TELECOMMUNICATIONS AUTHORITY The Authority has been operational since August 15, 2000. Decision-making body of the Authority is the Telecommunication Board which composed of seven members including chairman of the board who at the same time is the president of the Authority. Main Functions of the Authority are Regulation Authorization Monitoring Reconciliation (Arbitration) 8

WORKS REGARDING THE AUTHORIZATION OF 3G IN TURKEY According to the Additional Article 27 of Law No. 406; Plans regarding the authorisations for the telecommunications services and infrastructure to be provided under concession agreements shall be prepared by the Authority. The plans prepared by the Authority shall be approved by the Council of Ministers upon the proposal of the Ministry of Transport and shall be executed by the Authority. 14

WORKS REGARDING THE AUTHORIZATION OF 3G IN TURKEY In the Article 21 of Authorization Ordinance, the issues to be put in the Authorization Plan are determined. According to the article, Definition and scope of the authorization for the service, Probable time of tender for authorizations, Number of operators to be authorized, Similar issues regarding determination of politics must exist in the plan. 15

STATUS IN THE AUTHORIZATION STUDIES A Darft Plan is prepared by a working group in the Authority Views of the sector and relevant institutions will be taken in the short period 16
