December 14, 2015 A meeting of the Town Board of the Town of Aurora took place on Monday, December 14, 2015, at 7:00 p.m. in the Town Hall Auditorium, 300 Gleed Avenue, East Aurora, New York. Members Present: Jeffrey T. Harris Councilman Susan A. Friess Councilwoman Charles D. Snyder Councilman Jolene M. Jeffe Councilwoman James J. Bach Supervisor Others Present: Ronald Bennett Town Attorney David Gunner Highway Superintendent William Wheeler GHD/Engineer William Kramer Code Enforcement Officer Shane Krieger Chief of Police Flag. Supervisor Bach opened the meeting at 7:00 p.m. with the Pledge of Allegiance to the Councilwoman Friess moved to approve the minutes of the November 17, 2015 Town Board work session; seconded by Councilman Snyder. Upon a Councilwoman Jeffe moved to approve the minutes of the November 23, 2015 Town Board meeting; seconded by Councilman Snyder. Judge Marky did not seek re-election and begins his retirement January 1, 2016. Councilman Snyder moved to approve the emergency purchase of a Baldor Electric Motor from Fluid Kinetics for $2,660.02, to replace a broken motor at the Castle Hill Pump Station. Funds will be disbursed from Water Districts 1 South, 7, 11 and WIA 7. Councilman Harris seconded the motion. Councilwoman Jeffe seconded the motion. Upon a Councilwoman Friess moved to accept the donation of an Automated Exterior Defibrillator, including pads, battery and wall cabinet, from Daniel and Mary Dytchkowskyj for use at the Southside Municipal Center. Councilman Harris seconded the motion. Upon a vote being taken: ayes five noes none Councilman Harris moved to authorize the Supervisor to sign a revised Producer Interconnection Agreement with National Fuel Gas. Councilwoman Jeffe seconded the motion. Upon a vote being taken: ayes five noes none Councilwoman Jeffe moved to authorize the Supervisor to sign the 2016 Erie County Van Contract for Transportation and Escort Services (Going Places Van). Upon a vote being taken: ayes five noes none Councilwoman Jeffe moved to approve the request from NYSEG to use 1) Major s Park (100 feet south of the NYSEG office on Olean Road) to stage trucks and out-of-town crews in the event of a major storm; and 2) Community Pool parking lot to stage dry ice and bottled water distribution site in the event of a major storm. Councilman Harris seconded the motion. Supervisor Bach stated he is sending a letter to Governor Cuomo asking that tax cap legislation be revisited because the tax cap, in the absence of mandate relief, an increase in state or federal aid and stagnated revenue streams, is causing some governments to experience financial distress. The Supervisor noted that towns across the State are sending similar letters to the Governor. AUDIENCE II: none STAFF REPORTS: Highway Superintendent Gunner stated that the last FEMA check was received, bringing the total reimbursed to the Town, due to the November 2014 snowstorm, at $147,000. Police Chief Krieger reminded everyone that upper Main Street would be closed this Saturday evening (12/19/15) for Carolcade. The Prepaid Abstract of Claims dated December 1, 2015, consisting of vouchers numbered 1866 to 1880, was presented to the Board for audit and authorization of payment from the following funds: General $ 4,763.68 Special Districts 57,205.70 Grand Total Abstract $61,969.38
