GLRTOC Members The Great Lakes Reginal Transprtatin Operatins Calitin was funded in May 2010, and was riginally cmprised f agencies that had transprtatin peratins n the majr rutes cnnecting Minneaplis t Trnt. In 2014 the calitin expanded t include Ohi DOT and Iwa DOT. This year GLRTOC welcmed Missuri DOT, Kansas DOT, and Kentucky Transprtatin Cabinet. Mbility perfrmance measures aren t anything new, but SHRP2 and MAP-21 are punctuating their imprtance, and with the rule making prcess happening this year they will be increasingly widespread. Apart frm that, multistate calitins like the Mid-America Freight Calitin (MAFC) and the Great Lakes Reginal Transprtatin Operatins Calitin (GLRTOC) - which aim t imprve transprtatin peratins at the megaregin scale - are better able t cllabrate n mbility perfrmance management thrugh the use f the NPMRDS acrss brders, identifying places where imprvements t delay and reliability can be made. As yu knw, the NPMRDS prvides travel times fr the entire Natinal Highway System, by bth passenger and freight. It als includes nearly tw millin GIS features, enabling mapping and spatial analysis ut f the bx. With clean file structure and data integrity, users can jump right in. Thugh maybe nt quite big data, it des exceed spreadsheet capacity. Sme basic database r scripting expertise will help, but this is all very dable n a regular cmputer with a little extra memry. In Figure 3, ntice the wrk zne impacts (dark vertical bands), winter weather (hrizntal bands), and, f curse, the Chicag area cngestin. Freight mbility can be specifically analyzed a few different ways. One is t lk at the percent f freight miles per crridr and per state where average peak perid speeds fall belw sme threshld, cnveying trends and cmparisns fr an interstate passing thrugh multiple states. Anther is using a travel time reliability index, e.g., RI80, which measures the rati f the 80th percentile travel time t a baseline time. These mechanisms can als be used t analyze recvery time fr majr incidents, wrk znes (see Indiana last year in the I-70 Figure 4), and adverse winter weather cnditins, which are f particular cncern in the Mid-America regin. Mid-America Mbility Scanner Mtivated by multistate mbility perfrmance management, especially fr freight mvement, GLRTOC has develped a mnthly scanning tl utilizing data frm the NPMRDS. Each mnth as new data are available, all 22+ thusand miles f interstate within the ten-state Mid-America regin are scanned fr anmalies. Thrugh different methds and algrithms, majr disruptins t mbility frm incidents, new wrk znes, r winter weather are picked up, reprted, mapped, and reprted t the calitin. The anmaly map fr December 2014 shws sme winter weather effects between Michigan and Kentucky, and a high impact wrk zne that started n I-94 in Milwaukee. February 1, 2015 saw widespread winter weather and was the fifth snwiest day n recrd in Chicag histry. The Calitin can use this infrmatin tward imprving awareness amng agencies and travelers, and mitigating impacts wherever pssible. Mnthly maps are updated at www.glrtc.rg/peratins/perfrmance/scanner
I-275 Carrll Crpper Bridge Acrss The Ohi River Fr a mre detailed example, I-275 just west f Cincinnati has cntinued wrk underway n the bridge acrss the Ohi River between Indiana and Kentucky. This bridge averages abut 33 thusand vehicles per day, and a 6-mnth wrk zne lane reductin began in early May. The first figure n the fllwing page is a view f the prcess cntrl chart algrithm fr the tw mnths arund the beginning f the wrk zne. This type f prcess cntrl is brrwed frm ther disciplines such as manufacturing the medicine. In shrt, the mre severely a measure strays frm typical values, r in cmbinatin with the duratin, it signals a majr disruptin.
