Regional Development Innovation is a driver for regional development Public Policies A greater attention is been given to innovation strategies in public policies S3 Smart Specialisation strategies are an example of this process Smart Specialisation emerged has a stepping-stone in the 2014-2020 period and suggests that regions should understand their capacities and select domains, technological or not, where they can excel compared to others. 4

Limited attention is being given to alternative paradigms of innovation to activate regional development. Conceptually, social innovation is a buzz-word and its definition and heuristic value is not yet consolidated. There is an effort on the part of the Atlantic regions to incorporate social innovation into their development strategies. Innovation continues to be mostly associated with the development of high technology. Regional development strategies commonly emphasize the need of peripheral territories to emulate successful best-practice models. Difficulty to adapt strategies to traditional sectors, tacit knowledge production, stagnated economies, and growing unemployment. Sustainable innovation and service innovation are priorities more addressed in S3 strategies than social innovation; Health, well-being and elder care and New products or services that meet social needs are the sub priorities more encoded. 18
