REGULAR MEETING Mayor Iiams called the regular meeting of the Board of Trustees of the Town of Lake City to order at 7:35p.m., in the Commissioners meeting room. Those Trustees present were: Henry Woods, Pete Aldred, Mark McClung, Russ Brown, Laura Sharpe and Josh Brown. MINUTES OF PREVIOUS MEETINGS Trustee Aldred moved, Trustee Josh Brown seconded to approve the minutes of the May 5 th and May 19th meetings with a noted correction. The next meeting will occur on June 8 th at 5:30pm in Lake City. TOWN MANAGER The Board read the monthly report submitted by Town Manager Pierce (see file). BUILIDING OFFICIAL The Board read the monthly report submitted by Building Official Curtis (see file). HISTORIC PRESERVATION Historic Preservation Officer vonriesen reported that there were no reviews this month but that he took a preliminary look at the drawings for the new County Administration Building. MAYOR Mayor Iiams gave special recognition to Trustee Russ Brown and his crew for all of their accomplishments on the boardwalks, the benches, the gardens and refinishing the lamp posts. The application of dust suppressant (X-Hesion) will occur the week if June 14 th. The route will be similar to past years. Mayor Iiams attended the Lake City Community High School Graduation on Saturday May 29 th. He commended the four 2010 graduates for their accomplishments and intentions to move forward with college careers.
REGULAR MEETING (2) RECREATION DIRECTOR TREASURER The Board read the monthly report submitted by Recreation Director Hake (see file). The Board read the monthly Treasurer s Report submitted by Clerk/Treasurer Nelson. (see file). PUBLIC WORKS DIRECTOR SHERIFF The Board read the monthly report submitted by Public Works Director Fries. (see file) The Board read the monthly report submitted by Sheriff Bruce. (see file) CITIZEN COMMUNICATIONS DIRT President Marian Hollingsworth thanked Trustee Russ Brown for all of his hard work during Beautify Lake City Week, which included work in and around the CenturyLink Park. She reported: The Third Street Market opened on Saturday, May 29 th. The gardens have been cleaned out and planted and more gardeners are needed. Youth Corps is collecting resumes and interviewing the week of May 31 st. The bands have been booked for the Wine & Music Festival. The glasses have been ordered and Russ Brown created the 2010 poster. The next Coffee and Conversation is Tuesday, June 8 th at 8:00am at Mean s Jean Internet Café with Rhona Keckler from Region 10 in attendance. The Socioeconomic Impact Proposal for the Alpine National Conservation Area has been fully funded. $13,970 is available for the project. She inquired about the Preserve America Contract, which the Town has not yet received. Charlie Curtis thanked Trustee Russ Brown for work done at Veteran s Memorial Park. PERSONNEL Appoint Town Manager. Trustee Aldred moved and Trustee Russ Brown seconded to appoint Michelle Pierce as Town Manger. REGULAR MEETING (3) ARMORY Status Update on Current Improvements. Trustee Russ Brown updated the Board on the progress of the new storage area for recreation equipment, the possibility of moving the weight room downstairs, relocating the teen center and other ideas for improving the use of the building. Trustee Brown will move forward to collect private donations towards work being done on this project. + MEDICAL MARIJUANA DISPENSARIES Proposed Ordinance to Extend Moratorium. The Board authorized Town Attorney Mike Schottelkotte to amend the draft ordinance to show an emergency situation so that it will go into effect immediately after adoption. The amended draft will be considered at the regular June 16 th meeting. TRAILS Henson Street Trail Project. Town Manager Michelle Pierce updated the Board on the status of this project: She recently met with the CDOT Trail Engineer for a field information review meeting. This is to finish the last two blocks of the Henson Street sidewalk. 80% has been funded by a grant under the Transportation Enhancement Act. Contract documents are being developed and it appears that construction may begin as early as this August. She will be notifying the landowners along the trail and setting a date for them to speak with the Board of Trustees about any concerns they may have. The cost for this portion of the project is over $80,000.00. Once the contract is signed, a notice will be issued to begin excepting bids. HISTORIC PRESERVATION Outbuilding Stabilization Project. Town Manager Michelle Pierce updated the Board on the status of this project: HistoriCorps in partnership with Colorado Preservation, Inc. will be in Lake City June 11-13 to proceed with a project to stabilize six historic outbuildings. There is a need for the Town to provide lunches for the 30-35 volunteers each day. Trustee Aldred moved and Trustee Russ Brown seconded to approve the expenditure of funds to provide lunches for the HistoriCorps volunteers. Yes - Woods, Aldred, McClung, Russ Brown, Sharpe, Josh Brown, Iiams HISTORIC PRESERVATION Trustee Henry Woods has requested time to discuss historic preservation matters in Lake City. Trustee Woods expressed his concern with Trustee McClung s apparent desire to dissolve the Historic Distract altogether. Trustee McClung clarified by stating that he feels a new count of historic buildings is in order to see if the district still meets the 51% requirement to retain the current historic designation status. He also confirmed he will be attending the June 18 th Historic Preservation Training Workshop. BOARD OF TRUSTEES Complaint Regarding Trustee Mark McClung. There was some discussion regarding the complaint letter filed by Citizen Schuyler Denham alleging grounds for the removal of Trustee McClung from elected office. Trustee Russ Brown moved and Trustee Josh Brown seconded to set a Special Meeting of the Board of Trustees for a hearing on this matter. Town Attorney Mike Schottelkotte commended the Board on how well they handle procedural matters and made further suggestions on how to properly handle certain agenda items. ADJOURNMENT There being no further business to come before the Board, Mayor Iiams adjourned the regular meeting at 9:56pm, but to meet again at a regular meeting on June 16, 2010.
