7 List of Preparers Federal Highway Administration James F. Linker Mr. Linker is the Manager of the Environmental Program at the Maine Division of FHWA. He has over 30 years experience in FHWA Right of Way and Environmental programs. Mr. Linker provided the study team procedural guidance and technical advice to assure compliance of the environmental analysis with federal requirements. He received a B.A. in History from the American University, Washington, D.C. Maine Department of Transportation Raymond Faucher, P.E. Mr. Faucher is the Manager of the BTIP and Major Projects Unit in the MDOT s Planning Division and has extensive experience in managing NEPA studies throughout the State of Maine for the MDOT. Mr. Faucher served as project manager for the Aroostook County Transportation Study and was responsible for managing and coordinating the consultant and study activities. He received an A.S. in Civil Engineering from the University of Maine and is a registered Professional Engineer in the State of Maine Judith Lindsey-Foster Ms. Lindsey-Foster is an Environmental Planner and Community Impact Assessment specialist of the BTIP and Major Projects Unit in MDOT s Planning Division and has extensive knowledge in the compliance with NEPA regulations and policies, and documentation requirements. Ms. Lindsey-Foster served as assistant to the Project Manager for the Aroostook County Transportation Study responsible for managing MDOT s technical document review and regulatory compliance. She received a B.S. in Environmental Planning from Unity College. 7-1 List of Preparers

Robert W. Ballew, P.E. Mr. Ballew is the MDOT Environmental Office representative for the Aroostook County Transportation Study. Mr. Ballew received a B.S. in Mechanical Engineering from the U.S. Naval Academy and a B.S. in Business Administration from New Hampshire College. He worked at the Maine Department of Environmental Protection prior to joining the Maine Department of Transportation. Martin Rooney Mr. Rooney is the Regional Planner for Aroostook County. Prior to joining MDOT, he worked as a financial planner with the New York City Office of Management and Budget. Mr. Rooney holds a Masters of Public Administration from Syracuse University and a B.A. in Government and Politics from George Mason University. Mr. Rooney reviewed portions of the DEIS. Richard D. Bostwick Mr. Bostwick is Supervisor of Field Studies for MDOT. He has 17 years of experience in the review of transportation-related environmental and NEPA documents, and reviewed the natural environment sections of the DEIS. Mr. Bostwick has a B.S. in Biology from Mount Allison University. Dale F. Doughty, C.G. Mr. Doughty is MDOT s Supervisor of Hazardous Waste and Groundwater. He has 12 years of professional experience, and reviewed the water resources and uncontrolled oil and hazardous waste site information in the DEIS. Mr. Doughty has a B.S. in Geology and Chemistry from the University of Maine. Peter Newkirk, P.E. Mr. Newkirk is Supervisor of Surface Water Resources at MDOT. He has over 13 years of professional experience, and worked for the USDA Natural Resources Conservation Service prior to joining MDOT. He reviewed the surface water resources sections of the DEIS. Mr. Newkirk holds an Associates Degree in Biology and a B.S. in Civil Engineering. Robert LaRoche, ASLA Mr. LaRoche is Supervisor of Landscape Architecture at MDOT. He has seven years of professional experience in transportation design, and reviewed portions of the DEIS. Mr. LaRoche holds a B.S. in Landscape Contracting and a M.S. in Business. 7-2 List of Preparers

Michael Morgan Mr. Morgan is a Senior Technician with the Transportation Analysis Section of the Bureau of Planning. He was responsible for the review of the transportation and economics analysis for the Aroostook County Transportation Study. Mr. Morgan has over 30 years of experience in transportation analysis. He received an Associate Degree in Civil Engineering from the University of Maine. Vanasse, Hangen, Brustlin, Inc. Jonathan Feinstein Mr. Feinstein is Senior Vice President of Environmental Services at VHB and has extensive experience in analysis of transportation improvement projects and their environmental impacts. Mr. Feinstein served as project manager for the Aroostook County Transportation Study, and had primary responsibility for the management, coordination and review of all studies, public involvement and documents. He received a B.S. in Natural Resources and a Masters of Community Planning degree from the University of Rhode Island. Ruth Bonsignore, P.E. Ms. Bonsignore, Managing Director of VHB s Transportation Systems Department, has managed and participated in dozens of transportation planning studies, including several Maine corridor and transportation improvement projects. Ms. Bonsignore had primary responsibility for the transportation analyses, identification and evaluation of corridor alternatives for this study. Ms. Bonsignore received a B.S. from the University of Massachusetts, and a M.S. from the Massachusetts Institute of Technology. Lisa A. Standley, Ph.D. Dr. Standley served as the environmental task manager for the Aroostook County Transportation Study. She is a senior scientist with management experience in the environmental analysis of major transportation improvement projects. Dr. Standley had primary responsibility for the supervision, coordination, preparation and review of the environmental studies and the DEIS. She received a B.S. and M.S. in biology from Cornell University, and a Ph.D. from the University of Washington. David Hewett Mr. Hewett is a project manager and environmental scientist with substantial experience in public participation and the preparation of environmental documents. He assisted in the preparation of the environmental studies and coordinated the public 7-3 List of Preparers

participation program. Mr. Hewett previously worked for the Maine Department of Environmental Protection, where he enforced wetland regulations and prepared permits. Mr. Hewett received a B.A. in biology from Middlebury College. Joseph Wanat, P.E. Mr. Wanat is a transportation engineer with a range of experience in traffic impact studies and corridor studies. He was responsible for the transportation analysis for this document. Mr. Wanat received a B.S. in Civil and Environmental Engineering from the University of Massachusetts-Amherst and a M.S. in Civil and Environmental Engineering from the University of California-Berkeley. Thomas Wholley Mr. Wholley is a Senior Air and Noise Quality Engineer. He was responsible for the preparation of air quality and noise analysis for this document. Mr. Wholley received a B.S. degree in Civil Engineering from the University of Massachusetts Lowell. Bruce Tasker, P.E. Mr. Tasker is Managing Director of Transportation Engineering and has specific expertise in highway planning and corridor studies and highway design. He was responsible for the corridor location studies and conceptual layouts of the corridor alternatives. Mr. Tasker received a B.S. degree in Civil Engineering from the University of Maine. Russell Webb, P.E. Mr. Webb is a Senior Project Manager and transportation engineer with specific areas of expertise in new location roadway design, reconstruction design, resurfacing and rehabilitation design. He participated in the corridor location studies and conceptual layouts of the corridor alternatives. Mr. Webb received a B.S. degree in Civil Engineering from the University of Maine. Daniel Padien Mr. Padien is an environmental scientist with substantial experience in the preparation of environmental documents for highway and transportation corridor projects. He assisted in the environmental studies and preparation of this document. Mr. Padien received M.A. and B.A. degrees in biology from Boston University. 7-4 List of Preparers

Delia Kaye Ms. Kaye is a Senior Environmental Scientist with substantial experience with wetlands and wildlife technical experience, and preparation of environmental documents for transportation projects. She was responsible for the wetlands, endangered and threatened species, and biodiversity sections of this document. Ms. Kaye received a B.S. degree in wildlife biology from the University of Vermont. Fitzgerald & Halliday Linda Perelli-Wright Ms. Perelli-Wright is a principal planner and Manager of Environmental Projects, with technical experience in environmental analysis for major transportation improvement projects. She had primary responsibility for the inventory and analysis of public parks, recreation areas and wildlife refuges regulated under Section 4(f). Michael Baker Corporation Christopher Gesing, P.E. Mr. Gesing is a Project Manager with extensive transportation engineering, environmental compliance and Geographic Information Systems (GIS) experience. He had primary responsibility for the development of the project GIS, mapping and the quantitative analysis of environmental impacts. Mr. Gesing received a M.S. and B.S. in Civil Engineering from Youngstown State University. RKG Associates Gary L. Mongeon Mr. Mongeon is a Vice President and Economist with RKG Associates, Inc. He had primary responsibility for the economic analyses in this DEIS. Mr. Mongeon received a B.A. degree in Economics and Political Science from the University of New Hampshire. 7-5 List of Preparers

University of Southern Maine Charles S. Colgan, Ph.D. Dr. Colgan is Professor of Public Policy and Management and Chair of the Graduate Program in Community Planning and Development at the Edmund S. Muskie School of Public Service, University of Southern Maine. He prepared the economic impact analysis modelling and assisted in the development of the socioeconomic analysis. Dr. Colgan has a Ph.D. in economic history from the University of Maine. Langille Aroostook Engineering Group Janet Packard, P.E. Ms. Packard is President of Langille Aroostook Engineering Group, Inc. of Presque Isle, Maine. She oversees civil and environmental engineering conducted by the firm. Ms. Packard was responsible for evaluation of geometric conditions of existing highway systems and preparation of associated technical documents. 7-6 List of Preparers
