Kenneth T. Sullivan, PhD, MBA Associate Professor, Co-Director PBSRG Graduate Program Chair, Del E. Webb School of Construction School of Sustainable Engineering and the Built Environment Ira A. Fulton Schools of Engineering Arizona State University Dr. Kenneth Sullivan is an associate professor in the School of Sustainable Engineering and the Built Environment at Arizona State University. He specializes in organizational transformation, best value contracting, performance measurement, risk management, and accountability systems. His research processes have generated over $8 Million in research funding and have been implemented in IT, business services, and construction projects valued at over $4 Billion. In addition to all types of design and construction delivery, he has led outsourcing efforts in networking systems, software, financial management, dining, media rights, travel management, radio systems, furniture, health insurance, document management, facility systems, etc. Prof. Sullivan possesses a Bachelor of Science and a Master of Science degree in Civil and Environmental Engineering, an MBA in Real Estate and Urban Economics, and a PhD in Civil and Environmental Engineering, all from the University of Wisconsin Madison. He has authored over 160 peer reviewed publications and won the 2012 ASCE journal of Leadership and Management in Engineering Best Article Award. He has also created a Master s Degree program in Facility Asset and Project Management, is the secretary of research of the international CIB Working Commission in performance measurement, and is the Graduate Program Chair for his department. Dr. Sullivan has won the 2008, 2009, 2012, and 2015 Teaching Award for the Ira A. Fulton School of Engineering at ASU, the 2013 IFMA Educator of the Year Award, and was awarded 2014-2016 Fulton Exemplar status. Page 2 of 12

Michelle Hamilton, Director of Purchasing & Material Distribution Center Mesa Unified School District #4 Michelle Hamilton is the Director of Purchasing and Materiel Distribution Center for Mesa Public Schools. She has worked at MPS since 2007. Working in school district purchasing since 2001, Michelle is knowledgeable in Arizona Procurement practices. She currently serves on the Arizona Association of School Business Offices (AASBO) Board of Directors as the Immediate Past President. She has presented numerous sessions at conferences and volunteers her time to the organization. Michelle has served on the Mohave Educational Services Cooperative Board of Trustees for the past seven years and as President for the past two years. She holds an AA in Accounting from Central Arizona College. Her previous procurement experience includes the position of Procurement Specialist at Queen Creek Unified School District (2003-2007) and Purchasing Supervisor for Apache Junction Unified School District (2001-2003). Karen Fleetwood, Procurement Specialist Supervisor Mesa Unified School District #4 Karen is a Procurement Specialist Supervisor for Mesa Unified School District in the Construction Department. Karen has been employed by Mesa Schools for 23 years. Karen is also actively involved with Arizona Association of School Business Officials (AASBO). Karen has served as president of the GPPCS (Greater Phoenix Purchasing Consortium of Schools) a purchasing cooperative comprised of over 50 school districts in and around Maricopa County. Matthew Bauer, CPPB, CPPO, CPSM, Purchasing Administrator, City of Mesa Matt Bauer is currently the Procurement Administrator for City of Mesa. Matt has seven years of experience in public purchasing and holds a Bachelor s degree in Supply Chain Management from Arizona State University, a Master s in Business Administration with an emphasis in Supply Chain Management from Arizona State University, and has completed his CPPB, CPPO, and CPSM certifications. For his utilization of innovative procurement practices, Matt was awarded the Gabe Zimmerman Public Service Award for Innovation in 2011 and has been featured in several published articles including Governing Magazine, Government Procurement Magazine (GOVPRO), CBS, Arizona Republic, and others. Matt is currently a member of NIGP s Young Professionals Council, AZ-NIGP s Young Professionals / Student Chapter, and the Vice-Chair of the Scholarship Task Force for National NIGP. Matt was nominated and selected as AZ-NIGP s 2015 Manager of the Year. Page 3 of 12

Scott Patterson, COO Electronic Auction Services, Inc. (EASi) As Chief Operating Officer at Electronic Auction Services, Inc ("EASi"), Mr. Patterson and his team provide support in the preparation, consultation and execution of reverse auction services. As an accomplished project manager for large scale and process improvement projects, Mr. Patterson s team is responsible for collaborating with the Bid/Relationship Manager and buying agency's bid stakeholders on the technical and analysis aspects of each reverse auction. Mr. Patterson has personally managed hundreds of successful reverse auctions for Electronic Auction Services. Scott holds a Bachelors of Science degree from Kent State with minors in Economics, Mathematics, Chemistry, Physics, and Sociology and CrossFit's regularly. Christine Nobles, AzMF Insurance Manager, Maricopa County Ms. Nobles has been in the Risk Management field for approximately 25 years. She started her career as a Worker s Comp Adjuster at Northern Automotive (Now O Reily s Auto Parts) and shortly found out that the Risk Management field was more than just Work Comp! Her next move was to Tosco Corp, better known as Circle K Stores. With both of these employers she expanded her knowledge to all aspects of Risk Management. Christine found herself in new territory when she took a position at the City of Peoria as Claims Coordinator and learned that Public Risk Management is a whole new game. After 12 years with the City of Peoria she perfected her knowledge of dealing with Procurement and all aspects of contract rules! Christine is now with Maricopa County as their Insurance Manager and works on a daily basis with all of the County s Departments, sharing her expertise regarding the Risk Management aspects of contacts, including indemnification language and the importance of obtaining Certificates of Insurance. Sheri Swain, Director Enterprise Risk Management @ Maricopa County Community College District Sheri Swain is the Director of Enterprise Risk Management at Maricopa County Community College District in Tempe. She has over 30 years of experience in insurance and risk management. She began her career at Unigard Insurance Company (now QBE) in Bellevue, WA and worked as a Claims Administration Manager overseeing the Centralized Claims Unit for 14 years. She had strong desire to move back to her hometown of Tucson, AZ where she worked at the Tucson Airport Authority for 8 years as the Insurance Coordinator. It was there, that she found her calling in establishing insurance and indemnification requirements, risk transfer, and contract negotiations regarding insurance and indemnification. She worked as the Risk Manager at the City of Prescott for five years where she continued to work closely with procurement in establishing contract language in templates. She also worked for the State of Arizona for about 1 ½ years, where she oversaw the Insurance Analyst and Loss Prevention Consultants. Sheri was instrumental in updating all of the contract templates including training of procurement specialists and others. She is well known in staying current with the ever changing trends in the marketplace and Page 4 of 12

prides herself on protecting the bottom line at her entity and taxpayer dollars. She is the current President of AZ-PRIMA and serves as the Education Committee Chair for National PRIMA. Marcheta E. Gillespie, CPPO, C.P.M., CPPB, CPM Director of Procurement - City of Tucson Marcheta E. Gillespie, CPPO, CPPB, C.P.M., CPM, is the Director for the City of Tucson's Department of Procurement. With 24 years of experience in public procurement, Marcheta is a passionate advocate for her profession. Her areas of expertise include organizational leadership, strategic planning, public sector contracting, project management, program development, marketing, cooperative procurement, training and public speaking. Marcheta was the 2013-2014 President of NIGP - The Institute for Public Procurement, and served on the Board of Directors for 10 years. She was the first Chair of the NIGP Talent Council and Chaired the historic NIGP 2.0 Task Force, as part of the historic NIGP governance model transformation project. She has also chaired the NIGP Task Force for the Values & Guiding Principles Initiative, the NIGP Forum Committee and the NIGP Governance Committee. She has been an active leader and member of the NIGP Southern Arizona Copper Chapter since 1991. Marcheta has spoken and trained at hundreds of international, national, regional and local conferences and events. She has developed numerous training programs and has written for national procurement publications. Marcheta has been an NIGP Master Certified Instructor as well as a professional consultant for the NIGP consulting program. In 2009, Marcheta was selected as the NIGP Copper Chapter Manager of the Year. Marcheta has worked many years in youth development through sports programs, church and various schools. She has served on the Board of Directors for Marana Little League and has volunteered for numerous organizations in her community. She and her husband of 22 years, Allen, now own a small business specializing in baseball and softball training. Marcheta and Allen have 3 beautiful children, Makayla, Garrett and Felicia and reside in Tucson, Arizona. Page 5 of 12

Victoria Cortinas, City of Tucson and Peggy Ferrin, City of Maricopa, were recently selected to serve as the NIGP Ambassadors representing Area 9 in the newly formed NIGP Chapter Ambassador program. Area 9 represents the states of Arizona, California, Colorado, Hawaii, New Mexico, Utah and Wyoming. Peggy A. Ferrin, CPPB Purchasing Manager, City of Maricopa Ms. Ferrin has over 29 years of purchasing experience and 14 years in governmental contracting for public agencies. Her experience includes private industry, school districts, higher education (ASU), City of Peoria, Maricopa Integrated Health System (a health care system) and now she supports the City of Maricopa. Her expertise is in complex governmental procurement including all aspect of construction, purchased services and commodities. Currently Ms. Ferrin is an Assistant NIGP Consultant and enjoys working with others to grow the knowledge base of Governmental Procurement. She has served the local Arizona Capitol Chapter of NIGP as Secretary, Treasurer, Vice President, President and Past President and the National Institute as Marketing/Communications Vice-Chair and Research committee as a member. Ms. Ferrin has engaged as a public speaker for Best Value procurement, Leadership, Change management, Performance Metrics, Organizational development, Contract development and Administration. Victoria Cortinas, CPPB, C.P.M. Contract Administrator, City of Tucson Victoria Cortinas has 19 years of public procurement experience and is currently the Contract Administrator for the Design and Construction Division for the City of Tucson, AZ. Victoria holds a Bachelor's degree in Business Administration from the University of Arizona. Victoria is actively involved in the Copper Chapter of NIGP in southern Arizona and has held various board and committee positions including President, Vice President and Vice President of Education. She is currently the chair of the Scholarship Committee and on the Fundraising Committee planning the 2015 Reverse Trade Show on November 6th. Victoria was awarded the Copper Chapter of NIGP's Buyer of the Year in 2008 and Manager of the Year in 2014. Page 6 of 12

NIGP National Business Council Representatives Rob and Jeff also have been members of the NIGP business council for the past 6 years. NIGP s Business Council is comprised of two representatives from each of the 12 companies participating in the Institute s Enterprise Sponsor Program. (Graybar s two representatives for the Business Council are Jeff Peskuski and Rob Rhoads). Enterprise Sponsors are leaders in their respective industries and have demonstrated a shared commitment to NIGP s values: Accountability, Ethics, Impartiality, Professionalism, Service, and Transparency. The mission of the Business Council is to serve the NIGP membership and procurement profession through the sharing of resources and business expertise in support of NIGP s educational, research and advocacy mission. In essence, the Business Council connects the supplier s perspective with the public procurement community and is dedicated to improving the buyer/supplier relationship. Jeff Peskuski, Strategic Contract Manager US Communities Western Region Graybar Jeff Peskuski is responsible for Graybar s U.S. Communities contract sales in the Western half of U.S. and internal resource for the state, local government and education business segment. Jeff is a 25-year veteran with Graybar, starting his career in the warehouse and working his way up through the company's customer service, inside and outside sales teams, Jeff was promoted to Regional Government Manager in 2002 responsible for federal, state, local government and education sales in the Chicago and Pittsburgh districts. In October 2005, Jeff was promoted to Strategic Account Manager, overseeing Graybar s involvement in the U.S. Communities program. Jeff is uniquely qualified to handle the role based on his experience with the public agency customers, knowledge of contracts and the agencies supporting the customer. Jeff has used his experience and relationships over the past seven years to continue Graybar s local government initiatives and U.S. Communities program growth. Rob Rhoads, Strategic Contract Manager - U.S. Communities Eastern U.S. Region. Graybar Rob Rhoads is responsible for Graybar s U.S. Communities contract sales in the Eastern half of U.S. and internal resource for the state, local government and education business segment. Rob joined Graybar in 2008 and is based in the Harrisburg, PA area. Prior to joining Graybar, Rob had 12 years of extensive experience selling to state/local government and education customers. He has actively worked with the U.S. Communities program since 1999 and was previously the National Program Manager for another former U.S. Communities supplier. Rob s 18 plus years of experience with state/local government and education customers provides Graybar with a resource to effectively market the U.S. Communities program. Rob s overall goal is to show customers the benefits from the hard and soft cost savings perspectives to improve their procurement processes. Page 7 of 12

Paula Sliefert, Senior Marketing Manager The Toro Company Paula Sliefert joined The Toro Company in 2007 and currently serves as Senior Marketing Manager in the company s Commercial Business. In her role, she has responsibility for supporting a number of Toro s key industry relationships in addition to helping develop and implement strategies targeted at growing the Sports Fields and Grounds marketing segments, which represents professional and collegiate sports, educational institutions, and government including federal, state, and local entities. Additionally, Paula serves as Authorized Negotiator to GSA for The Toro Company (all Toro businesses). Paula is a graduate of Simpson College with a bachelor s degree in German and International Business, and holds a Master s degree in German from Bowling Green State University. She studied and worked abroad in both Germany and Austria, having completed a work abroad program with Mercedes Benz, as well as having attended the University Of Salzburg, Austria. Matt Walker, President Periscope, NIGP Code Services Matt Walker leads Periscope s NIGP Code and NIGP Consulting-related business, ensuring that the company continues to serve in its role as custodian and administrator of these two important NIGP programs. In this role, he guides the Code-related strategy, and is responsible for serving all Code subscribers and Consulting clients in their Procurement Transformation efforts. Walker has over 20 years of experience in management, software, and supply chain businesses, with a particular focus on service delivery for state and local government. Prior to joining Periscope, Walker held executive management positions at TAKE Solutions/ClearOrbit, ResearchPoint, and hart InterCivic. Krause is Project Manager for City of Mesa in charge of the Job Order Contracting program (JOC) working on all types of projects, including both vertical and horizontal construction. He previously worked as Engineering Project Manager at both City of Chandler and City of Scottsdale. Marti graduated from the University of Phoenix in 2005 with a Bachelor of Science in Business Management and in 2007 with a Master of Management. In 2007 she earned, and has since maintained, her credential as a Certified Purchasing Card Professional (CPCP) 1 of only 2 certified in Arizona - while continuing as an active member of the National Association of Purchasing Card Professionals. Marti serves as a contributing resource for Re-Charged Education (www.rechargededucation.com ) which provides resources focused on pcard to both end-user organizations and providers. Sharon Brause, CPPO, CPPB, CPCP Senior Procurement Officer City of Mesa Sharon is a Senior Procurement Officer with the City of Mesa with a solid and diverse public purchasing background. Sharon brings a great deal of experience to her position she has a background in business and procurement management. She has received her CPPO and CPPB certifications as well as Certified Purchasing Card Professional (CPCP) through the National Association of Purchasing Card Professionals. She is a proud graduate of ASU (sorry Scott!) with a degree in Organizational Studies. Prior to working for Mesa, Sharon spent 14 years in Purchasing with the City of Chandler, where she helped develop, write and promote their Purchasing Card program as well as almost 9 years with Mesa Unified School District. She also has 14+ years experience in private sector banking. In addition to her day-to-day duties at Mesa, Sharon is actively involved in AZ-NIGP and is the current Treasurer of the chapter. She is also a two-time past recipient of the AZ-NIGP chapter s Buyer of the Year award (2005 and again in 2009) as well as the 2014 Manager of the Year. She has held a position on the board of the statewide purchasing cooperative, Strategic Alliance for Volume Expenditures (S.A.V.E.) for many years, and serves as a mentor to those in public procurement. Melissa Jones, Executive Management Assistant City of Mesa Toastmasters International For more than 20 years Melissa Jones has been a member and leader in Toastmasters International District 3, an organization devoted to helping individuals become more effective communicators and leaders. Melissa gave her Icebreaker speech, the first speech each new member gives in Toastmasters, in 1993. Since then she has given more than 100 speeches both within the Toastmasters organization and to other Associations.
