What are these recommendations for? The Board s purpose is to: assist in accelerating the pace of innovation relevant to health and social care The Workstream s purpose is to advise on: Translational research and technology transfer Procurement, adoption and diffusion Digital health and technology Industry engagement New models of delivery 2

3 Why we need to accelerate innovation in healthcare:

The funding gap only gets bigger with time For Wales this equates to at least an extra 3+ Billion 4

How are other healthcare systems addressing this? Academic Health Science Networks AHSNs are established explicitly to catalyse the identification, adoption and spread of innovation throughout the NHS, but also to contribute to economic growth. 7

8 The recommendations take a system approach:

Why a system approach? Networks need a shared understanding, so: Simplify the system Provide clear points of entry Map relationships Reduce duplication and complexity Delivery must focus on purpose and accountability, so: Separate assets from activity Describe functions - who does what Small teams doing one thing really well Stick with the overall vision But quickly address things that don t work 9

Theme 1: Connectivity, Data, Digital Big data is critical to innovation in healthcare: E-health data at population level Service and performance data at system level Digital data also drives healthcare improvement: Integration and shared access across healthcare Patient and public engagement, wellness, selfmanaged care Detailed, real time and predictive management information Wales is good at data integration and management, and has an appropriate scale and structure. 12

Theme 2: Major innovation is disruptive, external Big organisations find these important things difficult: Risk capital (financial or personal) Agile innovation and minimum viable product Opportunism and speculative/risk development Informal collaboration, including with users Sustained persistent focus at pace But we must innovate, so we need to work with others and create space to do so: Establish appropriate structures/vehicles Engage with business and academic partners Robustly maximise public value and protect the public interest 14
