INOGATE New ITS Project Proposed INOGATE Work Program for Sustainable Energy (Component C) by Larry Good, CEM, CEA, BEP, CSDP Key Expert for Sustainable Energy Brussels 30 November 2012

Outline Major findings from the inception missions Proposed scope of work Demand driven Ad Hoc Expert Facility (AHEF) Indicators of success

Major findings from the inception missions, Component C

Degree of Interest per PC, Policy

Main Inception Findings, Policy Higher interest in developing SE legislation Less interest in EE/RES action plans and binding SE targets TA to improve RES policy, often not requested by the right stakeholders Challenge: stimulate interest in low interest areas (e.g., SEAPs, binding SE targets)

Degree of Interest per PC, Financing Armenia Azerbaijan Belarus Georgia Moldova Ukraine Financing SE projects: Degree of interest per country per area 1. Capacity building on project development and financing instruments (C3) 2. Development of FIT schemes (C1) Review of SE feasibility studies (C1) Low

Degree of Interest per PC, Capacity Building Increase of Institutional Capacity: Degree of interest per country per area Armenia Azerbaijan 1. Best practice transfer 2. Development of 3. Energy auditing on SE tech. & practices carbon trading / ETS schemes & certification (C3) (C1) mechanisms (C1) Low Belarus Low Georgia Moldova Ukraine

Main Inception Findings, Financing & Capacity Building High demand for capacity building in SE project development & financing instruments Only best practice transfer on SE relevant for capacity building, Task C3 from the originally considered topics AHEF more appropriate for carbon trading mechanisms and energy auditing schemes

Degree of Interest per PC, Awareness Armenia Awareness: Degree of interest per country per area 1. Awareness raising to 2. Removal of 3. Awareness raising to industry / general administrative barriers governments / public on SE (C2) municipalities (C2) technologies (C2) Azerbaijan Belarus Georgia Low Moldova Ukraine

Main Inception Findings, Awareness Advantage for awareness raising to general public and industry Challenge Insufficient interest for awareness raising to policy makers and removal of administrative barriers

Proposed scope of work, Component C

Who will do the work? Component C Experts Larry Good Key Expert Sasha Antonenko, Policy Khatuna Didbaridze, Awareness Raising Vahan Babajanyan, Finance

General Approach Demand driven activities: Give stakeholders what they request most (within ITS abilities). ITS driven activities: Give PCs what they need to meet ITS objectives. ITS will focus on the activities: likely to produce change that have positive impact on investment climate and political framework

Task C1 C1 2. Baseline survey to assess state of play in PCs SE legislation to identify directions of regulatory reforms to provide a useful tool for policy makers to determine specific areas of AHEF tasks

Task C1 C1 3. Online database to provide a systemized pool of information to the public to provide useful tool for search, acquisition and comparison of EE and RES policies in PCs to promote forthcoming actions in PCs

Task C1 C1 4. AHEF Criteria for eligibility evaluation: Relevance to political framework Relevance to component objectives Commitment Tangibility Regional Perspective Alignment/Added value Efficiency Sustainability Urgency

Task C1 C1 5. Operation of AHEF Final objective: facilitate investments, reduce administrative & legal barriers Results oriented (tangible, concrete) Quantified targets: quantities of investments, jobs created, legislation Demand driven: TA requests must come from stakeholders in PCs. Awareness Raising Awareness raising focused on 2 levels Governments/policy makers Public Range of stakeholders Decision makers Key SE sector players End users Enablers (FIs, NGOs, R&D, universities, media)

Awareness Raising Analise results of mapping and communication workshops Define focus of AW in PCs Design effective EE campaigns, consider local context Select sector(s) for each PC for focused EE (energy, transport, industry) Implement AR activities: 12 in total

Development of Institutional Framework for SE (C3) C3 1. Training Needs Assess. Dec 2012 C3 2. Capacity Building Plan Dec 2012 C3 3. Workshop Jun 2014 C3 4. Study visits /combo events Oct 2012 Apr 2014 C3 5. Peer to Peer network Apr 2014 C3 6. Investment attraction AHEF tasks on demand
