WELCOME TO MIRANDA! Welcome to the twin cities of Guarenas & Guatire, Plaza s & Zamora s Municipalities, respectively, of Miranda State, only to 20 miles away of Caracas and 35 miless away from Simón Bolívar International Airport. Guarenas, was founded as Nuestra Señora de la Copacabana de los Guarenas, is a city of Miranda State, Venezuela, capital of Ambrosio Plaza Municipality, at 374 mosl, besides Guarenas River, on the open mountains of Caucagua. Together with Guatire (located only 3,5 miles to the east) form part as one of the development areas of Guarenas-Guatire, is a sleep city, it behaves like a conglomerate, so it is impossible to analyze life in one city without studying the other. Guatire is a city of Miranda State,Venezuela, capital of Zamora Municipality, in the last years has known an acelerated development and growing up because to the expansion an over population of Caracas city, and the industries activities on it, together with Guarenas (located to 3,4 miles to the west) form part as one of the most important development s areas and one of the most important development axes of the region.
GENERAL RULES: Invitation The Confederation of Chess of the Americas (CCA), The Miranda State Governation, The Venezuelan Chess Federation, The Municipalities of Plaza and Zamora and, The Miranda State Chess Asociation, have the great honour to invite to all America s Chess Federations, to participate at IX Panamerican Scholastic Chess Championship, to be held at the twin cities of Guarenas & Guatire, Venezuela, from October 22th to 29th 2018. The IX Panamerican Scholastic Chess Festival 2018, to be held according to Fide Laws, and the Regulations to Panamerican Championships of the CCA and the following General Rules: 1. Categories: Will be play 12 Panamerican Championships in Absolute & Female in the categories: Under 17, Under 15, Under 13, Under 11, Under 09 and Under 07. When a tournament has less than 8 participants in a category, these players will be join to the same category (same age), if the category joined is minor to 9 participants, will be join to the next superior category: Sub 07: Player have to been born on or after 01/01/2011 Sub 09: Player have to been born on or after 01/01/2009 Sub 11: Player have to been born on or after 01/01/2007 Sub 13: Player have to been born on or after 01/01/2005 Sub 15: Player have to been born on or after 01/01/2003 Sub 17: Player have to been born on or after 01/01/2001 The tournament will be governed by the following General Conditions: Only Federations affiliated to Fide-CCA can participate. All the players have to be register for their respective Federation.
Each National Federation will have the right to register any number of players by category. Paying each one of them, Registering, accommodation and meals. 2. Tournaments System: The tournaments will be under Swiss System (Swiss Manager) and the rhytm of play will be 90 minutes for the whole game adding 30 seconds from the first move. All the tournaments will be reported to Fide. 3. Tie-breaks: The final clasification will be for the points earned by each player. The player whom gain the mayority of points, will be declared Champion. Discipline: The organizers of the Championship expect that the highest standards of
behavior and sportsmanship will be observed by all participatings: athletes, coaches, delegates, parents and arbiters. DATE Forfeit time: One (1) hour. October 22th 6. Awards: Individual: GOLD, SILVER AND BRONZE will be award to the top three players, in each category, absolute and female. By Team: The three top countries of the continent, in base of the total points, will be award with trophies. The total points of their players adding 5 point for a gold, 4 for a silver, 3 for bronze, 2 for 4th place and 1 for 5th place. All the players will be receive a certificate of participation. Those whom wish to have individuals rooms, shall pay aditional costs as seen at Accommodation. 8.2 All officials players and delegates/coaches will receive meals from the dinner on October 22th to the breakfast on October 29th. 8.2.a. Only the delegate from each country., totally authorized for his/her respective federation can make the confirmation of their atheletes participating. The passport of each chess player has to be send for his/her register.
The organization only will acept pre-register send for their respective national federations. 9. Payment: The payment for registering and costs of accommodation and meals have to be pay in cash once their arrival to the hotel only to the officials of the Venezuelan Chess Federation, in this case, must send an email previously and attach a complete list of the delegation, with the number or officials and extras, delegate and others. Once the roll is sent by email to:, a reply with the invoice with the total amount to pay will be send. TRANSPORTATION: The costs of air transportation have to be paid for their respective federation.
For local transportation from to Airport round-trip, are included in the cost of registration. The federation shall inform to the organization about their fligths at least 72 hours before their arrival. 12. OTHER INFORMATIONS: Security: The organization guarantee safety and security of the all participants while their stay in Venezuela. Walking around: En the twin cities we have Centro Comercial Buenaventura (Buenaventura Mall & Vista Place Mall) & Vista Place close to 1/2 mile away, with cinema, stores, food fair, also an amusement park.
VISAS: All participants that require a Visa to entry Venezuela, must send their data (an th image of his/her passport in colour) before september 15 2018, to guaranteed their visas on time.
