Standards & Testing BS Performance standards Many of the product types within the Orbis 800 range have been developed specifically to meet or exceed the latest European Standards. CE Marking Where CE marking is permitted, items are marked with the CE icon and the classification is indicated against each item where this is appropriate. Specification Advice Laidlaw's team of GAI trained consultants is available to assist with all of the detailed product enquiries associated with the increasingly complex subject of hardware specification. Whether it be advice on product specification to meet guidelines defined under Equality Act, AD M, and BS 800 or test certification for fire door applications, your local Laidlaw Technical Consultant is always on hand to guide you to the most appropriate specification. Product Development Orbis products are subject to continual design and manufacturing development in order to improve performance or to meet the changing demands of standards, testing or other building legislation. Declaration of Performance (DoP) The Declaration of Performance is a key part of the Construction Products Regulation. It provides information on the performance of a product. Each construction product covered by a European harmonised standard or for which a European Technical Assessment has been issued needs this Declaration and has to be CE marked. Project Management Having provided guidance in the specification and selection of appropriate products, Laidlaw's scheduling team will produce fully detailed, door by door ironmongery schedules along with a full bill of materials. Laidlaw will then project manage the supply of product including the manufacture of special or bespoke items; supply of relevant installation drawings; and, where necessary, certification and delivery schedules. CPD seminars Laidlaw is an approved member of the RIBA CPD Providers Network which offers architects and other construction professionals high quality CPD material. As part of our ongoing commitment to education and training, we offer a series of 4 RIBA approved CPD s covering a wide range of hardware related subjects including one of the core curriculum subjects, Access for All. Packaging and Delivery Laidlaw will work alongside the customer's project management team to ensure the product arrives on site in the most appropriate form. This could include labelling to the architect's door numbers, or already installed as part of a doorset package. Laidlaw will ensure deliveries are made in full and on time. SERIES is a selection of quality products developed by Laidlaw to meet the growing need for performance at a competitive price. To allow free and easy access for all Approved Document M of The Building Regulations and BS 800 prescribes a recommended opening force. This is in direct conflict with the requirements for fire doors which have a prescribed (and mandatory) minimum closing force. Laidlaw offers a number of solutions: Orbis Cam Action closers are high efficiency closers which are capable of meeting both requirements Electromagnetic holdopen closers offer no resistance to opening but on activation of the fire alarm or smoke detection system will close the door automatically to maintain fire and smoke integrity. STANDARDS AND BS CLASSIFICATIONS EQUALITY ACT, AD M, AND BS 800 The implementation of legislation in 996 made it a legal duty on those responsible for buildings used by the general public, and employers responsible for places of work, to ensure that the building and its facilities are accessible to disabled people. The aim of The Equality Act is to make it a duty to avoid discrimination against disabled people and this duty requires that Service Providers make "reasonable" adjustments to the design of the building in order to provide this universal level of access. Fire Testing Individual products are not in themselves fire tested, but are included as an integral part of a fire test carried out on a timber or steel fire door. As a consequence, the details of the test, the construction of the door, the inclusion of intumescent material etc must be considered when specifying products suitable for use on a fire door. Where Laidlaw products are indicated as suitable for fire door applications, the products have been successfully included on the test door which has achieved the stated rating. Laidlaw holds comprehensive test certification for all appropriate products and these are available on request. BS 25 & BS 79 Products which are designed to provide safe and effective escape from a building in an emergency situation are covered by two European standards which have clearly defined applications. BS 25 is the European standard for 'Panic Exit Devices'. The primary determining factor is that a 'Panic' device must be fitted where members of the public are present and have no prior knowledge of the exit or the hardware. BS 79 is the standard covering 'Emergency Exit Devices'. In 'Emergency' situations it is assumed the occupants will have prior knowledge of the exit and a panic situation is unlikely to occur. The Equality Act It is important to remember that the Equality Act is civil rights legislation and does not set out specific requirements or guidance in the design of buildings. It was introduced in 200 to replace the Disability Discrimination Act (DDA). As such it is therefore not appropriate to attach any notion of conformity to products, such as "Equality Act compliant". In order to satisfy obligations under The Equality Act, buildings must comply (in England & Wales) with The Building Regulations, and in particular, Approved Document M (AD M) which became effective in May 2004 with amendments in 200, 20 and 205. Where certain issues are not covered in ADM, further reference will be made to BS 800. The scopes of the requirements are clearly set out, requiring that provision is made for people to "a) gain access to and b) use the building and its facilities". This includes the provision of sanitary accommodation in domestic and nondomestic buildings. AD M applies not only to new building but also to alterations and extension of existing buildings. Where certain issues are not covered within AD M, further reference will be made to BS 800. AD M contains a number of very specific requirements for the following aspects related to architectural hardware specification. BS 800:2009 + A:200 This standard provides guidance on good practice in the design of buildings to make them suitable for use by disabled people. The standard is often used as a supplement to AD M and includes more specific dimensional guidance, particularly regarding the sizes of door operating hardware. Accessible Doors AD M recognises that negotiating entrance doors can be difficult for the general public, not just disabled people: parents with children, those carrying luggage or with pushchairs etc. It is stated within AD M that doors which are required to be self closing must require a force no greater than 20N at the leading edge in order to open them. In most practical applications "A powered door opening and closing system is the most satisfactory solution for most people" (AD M 2.). Although the 20 Newtons rule technically still exists it has been generally superseded by a twophase criteria established within BS 800 in 2005. This states a maximum opening force of 0N at the initial opening stage (0 to 0 ), reducing to 22.5N from 0 to 60 opening angle. Aside from the headline figures of AD M, the guidance in BS 800 points clearly to the use of powered solutions including low energy operators to achieve the level of accessibility required on external doors (including recommendations for the positioning of any manual controls. Closing & Opening forces As can be seen from the chart below, a door closer power size with only the minimum efficiency allowed in the standard (50%) will not satisfy the maximum opening force to satisfy the 20N limit in AD M. Also clearly evident is the fact that a power size closer (the min. allowed in satisfying the requirements for a fire door) has an opening force at the edge of the door beyond the 0N maximum allowed in the revised regulations. Only high efficiency closers will therefore meet the dual requirements for an accessible fire door. In these circumstances a high efficiency variable power door control is required. When set to the lowest strength (size ) to reduce the opening force it may cause problems in latching the door, especially in locations which may be susceptible to drafts or air pressure differences. Locks with a 'soft action latch' and high quality hinges will help in making sure the door latches properly each time. EQUALITY ACT, AD M, AND BS 800 RIBA APPROVED CPD Approved Document M (ADM) Door Opening Hardware Guidance on the specification for door hardware falls into 2 main categories: ability to grip and operate the hardware ability to visually locate the hardware Lock & latch critical dimensions BS 800 54mm minimum 72mm minimum Ability to grip and operate the hardware The requirement within ADM is that "where fitted with a latch, the door opening furniture can be operated with one hand using a closed fist, e.g. a lever handle" (ADM 2.7). Whilst no specific dimensional requirements are laid down in ADM, such recommendations are covered in BS 800. It is a requirement of ADM that external handles (ie those used to open manual external doors), should not be 'cold to the touch'. Whilst most people will find a bare metal handle unpleasant to grip in the depths of winter, for some, particularly elderly people, it can be quite painful. Building Regulations in Scotland & Northern Ireland Technical Handbooks are published to guide specifiers in Scotland and Northern Ireland in much the same way as ADM but are not as detailed, offering little or no guidance in the specification of door hardware although the amended Technical Booklet (Part R) published in Northern Ireland does contain specific information related to handrailing and sanitary fittings. In most cases the Handbooks for Scotland refer specifiers to the guidance contained in BS 800. BS 800:2009 Door Opening Hardware BS 800 is more detailed in its recommendations, prescribing dimensional parameters for locks & latches, lever and pull handle furniture. Locks & latches To improve physical and visual access to the lever and lock keyway, the distance from the edge of the door and between the lever and keyway should be maximised; "..the cylinder should either be above the lever handle, or the minimum distance between the handle and the keyway.. should be 72mm." (BS 800 6.5..2) It also requires a backset of 54mm minimum (from edge of door to the lockcase operating centre see diagram opposite). Lever handles The principal requirements are that "where possible, door opening furnitue with a lever action should be used... without tightly grasping it or twisting the wrist e.g by using a closed fist". It also recommends levers return to the door face at the open end to aid the grip and avoid catching clothing. Dimensional characteristics for lever handles are covered by Fig. 7 of BS 800. See diagram below. Whilst lever handles are the preferred solution, there are circumstances where other issues can take precedence. The requirement to prevent self harm is one such issue where the risk associated with the lever furniture takes precedence over disabled access. Such situations will be covered by the provision of an Access Statement at the planning stage.
