With the team I have: Negotiated the main Vega development contracts with and French industries (total of 500 Meuro) Run the program until beginning of System Design Review; Managed the interfaces with Arianespace (the commercial exploitant) and CNES (the French space agency ); Started the follow up Verta procurement program (250 Meuro) up to approval at Ministerial Conference level. Member of the Ariane 517 failure Enquiry Board in late 2002 Dates (from to) 2000-2003 ESA - ESTEC - Technical Directorate Head of the Propulsion and Aerothermodynamics Division I managed this technology division of about 25 people restoring its support capabilities to ESA projects and initiating the Expert aerothermodynamics test vehicle. The division is a pool of experts with autonomous technical capabilities managing technology contracts and supporting ESA teams in charge of specific projects. Dates (from to) 1996-2000 ESA - ESTEC - Science Directorate Dates (from to) 1992-1996 Project Manager for Herschel and Planck I built up the project team and cooperation with NASA-JPL, as well as the unique, (3.5m) Silicon-Carbide telescope technology. SOHO is a scientific spacecraft constantly observing the sun from a halo orbit around the Lagrangian point L1 between moon and earth. It carries 10 experiments, designed, built and exploited by 10 multinational scientific teams from European and US universities. It is still today active and handled by a NASA ground operations team. The European budget was about 300 Meuro [1995 EC], and the overall taxpayers investment (experiments, ESA and Nasa budgets ) reached about 1 Billion euro. Reporting to the head of Scientific Programs, I led the project team managing the industrial phases C/D/E (design, development, assembly, testing, launch and initial verification and operations), as well as Principal Investigators, NASA ground operations and Lockheed-Martin Atlas launcher interfaces until on-station commissioning. The spacecraft was launched on schedule and within budget constraints in 1995. SOHO remains so far the only cooperative ESA - NASA project led by ESA.
