The stage has been set for continued growth for the chapter and its members. I also want to thank the Chapter Board who have been instrumental in moving the chapter forward with a new vision of what it can become. I am hopeful and optimistic about the direction we are headed and I cannot wait to see the results. At the beginning of the year I outlined my hopes for our chapter which included greater member engagement, enhanced professional development, and increased membership. I feel that our chapter has grown in each of these Jason Steinmann President areas during the year. I see members actively engaging with one another during the networking sessions of our chapter meetings. We have had incredible presenters teach us how to do our jobs more effectively and how to be better human beings generally. Finally, 2019 will see the NIGP Utah Chapter move from a small to medium status because of the number of new members who have joined our ranks. It has been an absolute privilege being able to serve as the Chapter President during 2018. I look forward to continuing serving, learning, and growing alongside you as we move our chapter forward to even greater accomplishments. P a g e 3 2018 NIGP Utah Chapter Elections Thank you to those that have volunteered to run for an office or board position. Please see below for biographies of our candidates! Candidates for Officers & Board Positions PRESIDENT: Colette Brown Senior Buyer, University of Utah Colette (Current VP)- Colette has been working at the University of Utah for the past three years. She came from a buyer position at Intermountain Farmers Association (IFA) before coming to work at the U. As someone who loves Excel, it was exciting to be invited to speak at the most recent PEP session and present on Excel shortcuts and tips. For the past year Colette has been the vice president of the local NIGP Utah Chapter and is excited to move forward as the president for 2019. VICE PRESIDENT: Zachary Christensen, J.D. Director of Purchasing and Contracts, Utah State Board of Education Zac graduated from the University of Denver with his JD in 2009. During his last year of law school, he began working with Lockheed Martin Space Systems Company. After his work on a subcontract management project, he was assigned full time to the subcontract management group managing all of the battery contracts (from procurement through contract closeout). He worked in this field for several years. He later joined a firm in Utah and practiced contract law for several years. He later joined State Purchasing as a contract analyst. During his tenure at State Purchasing, he worked with the Governor s Office of Economic Development and managed many state cooperative contracts, including approved vendor list portfolios. In November 2017 Zac joined the Utah State Board of Education as the Director of Purchasing and Contracts. At the Board he has redesigned the purchasing card program, instituted a training program for the agency and drafted internal policies and procedures. SECRETARY: Gayle Christensen Buyer, Canyons School District Gayle has been in the Canyons School District Purchasing Department for ten years, with five years prior to that with Jordan School District. She has held many positions and is now working as a Buyer. She loves her job, with the variety and challenges it presents. She have served as the NIGP Utah Chapter Treasurer for the last year and has really enjoyed my association with all of you great people. She especially loved getting to know so many of you while working side-by-side helping to make the SLC Forum a rousing success! Her greatest NIGP accomplishment was spearheading the fundraising effort at the Forum, earning just short of $8,900 for our Chapter! She is passionate about things that she gets involved in and NIGP is one of those things. Our Chapter has made great strides this year and Gayle wants to continue using that passion to keep the momentum going! TREASURER: Brandon Thomas, CPPO Director of Purchasing Services & Accounts Payable SLCC Brandon Thomas is the Director of Purchasing Services and Accounts Payable at Salt Lake Community College. He received his B.S. from Utah Valley University in Computer Science and an MBA from the University of Phoenix. He began his career in public procurement at Utah Valley University in 2006 where he started as a lowly Purchasing Specialist, quickly moving up the ranks to Associate Director of Purchasing Operations. Brandon is a Certified Public Procurement Officer and has received the Public Procurement Professional Certification from the State of Utah. He currently resides in the beautiful town of Springville with his wife and two kids and enjoys the daily commute to and from Salt TREASURER: Solomon Kingston, J.D., M.B.A. Contract Analyst State of Utah Division of Purchasing Solomon Kingston is a State Contract Analyst with the Utah Division of Purchasing. He received his joint Juris Doctorate and Masters in Business Administration from the University of Utah in December 2015. During law school he interned with the Salt Lake County District Attorneys' Office in its Civil Division with a focus on tax, land use, and employment related cases. Prior to graduate school he worked with a tax accounting firm for nearly 4 years. Solomon joined State Purchasing just after being admitted to the Utah State Bar in May 2016. As a public procurement professional Solomon specializes in IT procurements and contract management. Outside of work he enjoys the great outdoors, scuba diving, marathon running, and mountain biking at Dear Valley Resort, Utah. BOARD MEMBER: Christopher Jennings, J.D. Assistant Director State of Utah Division of Purchasing Chris is an Assistant Director at the State of Utah Division of Purchasing. I have been at State Purchasing for 3.5 years now and was working in-house for AlphaGraphics, Inc. before that and for a time as a prosecutor for Salt Lake City. I am a graduate of the University of Utah and Gonzaga Law. I like to hike, travel and play with my daughter. BOARD MEMBER: Vicki Woodward, CPPB Buyer Davis School District Vicki has been a buyer with the Davis School District for six years. Prior to joining DSD she spent 15 years in private sector purchasing, maintenance and warehousing. She has a Bachelor s degree in Business Management and earned the CPPB certification in 2016. She volunteered at NIGP-Utah Forum and enjoyed the opportunity to getting to know the NIGP- Utah members. She s a past president of the state of the Utah USWRCA. Vicki is passionate about learning. Is a crazed animal lover, proven by being the indentured slave to one dog, three horses, one house and 7 feral cats. And has a very understanding husband and son. She can be found spending her free time with family and friends in the mountains, horseback riding and camping

P a g e 6 Speaker Biographies Rennette Apodaca Executive Director of Procurement, Business Systems and Accounts Payable, Albuquerque Public Schools Rennette Apodaca has earned a Bachelor of Accountancy and Master of Public Administration from New Mexico State University. She is a Certified Public Procurement Officer (CPPO) and State of New Mexico Certified Chief Procurement Officer (CPO). Currently serving as Executive Director of Procurement, Business Systems and Accounts Payable for the Albuquerque Public Schools, Rennette Apodaca oversees the operations of the department for the 30 th largest school district in the nation. Rennette s experience in procurement includes Director of Purchasing, Risk Management and Materials Management at New Mexico State University, Purchasing Manager at Dona Ana County, and Purchasing Supervisor for a Federal NASA Contractor. She teaches public sector related courses for New Mexico Edge that includes Public Sector Procurement, Contract Administration, Public Sector Budgeting, Public Finance and Procurement Administration. She has presented professional programs at numerous procurement conferences such as National Institute of Governmental Procurement (NIGP), National Association of Educational Procurement (NAEP), Kansas City Regional Procurement Exposition (KCRPE), San Antonito Public Procurement Association (SAPPA) and Rocky Mountain Governmental Purchasing Association (RMGPA).
