Introduction Aeronautical Data Quality has been an important topic addressed again and again in the last years. ICAO has numerously made States aware of their responsibilities and requires them to publish all the identified differences. The SES Certification created a major momentum to address the aeronautical data quality issues of States in a systematic way. page 3
ADQ IR Paving the Way for Change The European Commission recognised the impact of insufficient quality of aeronautical information in their rulemaking considerations for SES. With the introduction of SES it became evident that it was necessary to support States in their effort to improve the quality of aeronautical information in a more coordinated manner. The ADQ IR is paving the way for change in the way aeronautical information is produced, moved and made available (especially with the envisaged transformation from paper to digital). page 4

Agency Support for the ADQ Initiative In the light of ADQ Eurocontrol provided a number of supporting initiatives to get the ball rolling, e.g. the CHAIN Programme. In the activities of Eurcontrol's CHAIN Programme already a limited engagement of originating parties started to surface early A first response to this problem was to organise regional events with the goal to increase the number of participating originators (only partially achieved) page 6

Applying the ADQ IR in Switzerland Due to the engagement in regulatory monitoring skyguide (ANSP) was aware of the envisaged changes from the ADQ IR earlier then most of the other affected parties (especially the originators). skyguide initiated pre-analysis workshops together with FOCA (regulator) to analyse the impacts of the ADQ IR and develop a first potential roadmap for implementation. The current regulatory framework does not allow skyguide to fully engage all originating parties. page 8

The Origination Problem Today (2) A lot of originators in Switzerland are not yet fully aware of their role and responsibilities in terms of the ADQ IR for providing their data. Today skyguide is making up for a number of the origination problems by providing workarounds in collection process but this doesn't solve the issues which need to be addressed at national level. It has become clear that FOCA needs to lead the implementation of the ADQ IR as a number of adaptations of the regulatory frame work of the State are required to support the implementation. page 11

The Way Foreward s are not yet fully aware that the implementation of the ADQ IR will affect their capital expenditure decisions. The implementation of the ADQ IR within the State is a process of change and requires engagement of the State to adapt the accompanying regulatory framework at the national level. The State needs to engage all actors covered by the ADQ IR, especially the originators which are insufficiently aware of their responsibilities to provide quality assured data. page 15
Conclusions The Implementation of the ADQ IR requires a stronger engagement of the State by by taking the lead for the implementation of the ADQ IR at the State level by adapting the regulatory framework at the national level by covering all involved parties including originators by initiating more originator awareness at the national level page 16
