S-Band: a new space for mobile communication in Europe Orazio Pulvirenti MSS Project Manager Eutelsat Innovation Team Evolutions in Satellite Telecommunication Ground Segments Noordwijk, June 5 th 2008

Agenda > Introduction of Solaris Mobile Ltd. > S-Band Opportunity > Broadcasting Services > Interactive Services > Activities with ESA

Solaris Mobile Ltd: an Eutelsat/SES-Astra joint company > Joint venture (JV) announced in October 2006, to serve markets for Mobile Broadcasting and other communications services in Europe > 23 satellites in orbit, over 2500 TV channels broadcast, headquartered in Paris, France > 13 satellites in orbit, over 1600 TV channels broadcast, headquartered in Luxembourg; subsidiary of SES, 44 satellites > The two companies intend to partner to procure, operate and commercialise S-Band satellite capacity > Frequencies are ideally suited to mobile satellite services, including Mobile TV & Interactive Communications > 2,170 2,200 MHz (space-to-earth) > 1,980 2,010 MHz (earth-to-space) > Ability to use high priority ITU satellite filings at 10 East > Geographical scope includes Europe, Middle East, Africa > Focus on space segment infrastructure > JV incorporation and operation since 2 nd half 2007 following EC anti-trust clearance in July 2007 > Solaris Mobile is today operational with headquarters in Dublin, Ireland

Agenda > Introduction of Solaris Mobile Ltd. > S-Band Opportunity > Broadcasting Services > Interactive Services > Activities with ESA

The S-band opportunity in Europe > Europe decided to assign EU-wide licenses for 30+30 MHz of S- band spectrum reserved for Mobile Satellite Services (MSS) > Same spectrum is assigned for satellite use on a primary basis, and for terrestrial use only in complement of the satellite-based services (Complementary Ground Components (CGC) - equivalent to ATC) > In 2009, Europe will benefit from the first satellite services in S- band > This infrastructure will enable the deployment of new pan- European mobile services: > 100% European coverage thanks to satellite coverage > for broadcast and unicast mobile services > targeted to handheld and vehicular terminals > Mass-market opportunity at the crossroad of major industries: > Broadcasting, telecommunications and transport infrastructures > Cellular Mobile > Automotive > Service operators > Content editors > Equipment manufacturers

The S-band Value Proposition BROADCAST Mobile TV Digital Radio Data Broadcast INTERACTIVE Data collection Global Messaging Two way communications COVERAGE 100% outdoor Europe-wide From automotive to deep indoor In-home & urban gap fillers TERMINALS From vehicular to handheld Open Standard technology Small receiving antenna CAPACITY 10+ Mbps Sat to Earth x spot 10+ Mbps Earth to Sat x spot 2x20 MHz Terrestrial

Example of Applications for S-Band MSS > Mobile broadcast (one-way) > Mobile TV, radio and data broadcast services > Handhelds, vehicles, nomadic > Interactivity > Mobile satellite communications (two-way) > Voice & data services > Mobile broadband anywhere, anytime > Public safety & first-responder services > Issue distress beacons in the event of an accident > Emergency alerting > Monitoring of traffic flows > Environmental monitoring > Combination with GNSS applications (GPS, Galileo, etc) > Location-aware services > Vehicle Information > Deliver real time information on the road traffic > Automatic paying of highway or city toll Strong Mass- Market Potential Mass-Market and/or Niche Potential Strong Mass- Market Potential

The MSS Frequency Band UMTS MSS UMTS MSS 1920 1980 2010 2025 2110 2170 2200 MHz IMMEDIATE AVAILABILITY BANDWIDTH EFFICIENCY EUROPEAN COVERAGE > Currently unused and available over EMEA > Exclusive use for Mobile Satellite Services > 2 x 30 MHz (up- and downlink), possibility to re-use frequencies over different beams (both on satellite and on ground) > More bandwidth than any other frequency band can provide for a mobile broadcast network > Single frequency assignment across EMEA region > Harmonised spectrum access in Europe IDEALLY POSITIONED > Adjacent to UMTS frequency band > Possibility to easily upgrade existing terrestrial transmitter sites

Target Coverage Areas W2A Spot Coverage : Q1 2009 Initial coverage as of Q1, 2009 Coverage from 2011

A hybrid network Terrestrial and satellite networks combine to form a hybrid network totally transparent to the users A single multi-mode terminal (3G, DVB- SH/H) so that the user can let the technology look after itself 100% coverage Satellite gives immediate access to S band services throughout any country covered by the satellite s footprint Synergy with the 3G services and networks, particularly in urban areas

Agenda > Introduction of Solaris Mobile Ltd. > S-Band Opportunity > Broadcasting Services > Interactive Services > Activities with ESA

Mobile Broadcast System Architecture > Mobile TV > Digital Radio > Data Broadcast

Mobile Broadcasting Dozens of TV and radio channels per country When I want, where I want in town and in the country in the street and at home in a car, on a train and on a plane

Agenda > Introduction of Solaris Mobile Ltd. > S-Band Opportunity > Broadcasting Services > Interactive Services > Activities with ESA

Interactive Services Architecture > Toll Payment > Environmental Monitoring > Emergency Alerting

Vehicle-based services From smart cars to connected cars A permanent link for vehicles A return channel for: interactive services data gathering Integration of these services with the EGNOS/Galileo systems

Services for the environment New sources of data feed-back and information sharing Permanently updated information, anywhere: traffic conditions measurement of pollution levels and weather data Real-time information to keep citizens safe Manual or automatic activation of an alarm if an accident occurs As well as being the most economical way of reaching large audiences, satellite is the least polluting type of broadcasting system because it is powered by solar energy

Civil Protection S band over satellite: new telecommunications resources for use in an emergency Coordination of rescue operations over secure private networks accessible everywhere, by all the emergency services: on land, at sea and in the air, even if the terrestrial networks are out of action Information / population alert

Agenda > Introduction of Solaris Mobile Ltd. > S-Band Opportunity > Broadcasting Services > Interactive Services > Activities with ESA

Technical Activities with ESA > Different technical activities are ongoing with the support of ESA, Solaris Mobile, Eutelsat and SES Astra > The S-band opportunity identifies a series of important activities to be done in following years > Personal/Home gap-fillers > Interactive channel technology > On-ground beam forming networks > Receiver chipset & User terminal > J-ORTIGIA project is aimed at technical validation of DVB-SH under realistic conditions > high EIRP satellite in Japan > handheld-like receivers > different configurations for CGC

Available in 2009 S band, a major opportunity for mobile communications in Europe, available on the W2A satellite from early 2009 Thank you for listening Contact: opulvirenti@eutelsat.fr
