Extract from Justifications: Towbar manufacturers sometimes have problems obtaining the clear, unmistakable drawings with correct fixing points from the vehicle manufacturer. For technical services it is difficult to assess unclear drawings of the fixing points. If I may give some first informal inputs: We have to remind the data provided by vehicle manufacturers are type approved by technical services, thus they should of a good quality; technical services should not accept unclear drawings. Anyway, we are fine to discuss clarifications of the requirements to improve overall quality of the data. Regarding the list of required new data of NL proposal (Annex 7 Appendix 2 par. 3), I still need some further feedback from OICA experts to confirm they are fully OK. At least, I can say there were no negative reaction at GERF and afterwards, but I still need a more robust feedback. Here I would be keen to get your views regarding these data, do they all look relevant from your standpoint? A point of concern is that we should take care the required data are all necessary for the purpose of coupling approval (for applicants defined in paragraph 3.2.8). Technical data not strictly required for the approval should not be mentioned in the regulation. What do you think? NL is proposing to follow the same way as in R13 Annex 2, appendix 1, which is dedicated to data for R90 approvals. If we follow this way, the data should as I said above be limited to the strict minimum for the approval of a component, and to the applicants defined in paragraph 3.2.8, who are the ones who really need these data. Moreover, we wonder why the provisions in current 5.1 are not sufficient to secure the applicant (for a component approval) can always get the information for the purpose of their approval. Do we need an appendix like in R13, or is it sufficient to clarify the data? We have not made up our mind here.
