Overview of Technology Transfer and IP Management in Pakistan Before 2011, no formal legislation for organizing and financing Technology Management offices (TMOs) was existed in Pakistan, a few universities were independently operating offices for the technology transfer and IP management. In 2011 Higher Education Commission of Pakistan (HEC) took initiative to encourage the universities to establish Offices for Technology Management". Resultantly a number of universities have now established technology management office namely; Office of Research, Innovation and commercialization (ORIC) for technology transfer and IP management.

Policy framework for the establishment of ORICs at universities Higher Education Commission (HEC) of Pakistan gives incentive to the universities in return for establishing the ORIC, in the form of 15% overhead cost against each research proposal approved by HEC.

Functions of ORICs An ORIC is basically responsible for the followings Research administration (budgeting, auditing and accounting, implementation of research contracts and human resources etc) Securing IP rights (Patents, designs, copyrights, trademarks) over their inventions and innovations Maintaining the IP portfolio of university (renewals of patents) Defending the IP Portfolio of university against infringement Creating awareness for generating exploitable IP amongst researchers, students and faculty. Evaluating the commercial potential of generated IP Promoting entrepreneurship, technology-transfer and commercialization activities Strengthening university industry linkage

Incentives for Patent Filing 1. Higher Education Commission (HEC), Islamabad. Free evaluation of invention to know about the patentability of the invention. Payment of patent application and patent attorney s fee. 2. Pakistan Council of Scientific and Industrial Research (PCSIR). Free technical facilitation on patent search and legal consultancy to ensure protection Full payment of fee of 100 local application filings and 05 foreign application filings. 3. Pakistan Science Foundation (PSF)/Pakistan Scientific & Technological Information Center (PASTIC), Islamabad. Award for inventions and innovations. Patent search service. Supply of copies of patents. Facilitation in filing of patent applications.

Incentives for Patent Filing Center for Innovation and Entrepreneurship (CIE) at Academic Institutions Technical advice on facilitation of patent, trade mark and copyright filing. Promotion of research and development. Patent Help-Lines for guidance of researcher s community. 5. Intellectual Property Organization (IPO-Pakistan). Outreach Program for linkaging and leveraging internal and external constituencies. Patent help-lines for guidance of the researchers, inventors and innovators. 6. Small & Medium Enterprise Development Authority (SMEDA), Lahore: Free service at Patent Help-Line

Establishment of Model ORIC Forum A Roundtable conference on establishment and strengthening of Technology Management Offices was held under the auspices of WIPO/EU/IPO on 9/10/2013. During the conference it was decided form a Model ORIC Forum to enhance the coordination among different stakeholders, constituting; ORICs of Islamabad/Rawalpindi based Universities, Higher Education Commission (HEC), Pakistan Scientific and Technological Centre (PASTIC) Intellectual property organization (IPO-Pakistan) Chamber of Commerce In future there is plan make other such Regional Forum for close cooperation among the stakeholders

Activities of ORIC Forum Following mutual activities are proposed for ORIC Forum To share IP Statistic between IPO-Pakistan and Forum universities To organize IP awareness activities at universities To provide the technical assistance to the ORICs by IPO-Pakistan in prior art search, Patent drafting etc To share the data of developed and commercialized technologies among the stakeholders To mutually discuss the policy matters like introduction of IP curriculum in universities, development of IP Policy for universities etc

Activities of ORIC Forum To promote coordination between IPO-Pakistan and universities in filing of IP applications (Patents, designs copyrights etc) To seek WIPO assistance in the capacity building of officials of ORICs, especially in the subjects of patent drafting, IP Audit, patent valuation, and licensing methodologies To work together to seek technical and financial resources for the capacity building of ORIC

Challenges in strengthening the ORICs Lack of communication infrastructure among the ORICs Lack of institutional IP Policy/Strategy and licensing policy Lack of awareness among the policymakers, Researchers and Faculty about IPRs Lack of financial and technical resources

IPO-Pakistan Before 2005 Fragmented (patent copyrights and trademark registries were under different ministries) No Automation 2005 onwards IPO-Pakistan was created as an autonomous body to encompass all IP related functions on April 8, 2005

Awareness Seminar on IPR at Bahria University - Islamabad An International Seminar on the topic of Fundamentals of Intellectual Property was organized by the Office of Research & Development/ORIC Bahria University in collaboration with IPO Pakistan, Commercial Law Development Program (CLPD) US Department of Commerce (USDOC) and Higher Education Commission (HEC) held on 15 th February 2014, in order to create awareness among academicians, researchers and students about the laws of Intellectual Property Rights and its implementation in Pakistan.
