of reference laboratories for emerging pollutants INERIS, BRGM, CEMAGREF : French partners in the NORMAN project and responsible for this goal What is the situation in France?

Conclusions of the Environment General Inspectorate Why is it needed? To develop and promote techniques and methods To guarantee laboratory performance To participate in standardisation work and to support the French position within European expert groups To establish a scientific & technical watch on emerging issues and new methods These activities should be managed in France by means of an appropriate structure

Conclusion de l IGE... What structure to adopt in France? Present situation There are public laboratories already working in this field, prepared to commit to the project and to work cooperatively Proposal To build on the existing expertise, rather than to create a new structure from scratch

A structure that supports monitoring policies for aquatic environment 5 public institutions working in consortium

5 public institutions : involved at national and international level in technical & scientific projects together with public research institutes and commercial partners involved in technical & scientific exchange networks at EU level (CMA, Euramet, OSPAR, CEN ) share certain values deriving from their assessment and research roles, such as: - support of public authorities - encouraging transfer of research to the field - working for the common interest - exemplary conduct and rigour - giving priority to quality, objectivity and independence

A consortium agreement signed in May 2007 Governance Executive committee chaired by the CEMAGREF Director General Committee (5 representative members) 1coordinator: INERIS Scientific leaders: Chemistry: INERIS Hydrobiology: CEMAGREF Funding Grants from public authorities supporting the aims of AQUAREF via ONEMA Members own resources

Le consortium... Aim To organise support to the public authorities on the scientific and technological aspects of monitoring policy for the quality of water and aquatic environments Initial duration: 10 years

A workshop in May 2007 in Paris to launch the consortium and discuss the needs and priorities in the field of monitoring data. Building a programm of activity for 2007-2009

AQUAREF in 2008 : A work programme for key actions (1) Sampling Harmonisation of practices : technical guidance Development of quality initiative, inter-comparison tests and methods for estimating uncertainties. Development and optimisation of chemical analytical and bio-indication methods to meet WFD performance criteria

AQUAREF in 2008 : A work programme for key actions (2) Support of data quality to match the practices of chemical analytical and hydrobiological laboratories with the performance levels required by Europe. Scientific and technological developments relating to emerging issues to accelerate the development and transfer of new tools and innovative measurement methods in chemistry and biology

AQUAREF in 2008 : A work programme for key actions (3) A common expertise for standardisation to match the routine lab s practices with international agreed methods. In chemistry In hydrobiology building bridges for transferring best practices

We are happy to share our experience with European colleagues... AQUAREF is the first answer in France to the proposal of EAQC wise Blue print National expert group to support national authorities for quality monitoring data within WFD
