In the event of an oil discharge or the substantial threat of a discharge from an offshore facility seaward of the coastline, BSEE has primary responsibility for monitoring and directing all efforts related to securing the source of the discharge and reestablishing source control.
BSEE worked with the US Coast Guard and the NRT during the last revision of the IMH to incorporate lessons learned during Deepwater Horizon The Source Control Support Coordinator role was created to ensure the FOSC has the appropriate technical expertise to address source control issues during an incident The SCSC is the principal advisor to the FOSC for source control and should be provided by the federal or state agency with regulatory authority over the facility

Source Control Support Coordinator (SCSC) The principal advisor to the FOSC for source control issues. Serves on the FOSC s staff and is responsible for Providing source control support for operational decisions Coordinating on-scene source control activity. Source Control Branch Director (SCBD) Responsible for minimizing or stopping the flow of oil from the offshore pipelines and well blowouts. Develops and maintains the source control plan Models flow rates Activates and oversees functional groups

BSEE and USCG under a contract with HDR have developed Job Aids for the new well containment positions identified in the IMH. Job Aids are voluntary document to provide guidance to personnel filling the role. BP conducted its annual SMT exercise in Houston November 4 and 5 Scenario: The West Sirius MODU was drilling in the Hopkins field in GC 627. Rig activated the EDS. The LMRP disconnected but there was still oil discharging from the top of the BOP.
