Limited attention is being given to alternative paradigms of innovation to activate regional development. Conceptually, social innovation is a buzz-word and its definition and heuristic value is not yet consolidated. There is an effort on the part of the Atlantic regions to incorporate social innovation into their development strategies. Innovation continues to be mostly associated with the development of high technology. Regional development strategies commonly emphasize the need of peripheral territories to emulate successful best-practice models. Difficulty to adapt strategies to traditional sectors, tacit knowledge production, stagnated economies, and growing unemployment. Sustainable innovation and service innovation are priorities more addressed in S3 strategies than social innovation; Health, well-being and elder care and New products or services that meet social needs are the sub priorities more encoded. 18
