PURPOSE: The purpse f this reprt is t present an applicatin fr a Develpment Permit, fr the prperty at 5201 Ladner Trunk Rad, fr Cuncil's cnsideratin. The prpsed Develpment Permit is being requested t amend Develpment Permit N. 87-42A t permit exterir renvatins t ne f the units n the subject prperty. A lcatin map is prvided in Attachment A and a prject data table is prvided in Attachment B. BACKGROUND: : 1 Site Descriptin and Cntext: This 3.9 ha (9.7 ac) site is lcated n the nrth side f Ladner Trunk Rad and n the east side f Central Avenue. The site is zned Cmprehensive Develpment Zne N. 146 and cntains a multi-unit retail centre (Trenant Park Square Shpping Centre) surrunding a large parking area, all f which wuld be retained. The subject unit, 5267, is lcated n the east side f the building that extends alng the nrth prtin f the site, and which is shared with Lndn Drugs. In 2010, an expansin f Lndn Drugs and exterir renvatins t the western prtin f the subject building were apprved via Develpment Permit LU0061 08.

Acrss Ladner Trunk Rad t the suth is the Ladner Centre Mall. Cuncil Plicy: The Official Cmmunity Plan designatin fr this site is C(L) Cmmercial (Ladner). This designatin is intended fr cmmercial and neighburhd cmmercial develpment. The prpsed develpment permit amendment is cnsistent with the C(L) Cmmercial (Ladner) designatin. This site is als lcated in the Ladner Village Develpment Permit Area (LV1). The bjective f this Develpment Permit Area is t recgnize the special character f the cmmercial village f Ladner, and t encurage the frmatin f a livable village and a desirable cmmercial and residential mix. The prpsed develpment permit is cnsistent with the Ladner Village Develpment Permit Area (LV1). DISCUSSION: Prpsa l: The applicant has applied fr a develpment permit t permit exterir renvatins t a prtin f the nrth building n the subject prperty in rder t intrduce new windws nt the part f the building cntaining unit 5267 (Attachment C). The purpse f the new windws is t prvide mre natural light int the subject unit, which is prpsed t accmmdate a new medical clinic. Cmmunity Cnsultatin: A public ntificatin letter abut the prpsal was sent n May 5, 2014, and a public ntice sign was installed n the site in.late May f 2014. T date, n crrespndence frm the public has been received regarding the prpsed develpment permit amendment. Shuld any cmments be received, they will be prvided t Cuncil as ntable items. Develpment Permit: The prpsed wrks are a tenant-specific upgrade t accmmdate the prpsed medical clinic, which wuld cmply with Cmprehensive Develpment Zne N. 146. The new windws are prpsed n the suth, sutheast and nrth elevatins. Mst f the new windws are prpsed t be clerestry windws, which are lcated abve eye level, except fr tw larger windws prpsed n the nrth and suth elevatins. The site was develped in 1988 under Develpment Permit 87-42A, which identifies the subject building as Building B and included elevatin drawings f the subject unit (Attachment D). Develpment Permit LU007147 wuld allw the prpsed renvatins t prceed.
