1 Prject Overview The 12.04.04 prject was related t the activities leading t a full integratin f departure management (DMAN), surface management and arrival management (AMAN). It specified the technical requirements fr the integratin f departure management and surface ruting management functins, and highlighted the infrmatin exchanges between these tw functins. The same wrk was dne n the Cupled AMAN/DMAN requirements, leading t a full integratin f departure management, surface management and arrival management. 1.1 Prject prgress and cntributin t the Master Plan The scpe f the prject 12.04.04 was the specificatin and the develpment f a single supprting platfrm (AMAN, DMAN and/r Surface Management) as well as its crrespnding technical and peratinal validatin. The prject 12.04.04 related t the Operatinal Fcus Area "Integrated Arrival/Departure Management at Airprts". The main bjectives f the prject were t: Perfrm an peratinal requirements analysis fr Departure Management / Surface Ruting functin integratin and Cupled AMAN/DMAN; Develp technical specificatins fr new functins r the specificatin f enhancements t existing functins, leading t a single integrated platfrm fr departure management, surface management and arrival management ; Develp prttypes and validate the new functins and technical slutins; Validate enhancements t existing sequencing tls t fulfil new peratinal requirements. The prject was decmpsed in 3 phases during its initialisatin. Phase 1 fcused n DMAN and Surface Management Integratin, implementing requirement frm peratinal experts. It addressed the fllwing OIs (Operatinal Imprvement): TS-0202: Pre-Departure Sequencing supprted by Rute Planning The Phase 1 prttypes supprted several validatins exercises at varius maturity level (see E- OCVM Versin 3.0): V2 RTS (Real Time Simulatin) led by DSNA with THALES prttype n CDG cnfiguratin. Subject was Basic DMAN-ASMGCS Step1 V2. V2 RTS led by ENAV with SELEX prttype. Subject was Basic DMAN-ASMGCS Step1 V2. V3 RTS led by ENAV with SELEX prttype n Milan Malpensa cnfiguratin. Subject was Surface Ruting & D-Taxi. V3 RTS led by DSNA with THALES prttype n CDG cnfiguratin. Subject was Surface Ruting & D-Taxi. V3 RTS led by ENAIRE with INDRA prttype n Madrid-Barajas cnfiguratin. Subject was Integratin f Imprved Surveillance Functin fr Surface Management. Phase 2 and Phase 3 were fcused n AMAN/DMAN Cupling, implementing requirements frm peratinal experts. They addressed the fllwing OIs (Operatinal Imprvement): TS-0203: Departure Management supprted by Rute Planning and Mnitring 5 f 12

TS-0309: Sequence based Integratin f Arrival and Departure Management During phase 2, the prject experienced sme delays n the prttype develpment and n ther prjects dependencies. Therefre, the partners decided t carry n the prttypes develpment and merge Phase 2 and 3. At the end f Phase 3, the prttypes supprted the fllwing V3 validatin exercises: V3 RTS led by ENAIRE with INDRA prttype in Q1 2016. Subject was integratin f Cupled AMAN/DMAN prttype with Surface Ruting in Barcelna airprt. V3 RTS led by ENAV with SELEX prttype n Milan Malpensa cnfiguratin. Subject was Safety Nets, DMAN/SMAN and Airprt FDP. THALES/DSNA validatin exercise was finally cancelled, but replaced in Q1 2016 by a prttype verificatin clsely crdinated with DSNA: RTS verificatin led by THALES with cntrllers frm DSNA n Lyn cnfiguratin. Subject was Cupled AMAN/DMAN Step 2. AIRPORT-33 Prvisin f departure and arrival cnstraints t the Aerdrme ATC surface management Mre accurate traffic planning thanks t stable TSAT and TTOT prvided by the DMAN. TRL 3 TRL 6 1.2 Prject achievements With the gal f supprting the validatin f cncepts described by peratinal prjects, P12.04.04 develped: 3 prttypes in Phase 1 n DMAN and Surface Management integratin, implementing the cncepts frm peratinal prjectsand supprting validatin exercises described in the previus paragraph. The tw main evlutins implemented in the prttypes were: Fr the Surface Ruting Server t prvide an ptimised taxi time (mre precisely defined as the EXOP) and the dynamically updated "remaining taxi time" t the departure management (that can use it t build a mre reliable pre-departure sequence) Fr the departure management t prvide mre stable TSAT and TTOT that the surface ruting functin can use t build mre realistic traffic frecasts. Thse prttypes were implementing SESAR slutin #54 (Pre-Departure Sequencing supprted by Rute Planning), which reached full V3 maturity and was included as part f the PCP. Step 2 activities regarding Surface Management and DMAN integratin were supprted by ther technical prjects. 3 prttypes in Phase 2/3 n Step 2 Cupled AMAN/DMAN supprting validatin exercises described in the previus paragraph. Frm Step 1 specificatins (made in anther technical prject) where the cupling between AMAN and DMAN is driven by the arrival flights sequence, prject 12.04.04 implemented Step 2 Cupled AMAMN/DMAN where the cupling functin is taking int accunt bth departure and arrival sequence, t find the best integrated sequence taking int accunt : Runway Schedule and capacities; The Arrival and Departure traffic vlumes; The Flight data fr arrivals including ELDT; The Flight data fr departures including (EOBT, CTOT, TOBT ); The planned and remaining taxi times frm Surface Management. Thse prttypes were implementing SESAR slutin #14 (Departure Management integrating Surface Management cnstraints), and SESAR Slutin #15 (Integrated and thrughput-ptimised sequence f arrivals and departures). The prject als supprted and specified the architecture chices made by high-level prject with the creatin f a new dmain system: Sequence Management system and ne functinal blck Runway Flw Surface Management (RFSM). Prject 12.04.04 aligned the dcumentatin with the needed architecture. 7 f 12

1.3 Prject Deliverables The fllwing table presents the relevant deliverables that have been prduced by the prject. D02 Technical Architecture reprt STEP 1 (Phase 1) This dcument describes the system technical architecture including interface descriptins with ther cncerned cmpnents and with external systems. D38 System requirements Final S2V3 This dcument cntains the finalised S2V3 System Technical Requirements fr the integratin f Departure Management and Surface Ruting functinal blcks and the infrmatin exchanges between these tw functins. It describes als the Cupled AMAN/DMAN requirements, derived frm the specific requirements fr this integratin develped by peratinal prjects. 1.4 Cntributin t Standardisatin During the prject, there was n standardisatin activity with respect t the integratin f DMAN and Surface Management, r t the cupled AMAN/DMAN. 1.5 Prject Cnclusin and Recmmendatins Regarding Step1 DMAN and Surface Management integratin, bth predictability and efficiency perfrmances benefit frm the integratin between DMAN and A-SMGCS Ruting and Planning functin. The mre accurate taxi time prvided by the Ruting and Planning functin leads t an increase f accuracy f the target times calculated by the DMAN and t a reductin f the waiting times and delays due t a smther departure traffic flw. Slutin #53 reached V3 maturity and is part f the PCP. The develpment f Step 2 Cupled AMAN/DMAN prttypes was challenging, as it was a new cncept. The prttypes implemented new algrithm that fully integrated the departure and arrival sequence. First cnclusins f the prjects are that: The sequencing f departure flights mixed t arrival flights is t fluctuating at a clse hrizn f the runway threshld. The cupled sequence must be based n actual traffic nt nly n predictins. 8 f 12

The prttypes still need t be adjusted in rder t fix thse issues. A fine tuning f sme cnfiguratin parameters (rati cmputatin perid, runway pressure, taking int accunt ATOT ) culd lead t a better stability and usability f the system. This wrk will be pursued in SESAR 2020 in prject PJ02 Slutin 8 - Traffic ptimisatin n single and multiple runway airprts. SESAR Slutins #14 and #15 did nt reach V3, and are nt yet ready fr deplyment. 9 f 12
