November 8, 2012 TO THE MEMBERS OF THE UNITED STATES CONGRESS: The undersigned members of the Coalition for U.S.-Russia Trade strongly urge you to move quickly in the days ahead to approve legislation that supports U.S. manufacturers, service providers, farmers and workers as they seek opportunities in Russia's growing, emerging market. To preserve U.S. competitiveness in the global marketplace, Congress must pass legislation to establish Permanent Normal Trade Relations (PNTR) with Russia and remove Russia from the provisions of the Jackson-Vanik amendment. For nearly eighty days now, Russia has been a member of the World Trade Organization (WTO). For nearly eighty days now, all of the other 155 members of the WTO have been able to fully access Russia's market liberalizations, including new rules related to services, science-based animal and plant health, and intellectual property protection - but U.S. businesses cannot. For nearly eighty days now, U.S. business has had no voice in the WTO's rules-based system to engage Russia regarding any of its policies that may be inconsistent with the obligations it has undertaken as a WTO member. Without PNTR, the United States has no enforceable rights and no recourse in the Russian market. Russia is the 9th largest economy in the world. Our competitors in Europe, China and elsewhere are pleased to be able to step in and take advantage of meeting Russia's needs not only in infrastructure and modernization of its industrial base, but also the demands of a growing consumer class that is highly educated and appreciates quality. In what should be an exciting time of Russia's market-opening for U.S. business, our executives have been relegated to an "observer" status - watching as our competitors will snap up contracts that will lock in commercial relationships for years to come. With the United States accounting for only about 4% of Russia's goods imports last year, and the overall import market in Russia standing at approximately $400 billion in goods and services in 2011, the United States simply cannot afford to unilaterally cede short- and long-term opportunities in Russia. The United States may not see eye to eye with Russia on many issues - whether in the international arena or on issues related to civil society and democracy. Nevertheless, passing legislation to enact Russia PNTR - a status that Republican and Democratic presidents have approved on an annual basis since 1992 - is an important step in our encouragement of greater transparency and accountability in Russia today. Our businesses can be ambassadors for strong values and principles in Russia - if we have the chance. We therefore urge you to stand with U.S. manufacturers, service providers, farmers and workers and approve Russia PNTR as quickly as possible upon your return to Washington.
