What is a standard? A standard is a repeatable way of doing something a published document that contains a technical specification or other precise criteria agreed between stakeholders designed to be used consistently as a rule, guideline, or definition CEN-CENELEC 2011-4
What is a standard? Essential elements of a product standard are Definitions Requirements Test methods CEN-CENELEC 2011-5

European Standards Organizations European Committee for Standardization (non-electrotechnical and non-communications) European Committee for Electrotechnical Standardization European Telecommunications Standardization Institute The three recognized European bodies for standardization in support of the European legal framework (Directive 98/34/EC) CEN-CENELEC 2011-11
Formally recognized bodies International: Regional (Europe): National: National Standards Bodies (CEN) or National Committees (CENELEC) CEN-CENELEC 2011-12
What is CEN? (1) The European Committee for Standardization, whose members are the National Standardization Bodies of the EU and EFTA countries plus Croatia CEN is an international non-profit organisation, incorporated under Belgian law 2 Counsellors (European Commission, EFTA) CEN-CENELEC Management Centre (CCMC), Brussels CEN-CENELEC 2011-13
What is CEN? (2) Over 60 000 experts of all fields are active in CEN work Experts from authorities, industry, consumer organisations the different stakeholders participate in the standardization process, which is open and transparent CEN-CENELEC 2011-14
The CEN geography 31 Members: 27 EU member states 3 EFTA member states Croatia 19 Affiliates from applicant and neighbouring countries Member Affiliate CEN-CENELEC 2011-15
How do we harmonize and contribute to the single market? European Standards (EN) Over 14 000 ENs exist today, with about 1 000 new documents being published every year High status, used to support legislation or directly referred to in legislation CEN Workshop Agreements (CWA) Consensus-based documents, directly made by the stakeholders Often used in innovative areas, e.g. biofuels or information technology CEN-CENELEC 2011-16
Private specifications Standards Regulations Mandatory Voluntary Regulations Public Private CEN-CENELEC 2011-17
What is a (European) standard? A standard is a document established by all interested parties (incl. yourself) reflecting consensus In addition, a European Standard (EN) is automatically transposed in national standards and conflicting national standards are to be withdrawn European Standards are from a legal point of view voluntary in use, but at the same time unavoidable in practice A tool to underpin the details of directives e.g. Medical device directive CEN-CENELEC 2011-18
Drafting European Standards Technical Committee Working Group Technical Committee National Standards Body TIMEFRAME : 3 YEARS weighted vote Project proposal Draft standard European Standard USER national implementation CEN-CENELEC 2011-19
Not only European Standards: The CEN Workshop Agreement A CEN Workshop Agreement (CWA) represents the consensus of identified stakeholders Anybody interested can join (including anyone outside Europe): direct participation A public process Rules are very simple (non-bureaucratic) Workshops are fast (5 months is the record, 12-15 months average!) The CEN Workshop Agreement shall not conflict with European Standards (EN) CEN-CENELEC 2011-20
Developing a CEN Workshop Agreement Business Plan Kick-off meeting Drafting and adoption of CWA CWA Publication TIMEFRAME : 6 18 MONTHS Describing Confirming Consensus building Announcement Scope Objectives Financing Schedule WS rules Financing Chair Secretariat WS participants Public consultation (as appropriate) by National Members CEN-CENELEC 2011-21

Standards in context of Research, Development and Innovation Faster and easier access to market It provides technical validation and facilitate access of innovation solutions to the market Possibility to access a bigger market Potential access to the entire EU market (more than 500 million inhabitants) Helping access to public procurement markets Standards codify the state of the art of innovative product and services and are often used as references in public procurement schemes CEN-CENELEC 2011-29
Standards in context of Research, Development and Innovation Codification of the state of the art Existing standards can codify and spread the state of the art in various technologies Interoperability Standards provide a basis for the integration of technologies and assist in ensuring interoperability Reassurance for consumers Standards can offer reassurance to consumers in the application of new technologies, for example through the assessment of risks, the measurement of performance, etc. CEN-CENELEC 2011-30
Standards as part of EU funded research projects Why? Dissemination of your research results A normative document will become a reference and will ensure that research results are well-known, thus enhancing recognition of the researcher s results raising awareness of the benefits of standardization in the research and innovation process transferring research results and outcomes of innovation activities into standardization fully exploiting the functions of standards for research and innovation activities in order to increase the competitiveness of the EU CEN-CENELEC 2011-31

Biofuels Problem: Bio-ethanol powered engines emerge on the European roads, especially in Sweden and Spain. No common European specification for bio-ethanol fuel. Solution: Elaboration of a CEN Workshop Agreement as a step stone toward a European Standard on E85 Bio ethanol 1. Publication of CWA 15293:2005 Automotive fuels - Ethanol E85 - Requirements and test methods 2. Publication of CEN/TS 15293:2011 Automotive fuels - Ethanol (E85) automotive fuel - Requirements and test methods CEN-CENELEC 2011-39
