THE PLANNING BOARD OF EFFINGHAM COUNTY, GA May 22, 2017 I. CALL TO ORDER Chairman Dave Burns called the meeting to order at 6:01 p.m. II. INVOCATION Board Member Alan Zipperer gave the invocation. III. PLEDGE TO THE FLAG Chairman Burns led the pledge. IV. AGENDA APPROVAL Chairman Burns asked if there were any changes to the agenda. Mr. Higgins made a motion to approve the agenda as read. Mr. Zipperer seconded the motion. The motion carried by unanimously. V. APPROVAL OF MINUTES Chairman Burns asked if there were any corrections or additions to the April 24, 2017 meeting minutes. Mr. Zipperer made a motion to approve the minutes as read. Mr. Higgins seconded the motion. The motion carried unanimously. PUBLIC HEARINGS Chairman Burns stated all items voted on would be presented at the June 20, 2017 Board of Commissioners meeting held at 6:00 pm as a public hearing (with the exception of residential business and pond requests)

Christopher Cochran PUBLIC HEARING (1): The applicant requests to rezone 5.02 acres for [Map# 301 Parcel# 4] located at 2610 Sandhill Road from AR-1 to B-2 to allow for an office with storage area. (First District) Mr. Christopher Cochran wants to have a storage building with a small office space to store pipe, there won t be any customer traffic. Chairman Burns called for a motion. Mr. Alan Zipperer called for a motion to approve with staff 1. Lot meets the requirements of the B-2 zoning district. Country Meadows Estates - PUBLIC HEARING ( 2): The applicant requests to rezone 1.94 acres for [Map# 352F Parcel# 1F] located on Noel C. Conaway Road at Tailwind Trail from PD-multi-family to PD-single family to allow for five residential lots. (First District) Mr. Darrel Hutcheson stated that the property was originally for multi-family and would like to rezone the property to allow for single family residences. Chairman Burns called for a motion. Mr. Peter Higgins made a motion to approve with staff 1. Site development plans comply with the Effingham County Water Resources 2. All wetland impacts permitted by USACE. 3. Sketch plan must be submitted and approved by the Board of Commissioners 4. Final plat must be approved by the Health Department and the Board of Commissioners. The motion was seconded by Mr. Alan Zipperer. The motion carried unanimously. Country Meadows Estates SKETCH PLAN (3): The applicant requests a sketch plan for [Map# 352F Parcel# 1F] located on Noel C. Conaway Road at Tailwind Trail for five residential lots. (First District) Mr. Darrel Hutcheson stated that the property was originally for multi-family and would like to rezone the property to allow for single family residences. 1. Incorporate proposed lot 108 into existing lots with frontage on Tailwind Trail. Boomer Homes, Inc. PUBLIC HEARING (4): The applicant requests a variance for [Map# 395A Parcel# 105 & 106] located at 120 & 118 Altamonte Drive to reduce the front property line setbacks to 30, zoned R-1. (Second District) No one was present for or against the motion. 2

Chairman Burns called for a motion. Mr. Zipperer made a motion to approve the request. Christopher Lewis PUBLIC HEARING (5): The applicant requests to rezone 2 acres for [Map# 415 Parcel# 12] located at 1537 Blue Jay Road from AR-1 to AR-2 to allow for a home site. (Second District) Mr. Christopher Lewis stated that he has a total of 7 ½ acres and wants to cut out 2 acres. Stephen Weitman PUBLIC HEARING (6): The applicant requests to rezone 4.9 acres for [Map# 388 Parcel# 3] located on Hwy 119 North from AR-1 to AR-2 to subdivide into two lots. (Third District) The motion was seconded by Mr. Zipperer. The motion carried unanimously. Rhonda L. Bock PUBLIC HEARING (7): The applicant requests a variance for [Map# 294 Parcel# 21] located at 96 Poplar Street Ext. to reduce the setbacks from 10 to 4 4 to attach a carport to an existing garage, zoned AR-1. (Fourth District) Chairman Burns called for a motion. Mr. Zipperer made a motion to approve the request. Stephen Perry PUBLIC HEARING (8): The applicant requests to rezone 2.3 acres for [Map# 3391 Parcel# 3] located on at 1780 McCall Road from AR-1 to AR-2 to allow for a home site. (Third District) 3

P.J.R. Properties, LLC PUBLIC HEARING (9): The applicant requests to rezone 10 +/- acres for [Map# 410 Parcel# 43] located on Hwy 21 South from AR-1 to B-2 for a medical office. (Fourth District) Mr. Warren Ratchford stated that the property would connect to the City of Springfield water and sewer system. There would be a 30 foot buffer around the entire 10 acres with a fence on the inside of the 30 foot buffer. It would be used for medical office and the remaining acres will stay zoned AR-1 and to his knowledge undeveloped. Mr. Randy Waldhour owns property that is adjacent to this property and was concerned about what kind of fence and placement of the fence. Mr. Russell Bragg asked about the drainage and sewage for the property. Mr. RC Barenchik stated that construction documents and a storm water and run off report will be submitted for review. 1. Lot meets the requirements of the B-2 zoning district. 5. Development plans must be submitted and approved. The motion was seconded by Mr. Zipperer. The motion carried unanimously. Darin Foy SKETCH PLAN (10): The applicant requests a sketch plan for [Map # 476 Parcels # 4D] located on Old Augusta Road South for Old Augusta Road Subdivision. (Fifth District) Mr. Doug Morgan stated that a traffic study has been completed and states that a left hand turn lane is not warranted. Chairman Burns called for a motion. Mr. Higgins made a motion to approve the request. The motion was seconded by Mr. Zipperer. The motion carried unanimously James Cowart PUBLIC HEARING (11): The applicant requests a variance for [Map# 476A Parcel# 18] located at 131 Deerwood Court to allow for a building to sale produce and agriculture, zoned R-1. (Fifth District) Mr. James Cowart stated that he wanted to sell produce on the property. Mr. RC Barenchik stated that his recommendation is denial based on county ordinance. 1. Must apply for a Rural Business License, and obtain business license The motion was seconded by Mr. Zipperer. The motion carried unanimously VII.
