Sir/Madam, I have the honour to inform you that ICAO will conduct two important events on aeronautical frequency spectrum; the first will be the ICAO NAM/CAR/SAM Regional Preparatory Group (RPG) Workshop for the International Telecommunications Union World Radiocommunication Conference (ITU WRC-2019) from 6 to 7 February 2018 and the second, the Sixth Working Group Meeting of the Frequency Spectrum Management Panel (FSMP-WG/6) from 8 to 15 February 2018. Both events will be held in the ICAO NACC Regional Office in Mexico City, Mexico. The RPG/ITU WRC- 2019 Workshop will have simultaneous interpretation services, but the FSMP-WG/6 Meeting will only be conducted in English. The objective of these events is to support States in the appropriate management of the frequency spectrum and in preparing to support the ICAO position at the ITU WRC-2019. Therefore, they are addressed to staff in charge of radio frequency spectrum management and the Points of Contact nominated by your Administration to coordinate the support to the ICAO position at World Radiocommunication Conferences (WRC). It is important to recall that air traffic management requires access to appropriate radio communication systems for the provision of air-ground communications, navigation and surveillance at the necessary availability and reliability levels. These telecommunication systems are based on the appropriate and sufficient provision of a spectrum, as well as its effective/efficient protection. 2 The subject of the RPG/ITU WRC-2019 workshop is the ITU conference that will be held in 2019, considering the ICAO position at the ITU; its objective is the availability of the air navigation radioelectric spectrum for the current and future aviation services. The FSMP-WG/6 will focus on the use of the electrical spectrum in aviation, the studies developed by ITU regarding future technologies and its frequency use requirements. NAM/CAR/SAM Regions States/Territories are kindly invited to participate in these events, which will provide a unique opportunity to directly acquiring updated information on the aeronautical frequency spectrum and to sharing experiences with international experts. The Provisional Agendas for the RPG/ITU WRC-2019 (Attachment A) and the FSMP-WG/6 (Attachment B) are enclosed.
