Request fr Statement f Interest (SOI) Advanced Traffic Management System (ATMS) Sftware Develpment and Integratin The Kane Cunty Divisin f Transprtatin (KDOT) is in need f prfessinal services frm a qualified traffic system engineering firm. These services are required fr the develpment f an Advanced Traffic Management System (ATMS) and integratin t an existing cunty ATMS field cmmunicatin netwrk and future Arterial Operatins Center. The attached Preliminary Scpe f Services prvides in detail the anticipated items that are necessary as part f the requested traffic system engineering services. The duratin f these services will begin in mid May f 2012 and cntinue cncurrently with the cnstructin f the AOC additin, which is anticipated t begin in late 2012 and be cmpleted apprximately within eight mnths. The Statement f Interest shall be submitted VIA EMAIL n later than 4:00 P.M. n March 9, 2012 and shuld be addressed t Thmas F. Szab, TOPS, TSOS Traffic Sectin Manager Mr. Szab s email address is: szabtm@c.kane.il.us. Statements f Interest received will be used by Cunty engineering staff t develp a shrt-list f three (3) firms. The Cunty will then submit a Request fr Prpsal (RFP) and schedule interviews with the shrt-listed firms. 1. PROJECT DESCRIPTION In respnse t cntinued reginal grwth and the need t ptimize the Cunty s transprtatin resurces, the Kane Cunty Divisin f Transprtatin develped an ITS Strategic Plan. This plan defined the fllwing visin statement fr the Cunty s use f ITS technlgies and systems: Deply advanced transprtatin technlgy and peratinal strategies t maximize the safety and efficiency f the cuntywide transprtatin system thrugh enhanced traveler infrmatin, interagency cperatin and reginal crdinatin That plan identified fur fcus areas fr the ITS prjects within the Cunty: Arterial Operatins Traffic Incident Management Maintenance and Cnstructin Management Rural Operatins It was determined that these fur fcus areas culd best be supprted with the develpment f an Arterial Operatins Center (AOC). Since the initial plan, the Cunty cntinues t expand the ITS infrastructure and has develped a Cncept f Operatins. Architectural plans fr the AOC are currently being finalized. The scpe f services fr this prject includes ITS system integratin supprt and a centralized Arterial Traffic Management System (ATMS) t be perated frm the Cunty s future AOC. The selected cnsultant will prvide a cmplete fully functinal ATMS meeting the requirements as described herein. The Cnsultant shall prvide all integratin supprt, hardware and sftware required t deliver a fully functinal ATMS. 2. PROJECT SUMMARY 2.1.1. The hardware must be sized t meet all the gals listed abve, and the sftware must be readily expandable t meet the un-highlighted gals in future phases. Over the next 5 years the cunty anticipates the fllwing ITS infrastructure and data integratin cmpnents as the basis f the system design. CONSULTANT QUALIFICATION Interested cnsultants must be able t demnstrate the fllwing: Have designed and deplyed arterial based traffic management systems that integrate with a brad range f ITS devices and systems. Have extensive system integratin and deplyment experience including all f the identified areas listed herein. Demnstrate sufficient lcal staff t supprt this prject and future enhancements The Prject Manager must be lcated within a 2 hur drive frm the Kane Cunty AOC fr the life f the prject. Key integratin technical supprt must be lcal f the AOC thrughut the deplyment, integratin, testing and acceptance phase. During the maintenance perid, the prvider must be able t prvide n-site supprt within 4 hurs during business hurs 7 am t 5 pm, Mnday thrugh Friday excluding hlidays. Shall be able t demnstrate an existing system that already prvides and supprts the majrity f the items listed in bld abve and describe as fllws. Demnstrated capabilities shall be defined as the cmbinatin f: System Demnstratin (at KDOT discretin) Listing f deplyments utilizing the desired and demnstrated functins Client references The fllwing bullets describe the high level functinality that that Cunty wuld like the ATMS t prvide. Prpsals shuld clearly respnd t each item listed belw. Yur respnse shuld describe hw yur system meets the need, where it is currently deplyed, and prvide screen captures f yur system as apprpriate t help describe yur slutin. Yur respnse shuld clearly indicate if yur prpsed slutin has been implemented in a live system, r if sftware develpment is needed t meet the requirement. Respndents must include client references that can verify the functinality f each live system that is referenced. If any screen shts are mcked up t shw hw the system will functin nce 4

the system is mdified t meet the requirement, the screen sht must be clearly identified as a Mckup versus a live system screen capture. 4. SYSTEM CAPIBILITIES The Cunty desires t deply an ATMS slutin that is based n an existing (in current peratin) system that meets the majrity f the required functinality withut substantial sftware mdificatins. 4.1.1. Traffic and Radway Cnditin Mnitring Weather Thrugh RWIS and Natinal Weather Service (NWS) The phase 1 deplyment will include the integratin f RWIS statin data int the ATMS. The ATMS shall use the data t clr cde icns n the system map based n the data cllected frm the RWIS statin. Please prvide examples f hw yu have used RWIS data in yur prpsed ATMS. Phase 1 deplyment will als include the integratin f NWS data int the ATMS. Please describe hw yu have used NWS service within yur prpsed ATMS. RWIS Cnnectivity will be ver IP cellular r KDOT netwrk. NWS will be btained ver internet Incidents thrugh Dispatch integratin with KaneCmm - Mnitring, managing and distributing incidents that affect the arterial traffic is an imprtant part f the prpsed ATMS. The first phase ATMS deplyment will include an interface t the Kane Cunty (KaneCmm) Cmputer Aided Dispatch (CAD) System. Thrugh this interface the ATMS must cllect incident detail and autmatically create crrespnding incidents within the ATMS. The interface will include the tw-way sharing f event ntes between KaneCmm and the AOC. The infrmatin cllected frm the CAD system will include basic incident details such as type and lcatin, and CAD ntes. Please describe hw and where yu have develped CAD interfaces t an arterial based traffic management system. Please describe the functinal characteristics f the planned interface. The Cnnectivity will ccur ver KDOT netwrk. KaneCmm utilizes CAD frm New Wrld, versin 9.0. Cnstructin The Phase 1 deplyment will allw the Cunty t enter, mnitr and manage maintenance and cnstructin events and traffic peratins thrugh the ATMS. Please describe hw yur ATMS supprts the mnitring and management f cnstructin events. Cnnectivity mst likely thrugh manual user entry. Planned events - Phase 1 deplyment must als allw the Cunty t enter, mnitr and manage planned events such as the Kane Cunty Fair, Flea Market, and Kane Cunty Cugars games, varius large churches, etc. Please describe hw yur ATMS supprts the mnitring and management f planned events. Cnnectivity mst likely thrugh manual user entry. Cngestin and Events n rutes that impact KDOT radways The Phase 1 deplyment will include an interface t the Gateway system managed by IDOT. Thrugh this interface the ATMS will receive event data (incident, cnstructin, maintenance and special events). The ATMS must autmatically create crrespnding ATMS events fr Gateway events that are relevant t Kane Cunty. Please indicate if yu have ever deplyed an ATMS that interfaces with the Gateway. Als describe hw this type f interface wrks within yur prpsed system. Cnnectivity thrugh Gateway ver internet. 5

Recurring/Capacity driven Cngestin - Phase 2 deplyment f the ATMS will include an interface t the Cunty s traffic signal system Siemens Tactics t cllect system detectr data. The ATMS will use the system detectr data t derive the apprximate level f cngestin. The ATMS will use this data t clr cde segments n the internal ATMS Map and the Cunty s public web page. In additinal ther traffic data surces may be used t supplement the traffic data prvide by the signal system detectrs. Other detectin types may include traditinal lp detectin, vide detectin, radar detectin, Bluetth technlgy, and external third party prbe based data. Respndents shuld demnstrate that they have used signal system detectr data t derive levels f cngestin n an arterial. Please describe hw the data was used. Als demnstrate yur ability t use the ther data surces listed abve t prvide cngestin levels n an arterial. 4.1.2. Traffic Cnditin Respnse Use and sharing f CCTV- Fr the initial phase 1 deplyment the ATMS must include an integrated CCTV cntrl, viewing and sharing slutin. The ATMS must allw bth users in the AOC and remte users t cntrl and view CCTV images. The system must supprt the sharing f vide with partnering agencies, including IDOT Gateway, Illinis Tllway, and municipal partners. Please prvide an peratinal and technical descriptin f yur ATMS CCTV functinality, features, specificatins and licensing terms. Cnnectivity via KDOT fiber netwrk. Use and sharing f Weather (atmspheric and pavement) Infrmatin The Phase 1 deplyment will include the integratin with RWIS statins. The ATMS must be able t generate ATMS events based n the utput f RWIS sensrs r input frm the NWS. ATMS event must include the ability t autmatically generate a respnse based n the characteristics f the weather event. Fr example, if an RWIS statin reprts parameters utside f user settable threshld, the ATMS shuld autmatically create an event and a respnse t that event that utilizes the apprpriate devices and utputs that are available. Dynamic Message Sign (DMS) respnses - The Phase 1 deplyment must supprt the cntrl f NTCIP based prtable and permanent munted DMS. The ATMS must supprt message queuing, spell checking, banned wrd restrictins, and autmated DMS respnse based n event characteristics. Please describe hw yur system supprts this DMS functinality. Cmmunicatin with Signs will be accmplished via IP Cellular mdem ver internet and/r fiber ptic cmmunicatin thrugh the existing ATMS netwrk. Ntificatins within KDOT The Phase 1 ATMS must prvide autmated ntificatins t selected KDOT staff. The system must autmatically generate email and SMS messages based n device failures, device parameters and event details r severity. Please describe hw yur system meets this functinality. Ntificatins t Stakehlders - The Phase 1 ATMS must als prvide autmated ntificatins t external stake hlders thrugh email, SMS, a standards based C2C interface, and a direct feed t the Gateway. The Gateway and C2C interface must prvide event details t C2C subscribers in near real time. The ATMS must als autmatically generate email and/r SMS messages t selected external entities based n user settable event parameters such as type r severity. Ntificatin capabilities shall include event status, device status and device threshlds (ex VDS speed, travel times, 6

RWIS pavement temperatures, surface cnditins, and wind speed). Please describe hw yur system meets this requirement. Traffic Signal Timing Updates and Respnses The Phase 2 deplyment will include a tw way interface with the Cunty s centralized traffic signal system. Thrugh this interface, the cunty wuld like the ATMS t be able t suggest and implement signal timing changes based n majr incidents, events r severe traffic cnditins. Respnses shall indicate examples f implementatins ATMS that interfaces t an external traffic signal systems t mnitr perfrmance and implement changes t the signal timing plans. Public Web Pages The Phase 2 deplyment activities can be expected t prvide data and ptentially a web site service 4.1.3. Systems Mnitring and Maintenance Device Mnitring - Phase 1 deplyment will include the integratin f DMS, VDS and CCTV. The ATMS must mnitr the status f these devices and indicate the status f the device n the system map based n the clr f the icn. Please describe hw yur system meets this need. Interface Mnitring - The Phase 1 ATMS deplyment must als mnitr cnnectins t external systems and prvide alarms when the cnnectins are dwn. Please describe where and hw yu have implemented this feature n previus ATMS deplyments. ATMS Netwrk Mnitring Phase 2 deplyment may include mnitring f cmmunicatins system devices such as switches and cmmunicatins band with mnitring. Please describe where and hw yu have implemented this feature n previus ATMS deplyments. Traffic Signal Cntrller Perfrmance The Phase 2 ATMS deplyment will include an interface t the Cunty s central traffic signal system. Thrugh this interface the ATMS will cllect and then display the status if each cnnected intersectin. Please indicate if yu have deplyed an ATMS that includes an interface t an external signal system and cllects signal status infrmatin. If s please describe the functinality and prvide screen shts that shw the signal status in the ATMS. Detectr Perfrmance Phase 2 ATMS deplyment will include the integratin f external traffic detectin. The ATMS shuld include failure management strategies that help assess data quality. Please indicate hw yur prpsed ATMS slutin has implemented any failure management strategies. 4.1.4. KDOT Crdinatin Fr Phase 1, the ATMS must be designed t supprt the crdinatin with KDOT maintenance, cnstructin, traffic and (KDOT and Kane Cunty) IT staff. It is imprtant that the ATMS architecture makes it easy t supprt and manage many remte users. As a result, KDOT wuld prefer a brwser-based thin client ATMS slutin. Java, r ther thick client based platfrms may als be acceptable if the respndent can demnstrate hw the end user wrkstatins can be autmatically updated and easily managed remtely. Please describe hw yur system meets the need fr easy supprt fr need user clients. Als prvide any ther details r features f yur system that supprt the desire fr crdinatin with Maintenance, Cnstructin, Traffic and IT staff. 7

4.1.5. Other General Requirements Respndents must respnd (in their prpsal) t each item, acknwledge cnfrmance and prvide apprpriate detail related t yur prpsed system. Please prvide a detailed technical descriptin f yur prpsed slutin, including architecture, sftware language(s) used, database platfrm and required hardware. The cnsultant shall prvide a cmplete, integrated, fully functinal ATMS that meets all the functinal and technical requirements listed in this RFP. The Cunty is lking fr a cmplete integrated slutin. The use f multiple separate sftware packages t meet the requirements is nt acceptable, unless the Cnsultant can demnstrate cmplete integratin between the packages. The ATMS must include a map interface that supprts the display f Cunty ITS assets with status, traffic cnditin data, and events as well as incrprating map pan, zm and preset viewing features, fcused n Kane Cunty, but including at least Nrthern Illinis with I-80 as the suthern brder and state line t the West, Nrth, and East as the cnstraints. With limitatins in AOC staffing and given ther staffing cnsideratins, it is imprtant that the ATMS prvides a level f autmatin that ensures cnsistent and timely respnses. As such, the ATMS must be capable f generating autmated DMS, and ATIS respnses based n event details. Respnses must be based n templates that can be cnfigured and mdified by KDOT. The prvided slutin must include all apprpriate licensing fr the ATMS and any included COTS packages. Licensing must include supprt fr an pen number f users and devices within the Cunty f each device type as well as shared device cntrl with partner agencies. Fr example, if the license includes DMS cntrl, there shall nt be specific cnstraint t the number f DMS that the Cunty can add t the system within the terms f the license, and the Cunty shall be able t add access t ther users such as IDOT, lcal municipalities and neighbring cunties, and ther stakehlders. Representative licensing agreement language and csting mdels shall be prvided with the respnse. The Cnsultants prpsal shall include the full deplyment f the ATMS and 1 year f pst-deplyment supprt and maintenance. During the 1 year pst deplyment supprt and maintenance perid, the cnsultant shall be required t maintain the system functinality as deplyed at the time f acceptance. The Cnsultant shall prvide all required integratin with existing ITS systems and devices, system sftware, hardware, dcumentatin and training. Dcumentatin shall include an Administratrs Manual, Users Manual, and a System Cnfiguratin dcument prvided at acceptance and update thrughut the first year f supprt. The cnsultant shall prvide tw fur-hur training sessins prir t acceptance f the system. The ATMS shall utilize a cmmn ff the shelf database fr data archiving. The ATMS hardware, sftware and database shall be sized t supprt the cllectin and n-line 8

archiving supprting 2 years f event data, and up t ne mnth f snapsht CCTV image strage fr up t 400 camera images cllected at 5-minute intervals. The ATMS client shall perate n a PC running Windws 7 and prvide fr secure access by administratr apprved users. 5. PROJECT SCHEDULE AND DURATION Upn cmpletin f the review f all prpsals, KDOT may request select cnsultants t demnstrate their prpsed system. If demnstratins are requested, the cnsultants will be expected t demnstrate a fully functins system that meets mst f the high level requirements identified herein. Cntract duratin shall begin upn the receipt f the ntice t prceed frm the Cunty t the Cnsultant, which is anticipated t be within the next tw mnths. KDOT s gal is t have the Phase 1 ATMS fully peratinal prir t the cmpletin f the AOC. The AOC is expected t be cmplete in late 2012/early 2013. Respndents shuld prvide a prject schedule shwing hw they will implement the system in a manner that best supprts day 1 peratins frm the AOC. The initial cntract duratin is expected t be 36 mnths and include the deplyment f phase 1 and 2 within the first 24 mnths and ne year f supprt and maintenance. It is anticipated that the agreement will likley include tw ne-year ptins, fr the Cunty t retain the Cnsultant fr nging system supprt, maintenance r further enhancements as needed. 9
