U uvodu se prikazuju merila za rangiranje visokoškolskih ustanova. Daje se osvrt na impakt faktor, h indeks, g indeks, i- 10 indeks, na svetsku rang listu 50 najviše citiranih istraživača prema citacijama iz Google Scholar-a i portal SCIMAGO. Prikazuju se dve rang liste 10 naučnih časopisa iz Srbije prema SJR i H indeksu. U zaključcima se jasno razdvaja rangiranje časopisa i istraživača. Ključne reči: impakt faktor/citati/h indeks/g indeks/i-10 indeks NEW TRENDS IN SCIENTIFIC METRICS Abstract: This paper is a review of new trends of scientific metrics. In the introduction the ranking of scientific institutions is given. The impact factor, the h index, g index, i-10 index, ranking of the top 50 Highly Cited Researchers (h>100) according to Google Scholar Citations and the portal SCIMAGO are considered. The ranges for 10 scientific journals published in Serbia according to SRJ and H index are given. In conclusions the rang of journals and of researches is strictly separated. UVOD Prvi naučni časopis u svetu pod nazivom: Philosophical Transactions, u izdanju Engleskog Kraljevskog Društva pojavio se u Londonu 1665 god. Editor je bio Henry Oldenburg, sekretar Engleskog Kraljevskog Društva (slika 1.). Slika 1. Philosophical Transactions, London, 1665. Rangiranje naučnih rezultata i naučnika je poslednjih desetak godina postalo sve objektivnije zahvaljujući novim metodama, sistematičnom pristupu i dobro razvijenim, 1 1

organizovanim akademskim mrežama i bazama podataka. U radu će se govoriti o glavnim pokazateljima naučne metrike, metodama, načinima objektivne komparacije naučnih rezultata. Analizira se impakt faktor, h indeks, g indeks i i10 indeks, rang lista 50 najviše citiranih istraživača prema citacijama iz Google Scholar-a i SJR indikator. Pri sastavljanju Šangajske rang liste najboljih 500 univerziteta u svetu izvori podataka su»web of Knowledge«, nacionalne statistike i javne baze podataka: http://www.nobelprize.org/ http://www.mathunion.org/index.php?id=prizewinners http://www.webofknowledge.com. Merila za rangiranje obuhvataju broj visoko citiranih naučnika iz 21 naučnih oblasti (HiCi), broj objavljenih publikacija u naučnim časopisima Nature and Science (N&S), broj objavljenih publikacija indeksirano u SCIE i SSCI (PUB). 2. IMPAKT FAKTOR Impakt faktor časopisa 60-tih godina uvodi Eugene Garfield iz Thomson Reuters-a (Eugene Garfield, scientist, 1925 New York, Ph.D., University of Pennsylvania 1961. The impact factor of a journal is calculated by dividing the number of current year citations to the source items published in that journal during the previous two years ). Iz ove definicije sledi da impakt faktor prezentira prosečan broj citata objavljenih u naučnom časopisu u jednoj godini koji se odnosi na publikovane radove časopisa iz prethodne dve godine. Važno je konstatovati da se impakt faktor odnosi na časopis a ne odnosi se na autora. Thomson Reuters [1], Philadelphia, juna meseca svake godine, objavljuje impakt faktor svih časopisa u svetu za prethodnu kalendarsku godinu. Od 1975 god. Journal Citation Reports periodično objavljuje SCI listu (Science Citation Index) [2-3]. Prema tome impakt faktor naučnog časopisa određujemo na sledeći način: broj citata iz zadnje kalendarske godine delimo sa brojem objavljenih publikacija časopisa iz prethodne dve godine. Primer određivanja impakt faktora naučnog časopisa za 2010 godinu ( IF 2010 ): Oznake: C 2010 - ukupan broj citata u časopisima sa SCI liste u 2010 godini na publikacije časopisa objavljenih u 2008 i 2009 godini. N 2008 i N 2009 : - ukupan broj publikacija objavljenih u časopisu u 2008. i 2009. godini. Od 2007 godine postoji i 5-godišnji impakt faktor:»the 5-year journal Impact Factor is the average number of times articles from the journal published in the past five years have been cited in the JCR year«. Autor rada je mišljenja da 5-godišnji impakt faktor daje bolji prikaz kvaliteta naučnog časopisa. 3. h INDEKS h indeks (Hirsch s h-index) istraživača, 2005 god. uvodi Nemački fizičar Hirsch: A scientist has index h if h of his/her N p papers have at least h citations each, and the other (N p -h) papers have no more than h citations each. Prema tome h-indeks je onaj najveći h broj, kada se poklapa broj h citata sa brojem h publikacija na koje se isti citati odnose [4-13]. Prema istraživanjima Hirsch-a između ukupnog broja citata istraživača N ctot i h indeksa postoji sledeća veza: N ctot =ah 2, gde parametar a ima vrednost: 3-5. Primer: Autor publikacije ima N ctot =563 citata i h indeks=16, tako sledi: 563=ax16 2 a=2.2 Proračun h indeksa istraživača možemo vršiti i prema poznatoj formuli Yong-a [14]: gde je N ukupan broj citata na radove istraživača. Ova metodologija određivanja h indeksa obično daje najbolje rezultate. Grafički prikaz h indeksa dat je na slici 2. 2 2

Grafički prikaz h indeksa. g indeks je predložio Leo Egghe 2006 godine: Given a set of articles ranked in decreasing order of the number of citations that they received, the g index is the (unique) largest number such that the top g articles received (together) at least g 2 citations [15]. Prema tome, naprimer, ako je g index = 15, to znači da najcitiranijih 15 radova generiše više od 15 2 citata! 5. i-10 INDEKS 2004 godine uvodi Google Scholar [16-19]: i 10 index is the number of publiations with at least 10 citations. Prema tome i-10 indeks je broj publikacija sa po 10 ili više citata. i-10 indeks autora je 22, što znači da autor ima 22 publikacija sa 10 ili više citata. 6. UPUTSTVO ZA KREIRANJE GOOGLE SCHOLAR ISTRAŽIVAČA Da se napravi nalog na Google Scholar-u [16], ovo je stranica od koje treba da krenuti: i klikne na command button na kome piše: http://www.google.com/intl/en/scholar/citations.html Get started with Google Scholar Citations. Nakon toga, samo treba pratiti šta se od autora traži, uslov je da autor ima gmail nalog. Da bi stranica drugim istraživačima bila vidljiva, potrebno je odobriti Public opciju! Potrebni podaci: ime prezime, fotografija, naziv ustanove-radnog mesta, e-mail adresa, kjučne reči čime se bavi. Google Scholar stranicu permanentno razvija. Autorova stranica je na linku: http://scholar.google.hr/citations?user=7hp6cemaaaaj&hl=en&oi=ao. 7. SVETSKA RANG LISTA NAJVIŠE CITIRANIH ISTRAŽIVAČA U prvoj nedelji februara 2015 god. pojavila se rang lista svih istraživača sveta koji, prema citatima iz Google Scholar-a, imaju h indeks: h>100. Rang lista obuhvata ukupno 556 aktivnih i umrlih istraživača. Osnovni kriterijum je uslov da istraživač mora imati minimum 100 naučnih radova, od koji je svaki 100 ili više puta citiran [20]. Sa ove rang liste prikazujemo prvih 50 istraživača. 3 3

8. SCIMAGO JOURNAL AND COUNTRY RANK Portal SCImago Journal and Country Rank (SJR, Španija) prikazuje rang listu naučnih časopisa i država [21]. Startovao je 2007 godine, za bazu podataka koristi Scopus. Radi sa SJR indikatorom i H-indeksom, prikazuje rang listu zemalja i upoređuje naučne časopise. Za razliku od impakt faktora, gde se računaju citati na ukupan broj publikacija časopisa za dve kalendarske godine, kod SJR indikatora citati se računaju na tri godine: SJR (SCImago Journal Rank) indicator it expresses the average number of weighted citations received in the selected year by the documents published in the selected journal in the three previous years. Na slici 3, od ukupno 239 zemalja, prikazuje se top lista najbolje rangiranih 10 zemalja sveta na SJR portalu u 2013 god., kao i položaj Srbije (47) prema broju publikovanih radova i prema H indeksu (86) u 2013 godini. Na slici 4 i 5 prikazuje se rang lista 10 časopisa iz Srbije, koji su rangirani prema SJR indikatoru (slika 4) i prema H indeksu (slika 5). Subject Area: Engineering, Serbia, Year: 2013. Slika 4. WEBOMETRICS SVETSKA RANG LISTA UNIVERZITETA Webometrics - Ranking of World Universities rang listu univerziteta, publikuje svake godine dva puta: Spanish National Research Council's Cybermetrics Lab [22]. Webometrics rang lista se pojavljuje od 2004. god. U 2015 god. iz liste od preko 20000 visokoškolskih ustanova u svetu rangira se prvih 12000. Iz gore pomenute rang liste se može očitati da na top listi prvih 20 univerziteta u svetu: 17 univerziteta su iz SAD, dva univerziteta su iz Evrope (University Cambridge, 15 i University of Oxford, 16), jedan univerzitet je iz Kanade (University of Toronto, 17). Na slici 7. prema Webometrics rang listi, prikazujemo listu prvih 25 visokoškolskih ustanova iz Srbije (januar 2015. god.). Slika 7. 10. ZAKLJUČAK Rad obuhvata pregled novih trendova naučne metrike. Prikazuje se da impakt faktor služi za rangiranje naučnih časopisa. h indeks, g indeks i i-10 indeks služe za rangiranje istraživača. SJR SCImago Journal & Country Rank služi za rangiranje naučnih časopisa i zemalja. Prikazujemo prvih 50 istraživača sveta koji, prema citatima iz Google Scholar-a, imaju h indeks:h>100, kao i najnoviju Webometrics rang listu univerziteta (2015). 11.
