The meeting was called to order at 6:00 p.m. with the following members present: Trustees-Mike Farrell and Roger Miller; Fiscal officer -Kristen sinatra, Road superintendent Chris Brockway, zoning Inspector-Marty pesek, and cemetery Sexton- Nancy carlson. Ms. sinatra took a roll call for attendance. Mr. Miller responded here. Mr. Farrell and OCTOBER 5,2015 MINUTES- RESOLUTION 15 177 Motion by Mr. Miller, second by Mr. Farrell to approve the regular meeting minutes of October 5, 2015 as written. Mr. Farrell: Aye, Mr. Miller: Aye Mr. Farrell mentioned that the Trustees had learned since the last meeting that what they thought was an unpermitted drive pipe on Forrest Road did in fact have a permit issued from the county. GUEST Ms. Theresa Warner was in attendance to ask the Trustees for permission to have the carpet in the Town Hall cleaned. The cost would be $206.80. CLEAN TOWN HALL CARPET.. RESOLUTION 15-178 Motion by Mr. Farrell, second by Mr. Miller to pay stanley Steemer $206.80 to clean the Town Hall carpet. Mr. Farrell: Aye, Mr. Miller: Aye Mr. Brockway entered the meeting. Mr. Gary schoenwald, Rothenbuhler cheesemakers, was in attendance to discuss the future of the farm that Rothenbuhler cheesemakers purchased on claridon Troy Rd. Rothenbuhler cheesemakers used to be called The Middlefield swiss cheese Company. Mr. schoenwald gave a history of the Middlefield swiss cheese company and what their current operations entail today. Mr. schoenwald stated that the cheesemakers purchase up to 60% of the milk required to make their cheese from out of state. Over the next 7 years, the company will be building an or9anic dairy which will house up to 300 Jersey cows. Once or twlce a year, the company will spread bio solids (leftover from cleaning the cheesemaking facility) on the farm fields to help with the soil fertility. Rothenbuhler cheesemakers is currently building a digester for the bio solids, which could reduce the strong odor of the bio solids. The company will be removing the structures located on the claridon Troy Rd. side 1358
CLARIDON. TOWNSHIP OCTOBER 19, 2015 REGULAR 'MEETING of the farm, and will be building a new barn, accessed from Forrest Rd. At this time, there are no plans for a retail outlet. Mr. Marty pesek, old State Rd., asked if there would be any housing on the farm property. Mr. Schoenwald said no. Mr. wayne Opalk, Forrest Rd., asked about the types of truck traffic that would be present on the Township Roads. Mr. Farrell mentioned that the Township needs to make sure the road berms are adequate. Mr. Farrell stated that farm traffic can legally use the Township roads. Mr. Brockway asked why the farm driveway is off of Forrest Rd. instead of Claridon Troy Rd., where the heavy truck traffic would not damage the smaller Township roads. Mr. Schoenwald stated that the Forrest Rd. driveway was the best approach to the future barn. Joyce Richardson, Forrest Rd., asked if the road levy in November passes, will that new money be used to fix Forrest and Ensign Rds. to accommodate the heavier trucks, instead of being used for all of the Township roads? will Rothenbuhler Farms contribute to the cost of the road upgrade? Mr. Schoenwald said that they will pay property taxes also. caroline schneider, Ensign Rd., asked if it would be possible for the farm trucks to use Mayfield Rd. to Forrest Rd. instead of Ensign Rd. to Forrest Rd. Tim wilmot, claridon Troy Rd., asked if the property would be used mostly for grazing or crop production. Mr. Schoenwald stated the field nearest the barn would be used for grazing, while the fields off of Claridon Troy Rd. would be used for cror production. Joyce Richardson then asked how many trees the farm would be cutting down. Mr. schoenwald said quite a few to open up the land for more crop pr.od bi..ucti.on... JO.y Benningt.. on Clari.. d. o.n. Mr.~. ~ schoenwald said that they had been. spreading would usually occur in the spring and fall and last up to two weeks, depending on the weather. Rothenbuhler Farms may be able to contact the Township prior to bio solid spreading so that the Township can let residents know. Mr. Brockway mentioned that he had received complaints about the speed of the heavy trucks on Ensign Rd. Mr. Schoenwald would look into this. Jonathan Tiber, Claridon Troy Rd., commented that everyone just needs to be open and willing to communicate with each other. ROAD REPORT Mr. Chris Brockway reported that the large crack down the middle of Taylor wells Rd. had been filled. A new 'curve ahead' sign had been installed on Taylor wells Rd. after the old sign had been removed due to a motor vehicle accident. The new culvert on Stoney springs Dr. has new asphalt over it. Some trees have been removed from the right of way on Forrest Rd., and a dead deer has been removed from a yard on Taylor wells Rd. Mr. Chris Brockway stated that the Ford pick up truck needs 4 new tires at a cost of $800. The tires would be purchased from Bob Sumeral Tire in orwell. 1359
PURCHASE TIRES FROM BOB SUMERAL l"ire RESOLUTION 15-179 Motion by Mr. Farrell, second by Mr. Miller to purchase 4 tires for the Ford pickup from Bob Sumeral Tires at a price of $800. Mr. Chris Brockway also stated that truck #4 needs rear fenders, at a cost of up to $500. The purchase will be made through Jones Equipment ROADS Mr. Farrell asked if Mr. chris Brockway and Mr. wilson were scheduled for the 10/23/15 Safety Training meeting presented by the Geauga county Engineers Department. Mr. chris Brockway said he wasn't sure if Mr. Wilson was able to attend. Mr. Chris Brockway plans to attend. PAY BILLS- RESOLUTION 15-180 Motion by Mr. Brockway, second by Mr. Miller to approve by signing prior to or at this meeting the wages and bills from warrant #8627 through warrant #8634, and electronic payments #218 through #232 for a total expenditure of $15,808.12 ZONING Mr. pesek gave the zoning report. The zoning report will be on file for two years, ending october 19, 2017 per the Township's record retention schedule. Mr. pesek also tendered his letter of resignation effective 12/31/2015. CEMETERY One cemetery deed for Jim and pamela wilmot was signed. Mr. Chris Brockway had questions regarding the scheduled cremation burial for Sunday, 10/25/15. He had concerns about where the burial is to be placed and questions on spacing. Mr. Tim wilmot claridon-troy Rd offered to answer questions as it was his sister's ashes being buried. Mr. Chris Brockway said that he had the contact information and shared that he would verify information with MS. Carlson and contact Mr. wilmot if it becomes necessary. 1360
BUILDINGS AND EQUIPMENT MS. Sinatra asked the trustees responsible for buildings and equipment to please review inventory listing (provided) and make appropriate edits or corrections. Ms. Sinatra would like the lists completed by the next meeting; as the information must be submitted to the insurance agent as part of the annual renewal process, which occurs in late November. PARKS Mr. chris Brockway reported that there were multiple "turfing" incidents at the park. Law enforcement officers inquired if the township was interested with executing a police report noting the matter. At this time no report was made. Law enforcement will add increased surveillance of the property. NEW BUSINESS Trick Or Treat will be the same day and time as Burton; saturday, October 31, 2015 from 5:30-7:30 pm CORRESPONDENCE Mr. Farrell mentioned that Geauga soil and Water Conservation District's Annual Dinner and Election will be Thursday, November 5, 2015. Anyone interested in going!should sign up. \ PUBLIC COMMENT Mr. Dave Brockway opened a discussion about an email which MS. Sinatra sent regarding an invoice issued by Kokosing for material purchased. Mr. Dave Brockway was puzzled as the dollar amount was within the approved dollar limit outlined in an established blanket purchase order. As MS. sinatra was not made aware of the purchase and just received the invoice (via email), she requested information as to its validity and purpose by sending an email to the Maintenance Department and the 3 trustees. What surfaced was that Mr. Chris Brockway said he made the purchase but was unaware of the actual cost. A lively discussion ensued; concerninq purchase orders, approval authority, and effective communicatl0n and documentation which resulted with Mr. chris Brockway immediately leaving the meeting. Mr. Dave Brockway said they would handle purchases as requested by Ms. Sinatra. Mr. Dave Brockway asked for procedures to be provided. Mr. Dennis KelloQ9 asked the Trustees if a letter would be sent to the Clarldon congregational Church giving the church permission to tie their down spot into the Township's runoff drain basin. MS. TOWN HALL MEETING It was decided that thank cards would be sent to the entities that gave a presentation at the Town Hall meeting on October 5, 2015. Ms. Carlson will handle this task.
