TRUSTEES PRESENT John Wegl - Chairman Gary Jurenovich Vice Chairman Murle Harrison Treasurer John Cellucci Kitty Switkes Brad Wester Greg Wong Attorney Wayne Flowers Chairman Wegl called the meeting to order at 6:00 p.m. with the Pledge of Allegiance to the Flag. APPROVAL OF MINUTES The Board of Trustees Meeting Minutes for February 13, 2017 were discussed. Trustee Wong reported he some editorial changes that were e-mailed. Chairman Wegl asked for a motion to approve the minutes with the changes. A motion was made; it was seconded, and unanimously carried. PUBLIC COMMENTS There were none. TRUSTEE REPORTS VICE CHAIRMAN S REPORT VICE CHAIRMAN JURENOVICH SHERIFF S REPORT/ROAD AND BRIDGE Vice Chairman Jurenovich reported that we have one speed limit sign that has been hit but it has been put back up. Had a meeting with traffic regarding Sea Winds Lane East and Sea Winds Lane South and they are going to paint some stop bars. From the Rutile Bridge south they are going to repaint the lines. Coming out of The Inlet, they are going to extend the turn lane with a dotted line. They are also going to paint a crosswalk on Corona that goes across that intersection. The Welcome to the MSD signs have a clear film that is coming off and they said that they are going to replace them all. Trustee Wester had a great idea to have our website attached to the sign and traffic said they would. Trustee Wong asked if there is a way to increase the font size of the sign. Had a 1

meeting with Commissioner Morris and will do a ride around with Commission Waldron this week and Commission Dean next Monday. Met with County Right of Way, Rick Mauldon, last week. On the ride arounds with the Commissioners, he will discuss the Ponte Vedra drainage. Sheriff s report was emailed to everyone. Meeting with Road and Bridge, Ben Bright, to show him the Corona Road Bridge as it needs to be fixed and go in their budget for next year. Trustee Switkes asked Vice Chairman Jurenovich if he discussed Briarwood Lane. Vice Chairman Jurenovich reported that he did but that no one has any information regarding any clearing. Trustee Switkes reported that if it is not the County, maybe it is FDOT. Vice Chairman Jurenovich reported that he will get a contact from Ben Bright. TREASURER S REPORT TREASURER HARRISON Treasurer Harrison reported that everything looks good. Trustee Wong asked about the Tax Collector deposit and if it was going to reverse itself or will we be $5,000 in the good. Treasurer Harrison reported that it should not. Secretary Jurenovich reported that she will see exactly what the deposit was for. Chairman Wegl reported that the Tax Collector collects 2% of our tax revenue. Chairman Wegl reported that he called the Tax Collector regarding the postage bill that we received, and they referred me to the State as it is a State Law. Chairman Wegl asked if there are any questions on the Treasurers Report. There were none. Chairman Wegl asked for a motion to approve the Treasurer s Report, a motion was made; seconded and unanimously carried. COMMUNICATIONS/EMERGENCY SERVICES REPORT TRUSTEE WONG Trustee Wong reported that he received the notice on the traffic study meeting and he will send it out to the residents when it gets closer to the meeting. He reported that the newsletter took a little longer as he scrubbed the database that was received from the Property Appraiser. The newsletter should go out in the next week. Vice Chairman Jurenovich and Trustee Switkes asked for additional copies. Trustee Cellucci asked how we are doing at collecting e-mail addresses. Trustee Wong reported that it is in the newsletter and in his article to encourage people to sign up. Trustee Switkes reported that if we send out an e-mail blast before the meeting, we might get more residents to come to the meeting. Trustee Wong reported that we do send it out if there is someone presenting at the meeting. Vice Chairman Jurenovich reported that an empty room means you are doing your job. Trustee Wong reported that he will send an announcement out for the next couple of meeting. Vice Chairman Jurenovich reported that our next meeting is in the small conference room.. BEACHES ENERGY/REPUBLIC TRUSTEE CELLUCCI Trustee Cellucci reported that Teco is adding to the gas line and putting in about 10,000 additional feet from the Cabana Club down to Sawgrass on the Boulevard. This means that any resident can now hook up to the gas but you have to pay for the piping and the hookup. Vice Chairman Jurenovich reported that last time Teco installed the line; they had a workshop for the residents. Vice Chairman Jurenovich suggested that Trustee Cellucci should have Teco set up a workshop and we can attend. Trustee Cellucci reported that the installation will take about 90 days and it will be installed between the road and the sidewalk. Vice Chairman Jurenovich asked Trustee Cellucci to make sure that they do not put up the tall pipes but put the brass plates to designated gas. Trustee Cellucci reported that he met with Matt Brooks from Beaches Energy and he has just completed a study on Ponte Vedra Boulevard about replacing street lights. He reported that they have ordered about 100 but they are back ordered. They will concentrate on the Boulevard and then move to the interior street. Chairman Wegl reported that the lights by the Inn and Club are not MSD lights. Trustee Wester asked what the light will look like. Trustee Cellucci reported that they will look the same. 2

Trustee Cellucci reported that Republic said we can have the collection. We went back and forth as to who was going to organize it, but decided that they will do a MSD wide, house to house 7am to noon collection on a day of choosing, probably a Saturday. They will pick up anything but hazardous waste as long as it is at the curb. Trustee Wong asked if you would like to call it Spring Cleaning Day and do you think it will be utilized. Chairman Wegl reported that we need to give the residents at least a month notice. Chairman Wegl reported that Wendy Hicks called him and apologized for not giving proper notice of the last Hazardous Waste Collection. BEACH ACCESS/JEA - TRUSTEE WESTER Trustee Wester reported that JEA worked on the pump station lights on A1A and last week they installed some downcast shade reflectors on the light and it now shines on the facility instead of out on A1A. The sewer line is still being installed north of the Inn and Club and should be completed in the next couple of weeks. The homeowners will tie in after the line is completed as they see fit. Trustee Wester reported that the median by the putting green, Greg Corcoran from JEA reported that there is a 4-inch vacuum sewer line and a back flow preventer located there. Mr. Corcoran provided me with a map of the locates. Trustee Switkes reported that there will not be any digging there but she wants JEA to cap off the meter. Trustee Wester reported that there are two beach access walkovers that will be repaired this week and then all of them should be open. There are still two proposals out there for pavers. Trustee Wester reported that he is doing his due diligence to understand the pros and cons of each. In speaking with the homeowners, their main concern is that it will attract more golf carts. Trustee Wester reported that there is an ongoing effort in the MSD to get a hold on the golf cart traffic. Trustee Wester proposed that on the no golf cart parking signs at the beach access, he would like to put the non-emergency number on the signs so that people can call if there are golf carts parked. Chairman Wegl asked about the status of the Mickler s walkover. Trustee Wester reported that through the summer there is a mat being put down for ADA compliance but they will not begin any improvements until after the summer. Chairman Wegl asked if they are bringing in sand to raise it. Trustee Wester reported that he does not know how much sand they will be bringing in. Chairman Wegl asked Trustee Wester to stay on top of this project. Vice Chairman Jurenovich reported that he would like to talk to the Deputy s and the Sheriff about putting a number on the beach access signs. Vice Chairman Jurenovich asked Deputy Tedder and Datsko which beach access has the most crime and/or problems. They reported that 313 Ponte Vedra Boulevard. Deputy Datsko reported that at Mickler s they need to put up cable where the walkover was, or you are going to have people driving on the beach. Vice Chairman Jurenovich asked Trustee Wester to check into that with Billy. LANDSCAPE/BEACH RENOURISHMENT TRUSTEE SWITKES Trustee Switkes reported that she spoke with a representative from KT Carter who has been providing sand for most of the beach renourishment. They have two access points. One is in the 700 block and the other in the 1000 block of the Boulevard. They will be off the beach by the end of the month because of turtle season. The have serviced approximately 27 homes which was about 1,500 loads at 18 cubic yards per truck. All of this was paid for by the private homeowner at a cost of around $750 per truck load. There was also a house at 960 Ponte Vedra Boulevard that was under construction at the time of the hurricane and he allowed some truck in there and their cost was about $450 per truck load. Everyone seems to be happy and planting their sea oats. Trustee Switkes reported that she read an article that they are going to dredge the intracoastal and provide sand from Porpoise Point to Vilano Beach (about 2 miles). In order for this project to proceed, they had to get a private easement from the homeowners and had to have 100% participation from the homeowners and there was one hold out. 3

Trustee Switkes reported that she has landscaped Corona and A1A and got a great deal on five palms for $1,500. The problem is we have not had any rain and there is not a spigot there to water them. The existing irrigation only waters the grass, but she has personally been filling up jugs and has been watering them every day. The guy that planted the trees is coming up tomorrow to plant two trees at Pablo Court and will take a look at them. She reported that the area has been cleaned up and pine strawed. Vice Chairman Jurenovich reported that Justin can tap into the irrigation and put a drip line in there for the trees. Trustee Switkes reported that she will contact him. Trustee Cellucci reported that the area looks great. Trustee Switkes reported that at Pablo and San Juan she will have the rock boulders moved from Pablo Court median to the Pablo and San Juan median as the residents did not want them. She is working with the residents at Pablo Court on that median. The MSD paid to have some shrubs removed but the residents are paying for the planting of the two trees. She reported that she has some additional money for flowers there and would like to mulch the other medians. ATTORNEY S REPORT ATTORNEY FLOWERS Attorney Flowers has nothing new to report. CHAIRMAN S REPORT CHAIRMAN WEGL 1. Reported that A1A rumble strip project is to begin April 3 rd. They will mill it, pave it, restripe it and the bike lane will be one foot wider. 2. Reported that on April 25 th there will be a town hall meeting at the Ponte Vedra Concert Hall covering the Ponte Vedra/Palm Valley Traffic Study results with all parties participating. We encourage all resident to attend and hear the presentation. After the presentation, it will be opened for public comment and recommendations. 3. Met with St. John County Utility, Bill Young and staff regarding the Gillis request for fire hydrants south of 1269 Ponte Vedra Blvd.. Talked before the meeting with Bill, and he said if they are willing to hook up to a new water line then the County will put it in. If the residents between 1269 1461 Ponte Vedra Boulevard want a new water line and fire hydrants, then they are going to have to hook up to the water line. That way the County gets their money back. Mr. Young is working on some correspondence to send to the residents and as soon as we get that we will have a special meeting. Trustee Cellucci asked if everyone has to hook up. Chairman Wegl reported that Mr. Young is figuring out how many homeowners have to hook up for it to be cost effective. 4. Chairman Wegl reviewed the Procedures Manuel rule 1.304 on correspondence. He discussed having a meeting, rule 4.107. He discussed agenda item rule 4.301. He discussed financial commitments rule 5.104. Chairman Wegl asked the Board members to read them. NEW BUSINESS ELECTRONIC BILLBOARD LETTER CHAIRMAN WEGL Chairman Wegl handed out the letter that he drafted and asked the Board for comments. Trustee Wong has some editorial changes and asked if we really wanted to say that they will create more traffic crashes as that is beyond our scope of our expertise. Trustee Wong suggested that he agrees on how they could affect our community. Trustee Cellucci reported that he opposed this as we have only heard the opposing side. Trustee Cellucci reported that this precedence is a bad idea for the Board to be involved. Trustee Switkes went to the PZA meeting and there were many against it. Trustee Wong reported that we have heard both sides and we don t know if this will eventually affect the MSD. Trustee Wong reported that he does not want them. Trustee Wester reported that he was the former Chairman for the Ponte Vedra/Palm Valley Overlay District and we governed everything within 600 feet from the road. Most of the complaints we received were signage. We have seen the evolution of the LED signs and technology will outpace the code every day. Trustee Wester reported that he thinks sending this letter is a good thing because A1A is State Roadway and 4

he can see this being adopted one day. Treasurer Harrison made a motion to authorize the Chairman to write the letter with the changes and send it. Trustee Wong asked if Chairman Wegl was going to list all the members on the Board or sign it on behalf of the MSD Board. Chairman Wegl asked if he should leave in the second paragraph or take it out. Vice Chairman Jurenovich and Trustee Wester asked him to take it out. Chairman Wegl reported that he will make the changes and mail the letter to all the Commissioners. A motion was made to send the letter with the change; it was seconded and was passed 6-1 with Trustee Cellucci against. BEACH ACCESS IMPROVEMENT TRUSTEE CELLUCCI Trustee Wester reported that there are three proposals out there from the local stakeholders in the neighborhood. Met with some of the February 22 nd to get the pros and cons and knocked on doors to see who is for and who is against. Trustee Wester reported that he has been meeting with Billy Zeits and Mike from the County on the funding and private funding. There has been no contract yet. Trustee Wong asked if turtle season has an impact on these improvements. Trustee Wester reported that we need to set forth a process and initiate a standard going forward. Trustee Wester reported that he is willing to do this and bring it to the next meeting which could include if someone is oppose to the access, what criteria could we put in place so they are comfortable with it. Trustee Wester reported that he is willing to spearhead a standard where all the pavers match. Trustee Wong reported that he thinks that is a great idea so that we don t have any more concrete paths. Trustee Wester reported that he is working on have that removed and have it replaced with pavers. Trustee Wester reported that he has been to every access and taken pictures. The ones that are heavily travelled and where there is a lot of sand, people are walking around the sand and on off the 10 foot easement on people s private property. Trustee Wester reported that he is not ready to issue any recommendations or report at this time, but we do have people who are ready, willing and able to fund a beach access improvement. He reported that if everyone is in favor of the access on both sides, and it is funded, it is one that can move forward with improvements with the County. There will be no financial burden to the MSD and the County will have future landscape maintenance, but we can have Trustee Switkes involved. Vice Chairman Jurenovich asked Trustee Wester if was able to get the two access that are not access off the County website. Trustee Wester reported he is working with GIS and there are three that are listed. One is an easement and two are platted as private beach access. GARBAGE AND TRASH EDUCATION TRUSTEE CELLUCCI Trustee Cellucci asked if we have decided on a date for the special collection. Chairman Wegl reported that after TPC would be good. Trustee Wong suggested April 22, which is Earth Day. Trustee Switkes asked if there is a way we can educate people on side door or ask Republic Service to return the can half way up the driveway or to the garage. Trustee Switkes reported that in the 900 block of Ponte Vedra Blvd. and on San Juan there are cans out all day. Trustee Switkes would just like the cans off the curb. Vice Chairman Jurenovich reported that the garbage man sometimes does not know if the resident is side door or not and suggested maybe painting on the road by the driveway SD. Trustee Wong suggested that the driver should assume that everything is side door and if there are cans at the curb they should tape something on the can about side door service. Trustee Switkes reported that they tag yard trash so they can tag the cans and have a phone number on there that they can call. Chairman Wegl asked Trustee Cellucci to speak with Michelle about a possible tag on the can. OVERNIGHT PARKING VICE CHAIRMAN JURENOVICH Vice Chairman Jurenovich reported that a car parked on the street overnight is dangerous. He explained there was a car parked on San Juan for three days, the wrong way and why are they not getting a ticket. Vice Chairman Jurenovich reported that some communities, and we could do this, 5

have no parking on the street from 10pm to 7am. Trustee Switkes reported that she would like that. Trustee Switkes asked Deputy Tedder about construction workers parking on the street. Deputy Tedder reported that all companies are to have a parking plan, but the County is not doing their part to enforce this. Trustee Cellucci asked about the yard service guys parking on the street. Vice Chairman Jurenovich reported that the homeowners do not want the yard service people in their driveways because they leak oil on their pavers and that is why they put up the orange cone. The no parking ordinance is for temporary parking. Vice Chairman Jurenovich asked if the Board wants to move ahead with the no parking from 10pm 7am. Trustee Wong reported that someone should talk to the homeowner. Trustee Wong reported that we can ask the County what we can do and then notify the residents that this is under consideration. Vice Chairman Jurenovich asked if the Board sees any merit in this before he talks to the County. Trustee Switkes asked what the chain of command is if someone calls her about construction workers parking on the street, who does she call. Vice Chairman Jurenovich reported that they call the non-emergency number. GOLFVIEW PARK TRUSTEE CELLUCCI Trustee Cellucci reported that all the ideas that came up (park, basketball court) have been shot down by the neighbors. Vice Chairman Jurenovich reported that when we got this parcel, he talked with the County about black topping it, putting up one basketball goal, a few benches and make it a pocket park. The County was all for it until they found out that we leased this from Jacksonville Beach. They do not want to put any money into anything that is leased and not owned by them. Vice Chairman Jurenovich reported that we need to go to Jacksonville Beach and tell them we cannot do anything with the property because we do not own it. Trustee Wong reported that even before that, we need to go them with a plan if they give us the property. Vice Chairman Jurenovich reported that you can plan it, talk to the residents for six months and then go to the Jacksonville Beach and have them say no. We need to go to Jacksonville Beach first before going to through a planning process. Trustee Wong asked what is the action we are going to take. Vice Chairman Jurenovich reported that he will ask Jacksonville Beach. Chairman Wegl reported that the next meeting is at 6:30pm.
