Agencies & decision makers in Gujarat & Tamil Nadu, wind industry and others

Work Package 1 : Review of existing studies, gaps & prefeasibility analysis of offshore zones Inception Report : a baseline analysis and review of existing studies for Offshore Wind Pre-feasibility report for identification of suitable offshore wind zones : Gujarat & Tamil Nadu governments have indicated suitable zones for OW development based on their own preliminary constraint analysis. There are also several sporadic studies available that require validation: Objective: To validate the existing findings & select suitable zones off the coast that are considered to be promising for the deployment of OW technology The datasets procured from various publicly available sources will be used in conjunction with DNV GL s in-house GIS & a high-level scoring will be undertaken to identify areas of interest To inform the above assessment, DNV GL will develop a wind map covering the full extent of the Gujarat & Tamil Nadu offshore zone up to their EEZ limits from shore DNV GL will use a meso-scale modelling package, such as Wind Resource Forecasting (WRF), to predict the wind regime over the region of interest. Mesoscale modelling uses climate data based global climate re-analysis models to initiate wide-area indicative wind speed modelling

Work Package 2: Development of a decision support system tool using GIS A decision support system tool (DSS) using GIS software will be put in place by DNV GL in collaboration with other partners The decision support system tool will produce overlaying maps, showing spatial representation of offshore wind energy potentials in relation to constraints and environmental aspects A Cost of Energy map based on various parameters such as wind resources, oceanic conditions and basic financial parameters would be incorporated and provide its analysis to all stakeholders Outcomes Expected: DSS with wind maps based on measurement and meso-scale mapping is created by DNV GL with inputs from all other consortium Partners.

Work Package 3: Infrastructure Assessment in GUJ and TN Consortium partners undertake infrastructure assessment on logistics (ports, vessels), supply chain and other infrastructure requirements for OW in the states of Gujarat and Tamil Nadu Outcomes Expected: These studies and consultations with state actors and industry will help in identifying existing capacities and assess supply chain constraints; and also assess the availability of supporting infrastructure for the establishment of an offshore wind sector

Work Package 4: LiDAR Deployment & Data Assessment Data acquisition from LiDAR (remote sensing instrument) can provide more reliable basis for improved resource assessment. 2 sites in Gujarat and 1 and in Tamil Nadu. Deployment for a period of 1 year at each site. Consortium will work closely with MNRE and C-WET on this. Outcomes Expected: Identification of suitable zones for OW Establish offshore potential with higher certainty, based on reliable and long-term measurements at specific sites

Work Package 5: Techno-commercial analysis On the third year of the project, techno-commercial analysis for a hypothetical 100 MW offshore project will be carried out. Which will proposed to cover the following broad aspects: Identification and permitting process; Derivation of layout of the wind firm; Wind turbine characterization and layout design; Wind turbine structure type & design, electrical design, installation analysis; Operation & maintenance analysis; Energy production assessment & Cost benefit analysis

Work Package 6: Knowledge Exchange & Structural Cooperation GWEC will work with Indian partners to facilitate sharing of relevant regulatory, research and industry experience from Europe. Actions under this work package will support Indian decision makers efforts towards developing a robust policy and regulatory framework for OW. Outcomes Expected: Global Offshore Policy Assessment Report Establish a dialogue between Indian and European OW related R&D institutes

Work Package 7: Training Workshops, 2032 Offshore Wind Outlook and Media Outreach Consortium partners will hold several awareness raising workshops with relevant stakeholders in Gujarat and Tamil Nadu. A project portal developed for dissemination of project outputs and information. FOWIND will publish an Outlook/Pathway for Offshore Wind in India by the end of this project. Outcomes Expected: Launch of the project portal and regular media outreach activities Raising awareness about OW Organise training workshops, especially for engineers and technicians working for utilities and involved in the operations of their local/ regional or national grid Outreach to investors, developers and wind industry through dedicated events Develop a pathway for Offshore Wind in India up to 2032
