Samyoung Celetra Inc., Republic of Korea PUBLIC PROTECTION AND DISASTER RELIEF FROM UNIFIED COMMUNICATIONS DIGITAL MOBILE RADIO (UCDMR) TECHNOLOGY FOR ASIA PACIFIC COUNTRIES Contact : Mr. JUNG, Young Ju Email : yjung@celetra.com Samyoung Celetra Inc., Republic of Korea 1 Vestiges of inequality Communication Service Status, Today over 60% of the population in this planet are living in the barren islands of communication service. There are as many mobile subscriptions as human beings on the planet. But half of the world s population do not have mobile phones and 450 million people still live out of reach of a mobile signal. In developing countries, a huge divide exists between well connected urban centers and off the grid rural areas. Some 90 percent of population in low income countries and over 60 percent globally are not online yet. Finally, most mobile phones are of an older generation. The ICT revolution will not be carried over voice and SMS but will require universal and highspeed Internet. 2 AWG-21/INP-09 Page 1 of 10 1
Vestiges of inequality among 3.74 billion populations in Asia Pacific region, over 1.07 billion people are living below $1.51 a day. Economic damage due to the natural disaster reached 116 billion US and 4,800 people died in 2016. UNESCAP report 2015, KIRI report Feb. 2017 3 Vestiges of inequality when there happens unexpected disaster When there was an earthquake in South Korea in Sep. 12 2016 in the millennium years old Kyungju city, PSTN, LTE cellular and KAKAOTALK messenger services were all not available due to the heavy congestion and network failure Commercial networks are useless in emergency at all Sep. 14 th 2016 KYUNGHYANG Newspaper. Use case study Regulatory of CRS (Community Radio Service) in Korea : Korea government permitted community radio services by allocating 5 channels in the UHF 422MHz band as a result of digital migration of 2 way radio technology in 2013. Community Radio Service is to enhance the welfare of the people living in the agriculture and fishery community. With the introduction of the new regulation, 600 million US valued new market is to be expected government official says. 11 Use case study Characteristics of UCDMR CRS 1.
