MD/DC Damage Prevention Committee (DPC) Kevin Woolbright, Chairman Mark Hamrick, Vice Chairman Dora Parks, Secretary Minutes of the meeting for May 22, 2018 Meeting hosted by Miss Utility in Hanover, MD Prepared by Dora Parks, Secretary CALL TO ORDER AND INTRODUCTIONS Chairman Kevin Woolbright called the regular monthly meeting to order at 9:33 a.m. followed by the customary self-introductions. Meeting attendees are listed on the last page of these minutes. SAFETY PRESENTATION Anne Arundel County First Responders, Presented by Chief James Wilkison James Wilkison has 25 years of experience in the fire service and is a Division Chief with the Anne Arundel County Fire Department. He is currently the D shift commander that oversees 31 fire stations that provide fire, EMS, HAZMAT, rescue, and marine emergency response. He is a national registered paramedic, has a bachelor s degree in fire service management, and has attended the National Fire Academy. Chief Wilkison spoke about; Priority of First Responders; Isolate area Evaluate as necessary Support local utility owner/operator The Anne Arundel Fire Departments respond to; Fires Gas order and leak reports Hazardous material conditions And provide; Technical rescues Emergency medical services Marine operations The county has 31 stations, 850 career personnel, 450 volunteers and have responded to over 80,000 incidents in 2017. Gas related incidents include; 685 gas odors in structures, 367 odor/gas/smoke in area and 184 natural gas line strikes. APRROVAL OF MINUTES The minutes of April 24, 2018 were approved as written. OLD BUSINESS No reports OPEN DISCUSSIONS REGARDING DAMAGE PREVENTION AWARENESS & COOPERATION The committee discussed the following matters; Verizon providing clear/no conflict auto notices for discrepancy notices o Verizon has been notified of the issue o Mark Hamrick advised to contact Verizon if further instances are identified Jim Barron mentioned a damage to SHA; the excavator did not answer the MDOT ticket questions therefore the ticket was not transmitted to SHA. Dora Parks provided the procedures that have been in place since 2010 regarding MDOT ticket notification. Further questions can be directed to the Miss Utility Helpdesk at 410-712-0056. WGL stated their contractors installing new gas lines will mark the lines as they are installed. NEW BUSINESS The Miss Utility App is available on itunes and Google Play providing access to ITIC, ISITE, Search & Status, Ticket Check status, resources and a link to the Miss Utility website. The next meeting is scheduled for July 12 th at the Miss Utility call center starting 10:00am. The Authority approved a $10,000 payment toward the June Call 811 Media Campaign.

o The Authority is going to create a five (5) year business plan o On May 9 th, the Authority held a Recognition Luncheon to recognize past Authority Members, Past Chairmen and Legislators who have helped with legislation that established the Authority o The 2018 PHMSA State Damage Prevention Grant Mid-Term Report was submitted. o The Authority officially received their 2016 evaluation review letter placing the Authority in the Adequate Status o Drop down menu added to NPV form on website for type of violation o Letters going out next month for Authority vacancies on 9/30/18 MD Authority meetings planned for June 6 th and July 11 th (due to July 4 th holiday). NO MEETING IN AUGUST. MARYLAND TITLE 12 RE-WRITE Reported by Jim Barron, MD Authority, Executive Director The Maryland Title 12 Re-Write continues. Meetings are scheduled for May 31 st, June 14 th and June 28 th at 9:00 AM in the Miss Utility Conference Room. Current items being discussed: Primary/Temporary Contractors Non-Excavation Tickets (i.e. Designer Tickets) Cross Bore Notification Tickets BGE and the AUC of Maryland plan to bring several issues to the next meeting for consideration.
