DoI Intent "The funding for this initiative was provided to establish an institute that would operate independently of the Department of the Interior while also supporting and enhancing Departmental programs through collaborative research and development and training to help identify operational improvements in the areas of offshore drilling and production safety and spill prevention. This is an effort to establish an institute that can work with academia, the oil and gas industry and regulators on the extremely important issues of increasing worker safety and environmental protection during the exploration, development and production of the nation s valuable offshore oil and natural gas resources." 3

Mission on Track An Institute operating independently to collaborate research for technology advancement and continuing education to support operational improvements and advanced academic programs in the areas of offshore drilling and production safety and spill prevention. developing strategic relationships with academia, the oil and gas industry, regulators and NGOs to increase worker safety and environmental protection. promoting dialogue and forums revealing technology gaps through stakeholder engagement and collaborative communications to support the advancement of world-wide ocean energy safety through industry-prioritized, science-based research. 4

NOT OESI will not have any regulatory authority OESI will not decide what is Best Available and Safest Technology (BAST) Director of BSEE is the sole authority of BAST approval process OESI can help coordinate the research and science of BAST. OESI should not determine priority of research to be conducted. Research Advisory Committee, will determine priority and assignment of research topics. 5

Risk Forum Risk Awareness, Risk Perception and Using the Awareness and Perception in Making Operational Decisions on a Continuing Basis How are risk predictions made for offshore operations What is an acceptable level of risk? How should industry manage risk What are effective leading risk indicators of future process safety performance (particularly in the prevention of high consequence events) OESI Actions PHASE I - Collaborate with government, industry and academia groups to develop/catalogue Risk Assessment Database and conduct gap analysis to ensure research is unique PHASE II Communicate active research efforts PHASE III - Identify industry gaps in Risk categories and establish research efforts 12

Data Forum Eliminating Barriers to Sharing Data, and Solutions Existing equipment reliability data (Improving Data) Barriers to collect and share more data (Closing Gaps) Gaps in equipment reliability data and near miss data (Eliminating barriers to disseminate data) OESI Actions PHASE I - Collaborate with government, industry and academia groups to develop a Safety Reliability & Quality Assurance Database that catalogues and categorizes current data. PHASE II Research systems to support data collection and knowledge sharing PHASE III - Identify gaps in current efforts and establish research efforts 13

Ocean Energy Safety Research Roadmap for the 21 st Century Research Roadmap OESI Actions and Topics Develop State of Research for Ocean Energy Safety Database Communicate current efforts to help ensure gap analysis of research is unique, value added and conducted with the appropriate expertise Science of Learning: Human factor applications for drill floor training and simulations Training: competency modules for offshore regulators that include on-site familiarization Drilling Safety: Enhancements in support of active control over bottom hole pressure Smart cement : managed pressure drilling with distributed temperature sensing Well Containment: new shut-down techniques to enable rapid re-start Spill Response: chemistry, mixing, collection 14
