Missouri Partnership FISCAL YEAR 2015 REPORT

2 THE MISSOURI PARTNERSHIP is the principal business recruitment and marketing organization for the state of Missouri, partnering daily with the Missouri Department of Economic Development, the Hawthorn Foundation, and regional economic development organizations throughout the state. Although economic development also includes fostering entrepreneurship and the growth of existing businesses, the Partnership s mission focuses exclusively on attracting new industry to Missouri. When engaged with clients, the Partnership serves as a determined advocate for the deal, fulfilling a concierge-like role in regard to real estate offerings, financial incentives, regulatory permitting and other factors critical to the investment decision.

Additionally, each new business recruited to the state represents a potential new customer for existing Missouri businesses serving that segment. The Missouri Partnership was created as a public-private partnership in 2007 to lead Missouri s team in this competition, with partnership as the key organizing principle. Our success is entirely dependent on effective relationships with the following strategic partners. Missouri Department of Economic Development (DED): develops and administers a wide array of financial incentive programs that make Missouri a competitive option for expansion-minded companies. DED also assists in the expansion of businesses already located in Missouri. (ded.mo.gov) Hawthorn Foundation: a highly diverse group of Missouri leaders in business, education, economic development, healthcare and labor dedicated to the development of a vibrant economy for the state of Missouri. (hawthornfoundation.org) Missouri Economic Development Council: representing the economic development professionals throughout the state at the city, county, and regional level with whom the Partnership works on each and every deal. (showme.org) Successful economic development always includes a strong emphasis on the retention and expansion of existing business, along with the energizing of entrepreneurship. The Missouri Partnership leaves those objectives to others and focuses laser-like on our Mission: to increase economic prosperity throughout the state by attracting new jobs and investment to Missouri. 4 BUSINESS RECRUITMENT is the ultimate goal of the Missouri Partnership, and FY2015 was a momentous year for the state in terms of economic development. Successful recruitment projects were announced in the major metropolitan areas, as well as micropolitan and rural communities. Among the 18 project announcements in FY2015, six were a result of the Partnership s international marketing and recruiting efforts.

6 MARKETING the state s advantages through targeted relationships is vital to the Partnership s mission of recruiting new businesses to Missouri. Individuals make investment decisions and recommendations about investment decisions. Knowing who these people are, how to reach them, and how to influence them are key to the Partnership s outreach strategy.

Above: Solar array at the Moonrise Hot One of the greatest challenges of any economic development organization is to identify specific companies that have a current need to expand or build new facilities. The Missouri Partnership participates in industry-specific events, conferences and trade shows as a way to identify potential clients and projects for which the state can compete. The Partnership also emphasizes consistent outreach to a cadre of site location advisors whom companies regularly retain to help them with their location requirements. While companies may go years or decades between expansions, location advisors are true multipliers and can represent several projects in a single year. Building and maintaining relationships through regular visits with these individuals in their home offices and at special events is a cornerstone of the Partnership s strategy for effective outreach. Buttressing this face-to-face contact are initiatives to continue building Missouri s reputation as a desirable place to live and work. Through a strong online presence and growing use of tactical social media, the Partnership is continually seeking new avenues to tell the Missouri story. The Partnership also engages traditional marketing tools such as earned media, print and online advertisements to build brand awareness, and is known for its customized collateral pieces to facilitate meaningful conversations. In addition to that, it was a great way to build stronger relationships with the Missouri Partnership and site selectors. Tracy Slagle, Resource Development Coordinator with the City of Bolivar, Missouri A cornerstone of the Partnership s capacity building initiative for several years has been community competitive assessments. During these assessments, nationally recognized site location advisors evaluate participating communities on their effectiveness in responding to a mock RFI and in hosting mock site visits. Through this process the communities are able to increase their exposure with consultants and also receive the blueprint for a plan to increase their competitiveness for inward investment. On a near-weekly basis, members of the Partnership s team visit communities and regions all over the state to participate in various meetings, events and tours. On many, though not all, occasions the Partnership is asked to make presentations to boards, elected officials and economic development professionals about economic development in general and how these principles apply to their communities. Although these visits serve as educational opportunities for communities, it also provides a chance for the Partnership s business recruitment team to get to know partners and regions across the entire state on a more personal level. These mock site visits help towns like Hannibal demonstrate their strengths to a site consultant, such as the region s low land and labor costs and strong manufacturing, food processing, alternative energy, and transportation industries. Each year, the Partnership teams up with community partners to share the costs associated with various marketing activities, providing local economic development organizations access to consultants they might not otherwise have contact with. The Partnership s cooperative marketing model has led to significant involvement by local, regional and private-sector partners from across the state. In FY2015, 36 different communities or regional organizations participated in these cooperative marketing events, 22 of whom did so on multiple occasions.

10 INVESTMENT The Missouri Partnership strives to provide a high return-oninvestment by attracting jobs, payroll and capital investment to Missouri while conserving resources. As a public-private entity, the Partnership receives funding publicly through the Missouri Department of Economic Development and privately through the Hawthorn Foundation. In FY2015, the Partnership received a total of $2,237,457 in funding. This combination of public and private resources allows the Partnership to maintain longterm consistency and financial stability.
