Monitoring smart specialisation strategies S3 support economic and knowledge specialisations that best match the resources, capacities and skills in a territory and, therefore, its potential for innovation to tackle territorial challenges. How to... Increase collaboration across sectors? Forge new relationships among stakeholders? Identify emergent opportunities? Advance together towards shared goals? Assess progress together? Use data to make better decisions? Find new and more efficient collaborative ways to tackle societal challenges? 3

Towards a new generation of monitoring systems Available technologies and open data make possible a new generation of monitoring systems for public policies, more participative, interactive and focused on impact in complex and dynamic ecosystems. Problems A lack of granular data on science and innovation activities and results. A difficulty to classify data in newly defined specialisation areas. A lack of integrated or interoperable data. A gap between experts and stakeholders, between users and providers of data and analysis, due to different vocabularies, knowledge and experiences. Opportunities Open government data and the open science and innovation paradigms. Advances in artificial intelligence. Development of interactive and exploratory visualisation tools providing with an entry-point to complex and highlyintertwined data-sources. Learning by monitoring. 4

The process of co-designing the Platform The platform is a public-private collaboration project (through innovation public procurement). Activities Definition and design of the platform Methodology Definition of the main strategic demands Definition of the main indicators User research - user stories Participatory mock-up design and validation (workshops) Deployment of the platform and data integration Ontology-based data integration of the datasets Disambiguation, classification and geolocalisation of Catalan organisations Quantitative and semantic data analysis - extraction of specialisation topics Development and publication of the web app Participatory exploration Automatic classification of projects into S3 priorities, starting from a manuallyclassified training set, via artificial intelligence. Taxonomy alignment Keyword extraction Development and usability improvement loops Deployment of a SPARQL endpoint (5* linked open data querying system) to provide full access to the datasets Transversal and thematic hands-on workshops 5

How do EU funds contribute to Catalonia s smart specialisation? Reliable, granular and fresh data (in 5* linked open data format). Map and characterise EU funded R&I projects. Automatically classify the projects into the RIS3CAT priorities. Map collaborations among stakeholders (emergent innovation communities). Present temporal evolution and geographical distribution. Free search of more than 15.000 automaticallyextracted keywords). Identification of institutions, projects and partners. Automatic indicators. 6

Next stepts 1. Proof of Concept (2017-2018) Implementation (2019...) Data of Horizon 2020 projects and RIS3CAT projects (RIS3CAT communities and R&I collaborative projects). Detection of emerging collaboration networks and innovation communities in the S3 priorities. Detection of patterns of collaboration of Catalan entities with international partners. Identification of emergent specialisation R&I patterns and topics in Catalonia (through more than 15.000 key words). Progressive inclusion of all projects financed by European funds. Further development of better and new functionalities. Identification of patterns of how EU funds contribute to tackle Catalonia s social challenges. Visualisation of Catalonia s digital innovation hubs in European networks. 7
