DATE: September 24, 2012 TO: FROM: SUBJECT: Board of Directors Baseline Feeder Committee Douglas Headrick, General Manager Wen Huang, Principal Engineer Update on Status of Baseline Feeder Well Replacement Project The construction of the Baseline Feeder Well Replacement Project has been completed. A 7- day continuous test run beginning on August 27 concluded successfully on September 4. Since then the system has been placed into normal operation by West Valley Water District (WVWD) between the hours of approximately 6:30 p.m. and 11 :30 a.m. to take advantage of the time-ofuse incentive discounts offered by the Southern California Edison Company. The system has been operating as designed and expected. Some minor deficiencies and improvements identified during the startup period as part of the punch list items are being finished up by the contractor. The notice of completion for the project was filed on September 11. Final project costs will be presented at the next committee workshop once the project is closed out. Daily system monitoring and routine sampling in accordance with the permit conditions mandated by the California Department of Public Health (CDPH) has been performed by WVWD. The first monthly monitoring report for the system was prepared and submitted to CDPH by WVWD on behalf of Valley District on September 10. A new communication protocol for the Baseline Feeder and the Encanto Booster Station, of which WVWD is the new system operator and coordinator, has been developed. The new protocol will be implemented on September 24. Staff Recommendation: For information only; no action is required. 2/6

DATE: September 24, 2012 TO: FROM: SUBJECT: Board of Directors Baseline Feeder Committee Douglas Headrick, General Manager Wen Huang, Principal Engineer Open House and Commencement Ceremony for the Baseline Feeder Project As part of the community outreach program for the Baseline Feeder Well Replacement Project, staff met with community members on several occasions throughout the design and construction phases of the project. It was requested by the community that a facility tour be provided at the conclusion of the project. In order to facilitate the request and to thank the community for their patience and understanding during the construction, a Community Open House event for the Baseline Feeder System has been planned for 10 a.m., September 28. Notices in both English and Spanish have been mailed to all residents in the vicinity of the project site (see attached) to advise them of the event. Light refreshments along with tours of the facility will be provided. Valley District Director George Aguilar and San Bernardino Councilwoman Virginia Marquez are planning to attend the event to meet with the community members. All Valley District Boardmembers are welcome to attend and participate in the event. In addition, an official commencement ceremony of the new Baseline Feeder System has been scheduled for 10 a.m., October 19. All governing board members of the Baseline Feeder stakeholders and partners are invited to celebrate the completion of the project. Attachments: 1. September 14, 2012 Dear Community Members: After two years of design and construction, San Bernardino Valley Municipal Water District (Valley District) has completed the installation of new wells, a pump station and related equipment on West 9th Street, which is called the "New Baseline Feeder Facility." Valley District would like to thank you for your patience and understanding during this lengthy construction project by inviting you to a reception and open house at 10 a.m. Friday, September 28 at the well site at 1811 W. 9th Street. Coffee, donuts and other light refreshments will be provided along with tours of the facility. Valley District Director George Aguilar and staff and San Bernardino Councilwoman Virginia Marquez will also be on hand to meet with you and answer any questions you have about the project, which will help enhance water supply reliability for the region.
