THE GSMA PRESENTS MINISTERIAL PROGRAMME 25-27 FEBRUARY 2019

2 Welcome to the Ministerial Programme The GSMA s prestigious Ministerial Programme brings together the most influential telecommunications leaders from across the world. Convening industry CEOs, ministers, telecom regulators, data protection authorities and senior representatives of international organisations, this unique forum expands knowledge, stimulates debate around current issues and provides an opportunity to engage with mobile industry experts on policy and regulatory topics. Since launching in 2006, the Ministerial Programme s popularity and scope has grown each year. In 2018, the event welcomed over 2,000 senior-level participants, including representatives from 181 governments and international organisations. On 25-27 February 2019, the Ministerial Programme will return to MWC s Hall 4, Fira Gran Via, Barcelona, Spain. Ministerial Programme is putting the global citizen first The industry is at a point of inflexion where the growth of digital services and technologies such as Artificial Intelligence, Blockchain and 5G will have a significant impact on societies progress for generations to come. Digital is establishing itself as a key platform for delivering an advanced and inclusive society. Structured around three key themes, Ministerial Programme 2019 broadens the traditional policy and regulation discussion with a new focus on mobile and the emerging digital citizen. Day One: Rise of the Digital Citizen In creating a society without exclusion, a new form of leadership to support the emerging digital citizen is required. How is an IoT and AI-enabled world leading to new job growth, and ensuring financial and gender inclusion for the future? Day Two: Modernising Policies for the Digital Citizen As the digital ecosystem grows to all regions, are policy frameworks meeting access and data requirements for citizens of today and tomorrow? Day Three: Innovating for the Digital Citizen Ensuring citizens have access to government services requires an environment that supports digitisation, but how is technology shaping public and financial services that deliver the greatest societal impact?

This year's programme will feature A three-day agenda centred on the digital citizen Daily themes on the Rise of the Digital Citizen, Modernising Policy for the Digital Citizen, and Innovating for the Digital Citizen. Technology changing the world Does the advent of technologies such as blockchain and AI create new value for governments and the services they offer? New digital divide With the arrival of 5G in some advanced economies, are we in danger of a new digital divide? Ask the regulator returns A highly interactive format by regulators, for regulators presenting innovative tools and strategies for improving and streamlining regulation. Is it time for reform? With 2 billion people currently unconnected, how can mobile reduce the divide in an economically viable way? Prediction panel What do we forecast for the industry in 2020? This year s programme will conclude by offering five industry predictions for government and industry leaders to debate. Interactive and immersive experiences Discover a future world powered by mobile. Become a decision maker, understand the impact of your policy choice, and learn how you can deliver a digital world to your citizens. High level roundtables and bilateral meetings The GSMA brings together governments and representatives of the mobile industry for focused discussions on specific opportunities and challenges of mobile.
