OVERVIEW The measurement of crude oil, natural gas, and many other hydrocarbons is at the heart of all fiscal oil and gas industry transactions. Even the slightest discrepancy in measurement can affect revenue, jeopardize contracts, create noncompliance issues, and even result in litigation, all of which costs time and money. It is imperative that professionals throughout the affected industry organizations, including managers, marketers, engineers, accountants, technicians, volume processing analysts, and legal professionals, understand the fundamental issues relating to hydrocarbon measurement and know how to establish best practices in today s changing energy industry. Attendees of this course will receive instruction in the measurement of natural gas, gas liquids, and crude oil from the ground up, beginning with molecular behavior and continuing with discussions about industry measurement standards, the measurement processes, flow meter types and their use, flow computers, flow measurement station design, measurement language in contracts, and many other topics. In addition, attendees will walk away with an understanding of the entire measurement processes of natural gas, gas liquids, and crude oil, from composition analysis and dynamic metering to data handling, editing and measurement auditing. The intent is that participants will be able to apply the information learned the first day they return to their jobs. INSTRUCTOR Steve Stark Stark & Associates Inc. Steve Stark is an independent counselor, advisor, consultant, coach, and teacher with many decades experience measuring natural gas, crude oil, and hydrocarbon liquids. Before forming Stark & Associates, Inc. in 1997, he managed the Measurement Technology Group with Williams Midstream and before that was Measurement Manger of Williams Natural Gas Co. Steve has served on many standards-writing committees of the American Petroleum Institute, American Gas Association, Gas Processors Association and others. He has served as Chairman for activities of the Southern Gas Association and the Gas Research Institute. He has served on the Board of Trustees, Executive Committee and General Committee of the International School of Hydrocarbon Measurement where he founded and was the first Chairman of the ISHM Scholarship Fund in 1997 which today awards many thousands of dollars annually to deserving students. Steve earned the American Gas Association Award of Merit in October 2006; the Laurance Reid Award in 2011 for outstanding contributions to hydrocarbon measurement and control; and the American Petroleum Institute 35-year Service Award in 2016. In 2013, Steve was honored with Emeritus Membership to the American Petroleum Institute Committee on Petroleum Measurement and for many years had ex-officio status with the American Gas Association Transmission Measurement Committee. He holds three U.S. patents all relating to flow measurement and works regularly on new ideas. PAGE 5
