Project highlights Focus of this project: ICT adoption and electronic based service provision by Public Administrations (PAs) in Europe Countries to be considered: EU 15 countries with a focus on Italy, UK, Sweden, and Luxembourg Services to be considered: egovernment, eprocurement, ehealth, Infomobility Service user categories: citizens, enterprises, communities, institutions Levels of analysis Local, regional, and national (according to services) Datasources Official statistics (Eurostat, UN, OECD, Istat); Construction of a dataset based on desk analysis on 229 EU cities in EU15 from Urban Audit Methods Statistics, econometrics and case studies Time schedule Official starting date May 31 st 2010, duration: 3 years

Research issues and questions Exploring the development of public e-services in Europe How can EU public sector performance be measured in terms of e-services? How are EU policies, including cohesion policies, affecting the development of e- services? How do European countries, regions and cities differ in terms of public e-service provision? A focus on e-services in Italy How do Italy s local PAs differ in terms of e-service provision? Which are the drivers of Italy s e-service provision? How advanced are Italian regions in terms of public e-services? The links between technical and organizational change in e-service provision How do PAs combine insourcing and outsourcing for e-service provision? Are PPPS more conducive to digital prosperity than other modes of service provision? Which factors and policies are facilitating private-public cooperation for e-service development and diffusion?
