Biographies Professor Thomas Cottier Thomas Cottier is a former Managing Director of the World Trade Institute, and is Professor Emeritus of European and International Economic Law at the University of Bern. He is widely published in the field of international economic law, with a particular focus on constitutional theory and intellectual property. Thomas directed the national research programme on trade law and policy (NCCR International Trade Regulation: From Fragmentation to Coherence) located at the WTI from 2006-2014. He is an associate editor of several journals. He was a visiting professor at the Graduate Institute, Geneva, the Paris I Sorbonne, the University of Barcelona, and regularly teaches at the Europa Institut Saarbrücken, Germany, at Wuhan University, China, at the University of Torino and more recently at the University of Ottawa, Canada. He was a member of the Swiss National Research Council from 1997-2004 and served on the board of the International Plant Genetic Resources Institute (IPGRI) Rome during the same period. He served the Baker & McKenzie law firm as Of Counsel from 1998 to 2005. He held several positions in the Swiss External Economic Affairs Department and was the Deputy- Director General of the Swiss Intellectual Property Office. Thomas has a long-standing involvement in GATT / WTO activities. He served on the Swiss negotiating team of the Uruguay Round from 1986 to 1993, first as Chief Negotiator on dispute settlement and subsidies for Switzerland and subsequently as Chief negotiator on TRIPs. He has served as a member or chair of several GATT and WTO panels and currently is on a high level panel reviewing the International Health Regulations of the World Health Organization. Mr. Celso De Tarso Pereira Celso de Tarso Pereira is Minister-Counsellor at the Permanent Mission of Brazil to the WTO. He has been a career diplomat at the Ministry of Foreign Affairs of Brazil for more than twenty years. From 2010 to 2013, he was Head of the Dispute Settlement Unit in Brasília. He was responsible for WTO Litigation at the Brazilian Mission to the WTO between 2001 to 2005 and is again since 2013. He served at the Brazilian Embassy in Ottawa between 2005-2008. Prior to that, he worked at the Mercosur Division of the Ministry between 1996 and 2001, where he participated in the first four disputes at the Mercosur Dispute Settlement Mechanism. He has also been Professor of International Law at the Rio Branco Diplomatic Academy and at different universities in Curitiba and Brasília. Mr. de Tarso Pereira holds a degree in Law from Universidade Federal do Paraná and an L.L.M. in International Law from the University of Kiel (Germany). His thesis (cum Laude) for the High Studies Course of the Foreign Affairs Ministry is entitled To Litigate, to Threaten, to Retaliate, an analysis of credible threats in the WTO dispute settlement system. 3

Professor Manfred Elsig Manfred Elsig is Professor of International Relations and Deputy Managing Director of the World Trade Institute of the University of Bern. He studied at the universities of Bern and Bordeaux and earned a degree in political science. He worked from 1997 to 1999 at the Swiss Federal Office for Foreign Economic Affairs. He later joined the Political Science Institute at the University of Zurich and received his PhD (Dr Phil) in 2002 with a dissertation on European Union trade policy. From 2002 to 2004 he worked for UBS financial services group and as a personal advisor to the Minister of Economy of Canton Zürich. In 2004-2005 he was a teaching fellow at the International Relations Department at the London School of Economics and Political Science. From 2005 to 2009 he worked as a postdoc fellow at the World Trade Institute and at the Graduate Institute of International and Development Studies in Geneva. From 2009 to 2013 he was an Assistant Professor at the World Trade Institute. His research focuses primarily on the politics of international trade, regional trade agreements, European trade policy, international organisations, US EU relations, and private actors in global politics. He has published in international peer-reviewed journals including International Studies Quarterly, European Journal of International Relations, European Union Politics, Journal of European Public Policy, Journal of Common Market Studies, Review of International Organizations, Review of International Political Economy, and World Trade Review. He has been visiting lecturer/visiting professor at the University of Zurich, the University of Geneva, the Graduate Institute of International and Development Studies, the London School of Economics and Political Science, and the Thunderbird School of Global Management. His courses include international political economy (IPE), international relations theories, international institutions, globalisation and European integration, and research methods. Professor Gabrielle Marceau Gabrielle Marceau, PhD, is Senior Counsellor in the Legal Affairs Division of the WTO, which she joined in September 1994. Her main function is to advise panellists in WTO disputes, the Director-General Office and the Secretariat on WTO related matters. From September 2005 to January 2010, Gabrielle Marceau was a member of the Cabinet of the WTO Director General Pascal Lamy. Professor Marceau is Associate Professor at the University of Geneva where she teaches WTO law to students from the law and international relations faculties. Professor Marceau is also President of the International Economic Law Society (SIEL). Before joining the GATT/WTO, Professor Marceau worked in private practice in Quebec, Canada, mainly in the sectors of labour law and insurance law. Professor Marceau has published extensively, namely in WTO related matters 4

Mr. Rodolfo Rivas Rodolfo Rivas has over ten years of experience working in Geneva across various organizations including the WTO and WIPO. For the last six years he has been at the Mission of Israel to the WTO and he currently serves as Senior Counsellor Economic & Legal Affairs, where he participated in the negotiation and conclusion of three international agreements: the Trade Facilitation Agreement; the revised Government Procurement Agreement, and the expansion of the Information Technology Agreement. He is also an author on various topics including IP, policy, International Trade, dispute resolution, startups etc. His articles have been downloaded over 6,000 times across various platforms. He holds a J.D. equivalent degree from Universidad Panamericana (Mexico) and LL.M. degrees from Universitat d Alacant (Spain) and Stanford Law School (US); and currently pursuing MBA degree from University of London (UK). Mr. Koji Saito Since 1995, Koji Saito has held various international trade law related positions at the Japan s Ministry of Foreign Affairs, including the Director of International Trade and Investment Dispute Settlement Division (November 2012 October 2016). His experience has included representing Japan in the Dispute Settlement Body (January 2007 - October 2012 and November 2016 - present), serving as Japan s negotiator for the DSU review negotiations in the Dispute Settlement Body Special Session (January 2007 - present) and pleading for Japan in a number of WTO dispute settlement proceedings in which Japan has participated. 5
