Since its installation in October 2006, the National Agency of Statistics and Demography (ANSD) has fixed itself as objective to be levelled compared to international standards and to support a broad dissemination of its data in order to promote their use at the ends of development. 2
Thus, Senegal agreed to adhere to the pilot phase of the Accelerated Statistical Program (PSA) which first task is to ensure documentation, archiving and dissemination of the microdata. This programme is sponsored by PARIS 21 and the World Bank. 3
The general objective of the Documentation, Archiving and Dissemination of Microdata Pr oject is to develop the surveys and censuses r ealized in Senegal. The specific objectives are to document, stor e and disseminate the maximum of surveys a nd censuses in respect to the international standards. 4
A total number of 25 archivable surveys or censuses is selected in a first phase. Some surveys are realized but their databases are not available under SPSS. 5
The data warehouse consolidates all the data of the surveys treated in the form of hierarchical repertories. The data related to each survey or census are grouped in a repertory. Each repertory is subdivided in three (3) parts: Data, Doc. and Prog. 6
Method of documentation used in conformity with international standards in the field of ma nagement of metadata and which is based on t he Data Documentation Initiative (DDI) and t he Dublin Core initiative (DC), both defined in the extensible markup language (XML languag e). Define a formal policy in terms of to dissemination of microdata respecting the statistical confidentiality thanks to the implementation of procedures of anonymisation. The access to the microdata will be facilitated to researchers, planners, etc. for a maximum use of the statistical data at ends of development. 8
put on line on Internet the data bank of the surveys. The tool chosen for this purpose is the National Data Archive (NADA). NADA is a package which allows the dissemination of the metadata and microdata of the studies and surveys. 9
the ANSD will develop technical skills in the field of securisation of the statistical data and their anonymisation. A training on the techniques of anonymisation of the databases is envisaged. Anonymized databases will be then available for the users. 10
In total, twenty seven surveys/censuses are documented or under the process of documentation. the project allowed the production of five (5) outputs: the warehouse of data, archiving on CD Rom of each survey, the setting on line of the surveys documentation, the policy of dissemination, and the metadata bank of the surveys for Internet. 15
Thirty two surveys are currently stored in the warehouse. Thanks to Toolkit, 17 surveys are documented according to international standards. They are archived and saved on CD Rom. The institutes of archiving can benefit from the data and metadata documented and formatted in respect with the international standards. The cataloguing and the dissemination of these surveys are then considerably simplified. 16
These CD Roms are available for researchers who need it under specific conditions. Integrated Public Uses Microdata Series (IPUMS) has benefited of it, within the framework of a memorandum on the censuses with ANSD. 17
The conditions of access to the microdata are defined. The metadata are free to access. The metadata bank of the surveys is in process of validation on Intranet. It comprises ten surveys including four validated for setting on line on Internet. 18
On the level of some sectors, the microdata are often missed. At the place, there are rather data of synthesis or simply reports. There is also the absence of data processing software (SPSS, CsPro, etc.), difficulties of finding some documents or surveys data, as well as a weak control of the data processing tool. 19
the project of documentation, archiving and dissemination of the microdata is a significant axis of the management policy of the skills of the national statistical system which consider it as an important axis of the Statistical Directing Diagram (SDS) or National Strategy of Development of Statistics (NSDS) adopted in June 2007. The next step is the electronic archiving of the completed questionnaires of the censuses and surveys. 20
Within the framework of the Data processing Directing Diagram of the ANSD, there exists a project " System of access to microdata for researchers and other specialists " which envisages the installation of a laboratory of microdata where the access to the data bases will be done on site and in a complete way. Only the results will be controlled by a team in order to ensure the respect of the statistical confidentiality. 21
