TOPS 2019 - Speaker Bios A Bad Day Why ILTA Started TOPS George Edwards is the Health & Safety Director for the Pipelines & Terminals group at Flint Hills Resources. He has 20 years of experience in process engineering, project management, and process safety in the oil and gas, specialty chemicals, and consumer products industries. Edwards has worked at Flint Hills Resources, Ashland Specialty Chemicals Company, Air Products & Chemicals, and Procter & Gamble in roles such as Process Engineer/Production Supervisor, Project Engineer, Maintenance & Engineering Manager, and Reliability/Maintenance Manager. He has a bachelor s degree in chemical engineering from Colorado State University and a master s in chemical engineering from the University of Virginia. Rail Car Release Ron McClary is the Maintenance Manager of Tidewater Terminal Company. He has 37 years of experience in operations and maintenance at petroleum liquid marine terminals. Mr. McClary is responsible for maintenance activities at four liquid product terminals and a container handling facility, as well as operations and maintenance of three Department of Transportation-regulated pipeline facilities. McClary also spent time as a credentialed merchant mariner (tankerman), loading and off-loading barges, as an API 653 tank inspector, and as a project manager for the construction of multiple projects. Is There a Need for Pressure Transmitters on Vapor Lines? Cheryl Tate is the Technical Services Supervisor with Energy Transfer Partners. Tate also draws experience from her positions as VRU/VCU planner, terminal operator and refinery operator. Marty Summers is a Vapor Technician with Energy Transfer Partners, with education and background in I/C, instrumentation and controls. 1

Panel Discussion: Avoiding Storage Tank Overfills Well, Did You Consider This? Mark Kachelmyer is a Terminals Engineer II with Kinder Morgan and is working to standardize tank repair and tank overfill protection programs within the company. He has been with Kinder Morgan for three years, and his various roles include Operations Manager in training and Project Manager for storage tank repairs. Kachelmyer holds an MBA with a finance specialization from LSU Shreveport and a bachelor s degree in marine engineering from Texas A&M. Kachelmyer, who received his API 653 certification in the fall of 2018, currently holds his Engineer-In-Training (EIT) certification and is striving to become a PE in mechanical engineering. Streamlining the High-Level Alarm Setpoint Process Heather M. Ogg has worked at Marathon Petroleum Corporation for four years and is currently serving as Terminals, Transportation & Rail (TT&R) Process Safety Information Coordinator. She attended Bowling Green State University, where she obtained her bachelor's in business administration. She also attended the University of Findley, where she obtained her MBA. Ogg is responsible for ensuring that all process safety information (PSI) is current and maintained for all TT&R facilities. This encompasses understanding of and compliance with corporate and regulatory requirements, participation in PSM audits and Process Hazard Analysis, and maintenance of PSI-related standards. Tank Secondary Seal Exposure Gilbert Betancourt is Phillips 66 Southeast Region Manager of Midstream Operations. He has 24 years of industry experience. He holds a bachelor s degree in mechanical engineering from California Polytechnic University at Pomona and is a licensed civil engineer. Betancourt has extensive on-the-job training in the areas of project delivery and execution, automation, process control and SCADA. He has functioned in various roles with Unocal, Tosco, ConocoPhillips and Phillips66 in the pipeline and terminal operations space. 2

The Importance of Pre-Startup Checkouts Dan Clemens is an Area Operations Manager for Flint Hill s Resources, Pine Bend, asphalt business. In his 10 years with FHR he has been the Production Leader at North America s largest volume polymerized asphalt facility and Plant Manager at the largest volume asphalt emulsions facility. In his current role, Dan is responsible for operations at FHR s five plants located in Minnesota and North Dakota. Clemens has overseen or managed capital projects from plant automation to tank CIRs, requiring significant PSSR/Commissioning. Prior to FHR, Clemens spent 10 years in operations management, first with a leading biomedical company producing a streptococcal derived sodium hyaluronate for use in wound healing and joint replacement, and later managing surgical sub-specialties and large optical labs for one of Minnesota s largest health care providers. Assurance of Terminal/Fleet Safety Barriers - Lessons from a Light Product Terminal Fire & Explosion John Roark, the Vice President of Terminaling, Transport & Storage with Andeavor Logistics, holds a bachelor s degree in mechanical engineering from Texas A&M University. In his 26 years of experience in the industry he has held roles within pipeline and terminal operations, engineering and business development as well as crude oil trading. Ed Cimaroli is the Director of Engineering Services with Andeavor Logistics and holds a bachelor s degree in civil engineering from the University of Illinois. His 22 years of experience in the industry includes roles within pipeline and terminal operations, integrity engineering, reliability, projects/construction and operations management systems/risk. Importance and Value of a Good Fire System Inspection Program Michael Buff has worked at Marathon Petroleum Corporation for 29 years and is currently serving as Terminal Service Engineer, coordinating the fire protection maintenance budget. He attended Southern Illinois University - Carbondale where he earned a bachelor s degree in electrical engineering. Tom Lonyo is currently serving as the Fire Coordinator for the Terminal, Transportation & Rail group at Marathon Petroleum Corporation. He previously served as Fire Chief for the City of Findlay. Atmospheric storage tank venting hazard awareness 3

Jeff Flynn is the Northern Tier Integrity Tank Project Manager for the Pipelines and Terminals group at Flint Hills Resources. He has six years of experience building and repairing tanks, new and existing process systems and terminals as a Construction Project Manager. Prior to working at Flint Hills, Flynn worked as a pipeline welding inspector and corrosion specialist in the natural gas industry, building new and repairing existing distribution pipelines on the West Coast. Flynn also has experience in civil and substructure design and layout thanks to his 10 years experience as a civil surveyor while attending college in California. Utilization of Infrared and Optical Gas Imaging Cameras Jon Wills graduated from the University of Toledo in 2015. He started with Marathon in Findlay as the environmental program lead, where he developed the TT&R Optical Gas Imaging Strategy from the ground up. Wills has a received the Optical Gas Imaging Certification from the Infrared Training Center and has scanned over 30 terminals. In 2018, Jon moved to a field environmental professional role in Canton, OH. Recognizing Hazards when Working on Active Assets Brad Stubbe is the Maintenance Manager for the Pipeline & Terminals group at Flint Hills Resources. Stubbe has over 15 years of experience in terminal operation, maintenance and pipeline inspection in the oil and gas industries. He has worked at Flint Hills Resources, CenterPoint Energy and Northwest Airlines in roles as Lead Operator, Terminal Manager, Maintenance Manager, Pipeline Inspector, and Aircraft Maintenance Technician. He has a degree in aircraft maintenance and supervisory management and a Certification for Gas Utility Technology. Pump Seal Failures and Mitigation Discussion Matthew M. Vick, P.E. has worked at Marathon Petroleum Corporation for 11 years and is currently serving as Reliability Engineering Supervisor. He attended the University of Toledo where he earned a bachelor s in electrical engineering. Vick also attended the University of Findlay where he obtained his master s in business administration. He leads a group responsible for establishing maintenance strategies for all process equipment within the organization, which encompasses regulatory requirements, preventive maintenance and operator performed maintenance. His group is also involved with LOPC incident investigations related to equipment failures, as well as managing the Computerized 4

Maintenance Management System data to determine equipment worst actors and other reliability metrics such as lost opportunity costs. Lesson from Harvey; Impact of Tank Level on Roof Drain Capacity Paul Rady has 28 years of industry experience, most of which has been spent in pipelines and terminals operations at Phillips 66. In his current position as Operations Excellence Engineer, he provides technical support to terminal operations across the country. He focuses much of his time on the utilization of new technology, implementing best practices, and helping operations personnel understand and apply technical concepts. Rady has been involved in close to 100 incident investigations throughout his career, including the Pasadena tank incident, on which he will present. He graduated from Michigan Technological University in 1989, with a degree in chemical engineering. Chris Vogel has 17 years of industry experience, which includes terminals, pipelines and health and safety organizations. He has a bachelor s degree in occupational safety & health, is a Certified Safety Professional (CSP), and is currently the Area Supervisor at the Pasadena Terminal & Alvin Pipeline with Phillips 66. During his career, Vogel has been involved with several emergency response efforts and incident investigation. 5
