Scpe/Applicability 2.1 Backgrund This was develped t establish the prtcls that will be implemented t crdinate system restratin activities fllwing a majr system Disturbance 1. System restratin shuld prgress thrugh an rderly sequence f steps and cmmunicatins with impacted Transmissin Operatrs (TOPs), Balancing Authrities (BAs), and neighbring Reliability Crdinatrs (RCs), in rder t facilitate the restratin f the RC Area and the Intercnnectin. 2.2. Scpe/Applicability Fllwing a Disturbance in which ne r mre areas within the CAISO RC Area becme islated r blacked ut, the CAISO RC System Operatrs will implement the CAISO RC restratin plan. The scpe f the CAISO RC s restratin plan starts when either: 1. Blackstart Resurces are utilized t re-energize a shutdwn area f the Bulk Electric System (BES), r 2. Adjacent tie lines are utilized t re-energize a shutdwn area f the BES, r 3. Separatin has ccurred between neighbring RCs, r 4. An energized island has been frmed n the BES within the CAISO RC Area. The scpe f the CAISO RC s Restratin ends when all the TOPs in the CAISO RC Area are intercnnected, and the CAISO RC Area is intercnnected t all f its neighbring RC Areas. 2 The CAISO RC criteria fr a TOP t transfer peratins and authrity back t its BA 3 includes: 1. The TOP s restratin bjectives have been met and, 2. The TOP s BA(s) have the ability t perfrm generatin and demand balancing. 1 EOP-006-3R1 2 EOP-006-3R1 3 EOP-006-3 R1.6

RC0460 Versin N. 1.0 Distributin Restrictin: Nne Entities that perate as a cmbined BA/TOP may nt need t suspend the BA functin during system restratin activities. In these cases, the entity shall ntify the RC Operatr when the TOP restratin bjectives have been met and nrmal generatin and demand balancing can resume. When returning t nrmal peratins, the gals fr all BAs shuld include resuming nrmal Interchange activities. Nte: Cntrlled lcal area islanding with an existing perating plan is exempt frm plan activatin. 3. Prcedure Detail 3.1. Overall Crdinatin and Cmmunicatin The RC Operatr implements its plan by crdinating the actins f the BAs and TOPs ver a wide area. The wide-area view f the CAISO RC Area and the Western Intercnnectin gives the RC Operatr the visibility t analyze the extent f the disturbance r event. Fllwing a majr Disturbance, the CAISO RC will crdinate with impacted entities t determine the best way t stabilize the remaining prtin f the CAISO RC Area and the Western Intercnnectin, in rder t efficiently restre and resynchrnize any islands that may have been frmed during the Disturbance, with the verall gal f restring the integrity f the Intercnnectin. Implementatin f each TOP s restratin plan, in crdinatin with the RC Operatr, will ensure the necessary crdinatin between impacted entities and will help t enable the expeditius restratin f the BES. If the TOP s restratin plan cannt be implemented as expected because actual system cnditins are different frm studied cnditins, the RC Operatr shall use the RC restratin plan strategies, in crdinatin with the impacted entity s restratin pririties, t implement alternative actins fr achieving system restratin. The RC Operatr shall crdinate restratin activities, mnitr restratin prgress and crdinate any needed assistance until nrmal peratins are resumed. The RC Operatrs, TOPs, BAs and GOPs will fllw established prtcls using three-part cmmunicatins fr all Operating Instructins. 4 3.2. RC Respnsibilities The RC Operatr has the verall crdinating rle during system restratin, t ensure that reliability f the BES is maintained during restratin, and that restring the CAISO RC Area and impacted areas within the Western Intercnnectin has the highest pririty. The RC Operatr will cnsider the impacted area(s) t be in an peratinal emergency cnditin when any CAISO RC Area TOP has implemented their system restratin plan(s). The RC Operatr is the primary cntact fr disseminating infrmatin regarding restratin activities t neighbring RCs, and t TOPs and BAs within CAISO RC Area. 5 RC Operatrs will be assigned t crdinate restratin activities fr the affected area(s). Once the RC Operatr is aware that the RC restratin plan may need t be implemented, the RC Operatr will ntify all BAs and TOPs f the initial system cnditins, t the extent 4 COM-002-4 R5 and R6 5 EOP-006-3 R1.4, 1.5, 1.6

The RC Operatr will establish and maintain active cmmunicatins between the RC and the TOPs and BAs regarding the status f the restratin effrt, by using RC cnference calls and the BA/TOP Messaging Tl. The RC Operatr will request peridic updates thrughut the restratin prcess and/r will establish mutually agreed-upn times when next cmmunicatins shuld ccur. The RC Operatr will keep neighbring RCs infrmed f the current restratin effrts via the Reliability Crdinatr Infrmatin System (RCIS) and the NERC Reliability Crdinatr Htline. 6 The RC Operatr will wrk with CAISO Emergency Respnse supprt persnnel t crdinate reprting t regulatry agencies and gvernment agencies as applicable. 7 The RC Operatr will cmmunicate, crdinate and issue Operating Instructins directly t the TOPs and BAs. RC Operatrs, in crdinatin with RC Operatins Engineers, will supprt TOPs and BAs by perfrming engineering studies as needed. 3.3. TOP Respnsibilities Each TOP within the CAISO RC Area shall have a Restratin t re-establish its electric system in a stable and rderly manner in the event f a partial r ttal system shutdwn. This sectin summarizes cmmunicatin, crdinatin and reprting requirements fr the TOPs 8. TOPs will: Implement their restratin plans in crdinatin with the CAISO RC. If a TOP is unable t implement its wn Restratin, then it will fllw restratin strategies which shuld be cnsistent with the CAISO RC Strategies t Assess, Stabilize, Restre and Resynchrnize. Make an effrt t cntact RC Operatr t btain system status and crdinate implementatin f their respective restratin plan. Cmmunicate if any autmatic lad shedding relays were triggered. Crdinate with their BA(s), if applicable, t determine if the BA functin needs t be suspended. Prvide peridic updates t the RC Operatr thrughut the restratin prcess and establish mutually agreed-upn times when next cmmunicatins shuld ccur. Cmmunicate with their BA(s) and GOPs t determine the status f the system and generating resurces. Cmply with Operating Instructins issued by an RC Operatr unless such actin cannt by physically implemented r wuld vilate safety, equipment, regulatry r statutry requirements. Cmmunicate and issue Operating Instructins t BAs, GOPs and DPs as needed. 9 Request permissin r pre-apprval frm the RC Operatr befre initially synchrnizing islands between adjacent TOPs r befre paralleling systems between adjacent RC areas. Ntify the RC Operatr befre synchrnizing a TOP island with lad greater than 500 MW within a single TOP area, unless preauthrized by the RC Operatr t prceed. As an ptin, can prvide current system cnditins and status updates, which are transmitted t email, t subscribed GO/ GOPs via the BA/TOP Messaging Tl. 3.4. BA Respnsibilities During system restratin activities, BAs ensure that any remaining energized prtin f the system, as well as energized islands and interties t the Intercnnectin, are stable. This sectin summarizes cmmunicatin, crdinatin and reprting requirements fr the BAs 10. BAs will: Crdinate, if applicable, with their TOP(s) t determine if the BA functin needs t be suspended. 11 Nte: This may nt be applicable t Entities that perate as a cmbined BA/TOP. Cmply with Operating Instructins issued by RC Operatr unless such actin cannt be physically implemented r wuld vilate safety, equipment, regulatry r statutry requirements. Cmmunicate and issue Operating instructins t TOPs, GOPs, and DPs as needed. 12 Crdinate with TOPs, GOPs, and DPs, as needed, t determine the status f the system and generatin and ntify the RC f the status. These activities may include but aren t limited t: Determining status f nline and ffline generatin, Determining status f transmissin and generatin facilities with scheduled utages in prgress, Evaluating prper AGC cntrl mde, 9 TOP-001-4 R1 and R3 10 EOP-006-3 R1.3 11 EOP-006-3 R1.6 12 TOP-001-4 R2 and R4

As an ptin, can prvide current system cnditins and status updates, which are transmitted t email, t subscribed GO/ GOPs via the BA/TOP Messaging Tl. 3.5. RC Restratin Objectives The primary gal f the CAISO RC System Restratin is t safely restre the integrity f the Western Intercnnectin as efficiently as pssible. Within the CAISO RC, restratin bjectives include: Restratin f ff-site pwer t nuclear pwer plants, Intercnnectin f all TOPs within the CAISO RC Area, Transfer f authrity frm each TOP back t its respective BA, and Cnnectin f the CAISO RC Area t all neighbring RC Areas. 3.6. RC Restratin Strategies Fllwing a majr Disturbance, the CAISO RC Area may be ttally r partially shut dwn, may cntain islated electrical islands cnsisting f lad and generatin, r may be separated frm an adjacent RC Area. Under these cnditins, the RC Operatr expects that TOPs and BAs will take immediate actin t stabilize their systems. The RC Operatr shall cmplete an initial assessment t determine whether the CAISO RC Restratin shuld be implemented. If implementing the Restratin, the restratin strategies 13 belw will be fllwed: Initial Assessment and Analysis, Stabilizatin, Restratin, Resynchrnizatin and Restratin f the Intercnnectin, and Return t nrmal peratins. 13 EOP-006-3 R1.1

RC0460 Versin N. 1.0 Distributin Restrictin: Nne The high level prcess t fllw after an event ccurs can be summarized in the fllwing criteria and actins: Reliability Crdinatr Actins Nte: The fllwing prcess includes criteria thrughut each stage f the restratin prcess fr sharing infrmatin regarding restratin with neighbring RCs and with TOPs and BAs within the RC Area. 14 Initial Assessment and Analysis Review system cnditins immediately fllwing the disturbance. Cnduct a detailed assessment f the CAISO RC Area t determine system cnditins and extent f the utage(s): Determine if electrical islanding has ccurred and if s, identify the existing islands and their respective bundaries. Determine if a prtin f the CAISO RC Area has been shut dwn and if it can be restarted frm an energized part f the system; r if cranking paths are available and Blackstart resurces can be used. Identify BAs and TOPs impacted by the disturbance and determine which TOPs must initiate their restratin plans t restre shut-dwn areas t service r t resynchrnize energized islands. Determine the status f transmissin and generatin facilities. Determine status f system, including unavailable transmissin facilities which cannt be returned t service in the near term, and impacts t lcal lad lss. Determine status f critical lads, such as nuclear generating statins and strage facilities, and as identified by the BAs and TOPs. Determine status f cmmunicatins systems identify any issues such as cell twers, RTUs, r ther systems which the RC, TOPs and BAs require fr interpersnal cmmunicatins and visibility. Determine status f RAS, UFLS and ther relay activatins. Determine status f ties and neighbring RC areas. Identify vltage levels and frequency; and Cnsider ther factrs which culd impact restratin effrts, such as extreme weather, natural disasters, cyber security incident(s), r civil unrest. Gather infrmatin t help determine cause f the Disturbance. Cnduct an assessment f adjacent BA, TOP and RC areas t determine system cnditins. Cmmunicate with all BAs, TOPs and RCs t ensure situatinal awareness. 14 EOP-006-3 R1.4

RC0460 Versin N. 1.0 Distributin Restrictin: Nne Stabilizatin Reliability Crdinatr Actins Crdinate with BAs, TOPs and adjacent RCs t decide hw best t apprach restring the system, based n system cnditins. Cmmunicate reginal strategies and pririties fr restratin within its ftprint. Crdinate with TOPs t ensure their actins will help stabilize the system Determine actins necessary t stabilize and maintain reliable peratins f the CAISO RC Area and/r f existing electrical islands. Ensure nline generatin and lad are balanced t perate within established limits. Crdinate with TOPs t stabilize generatrs and maintain frequency in the range f at least 59.5 Hz t 60.5 Hz. Crdinate the identificatin f elements that are exceeding SOL limits, and crdinate adjustments. Crdinate with adjacent TOPs and BAs within the CAISO RC Area t ensure surrunding areas are taking actins t help stabilize and keep the remaining energized system intact. Crdinate t ensure apprpriate levels f perating reserves are maintained Crdinate and apprve TOP requests t restre lad. Restratin Cnsider if lad restratin is needed fr frequency and vltage cntrl. Otherwise, lad restratin is nt a pririty at this stage. Adjust, recnfirm and cmmunicate reginal restratin pririties fr the RC Area and Intercnnectin. Crdinate with impacted TOPs t identify and track restratin bjectives and gals. Crdinate with TOPs t ensure they are able t implement their plans, which shuld include, but aren t limited t: Prvide ff-site pwer requirements t nuclear pwer plants, as applicable; Use Blackstart Resurces as required t restre shut-dwn areas t service, with primary fcus n prviding start-up pwer t available generating units and restring substatin statin service; and Restre critical lads in accrdance with TOP pririties. Crdinate with adjacent TOPs and BAs t determine if resurces are available t assist with restratin effrt. Perfrm and/r validate TOP s studies as needed, in crdinatin with RC Operatins Engineer. Mnitr system island vltage and frequency. Nte: Sme islands will be energized r perated at a reduced vltage due t

Reliability Crdinatr Actins Adjust, recnfirm and cmmunicate reginal restratin pririties, as needed, fr the RC Area and Intercnnectin. Resynchrnize and Restre Intercnnectin Determine when it is apprpriate t synchrnize electrical islands and re-establish intercnnectins between TOPs within CAISO RC Area and with neighbring RCs. 15 Determine if, nce cmbined, the resulting island will be capable f sustaining all credible cntingencies (i.e., perating in an N-1 secure state). Ensure the TOPs have agreed t key perating parameters prir t prceeding: Allwable frequency differences between the islands t be synchrnized, Allwable vltage phase angle differences between the islands t be synchrnized, Allwable vltage magnitude differences between the islands t be synchrnized, Which island will primarily be respnsible fr frequency regulatin (i.e. which island will utilize a generatr(s) with 0% gvernr drp r which island will have AGC in service), and Acceptable transfer limits and expected Interchange with the TOPs and BAs. Apprve, cmmunicate and crdinate the re-synchrnizatin f system islands, and/r synchrnizing pints, s as nt t cause a burden n adjacent TOPs, BAs, r RCs. Crdinate with TOPs t determine lad pick-up limitatin pst cnnectin. Crdinate with neighbring RCs t intercnnect RC Areas. Actual BES line flws and cntingency analysis results shuld indicate that the BES is perating within applicable System Operating Limits (SOLs) and Intercnnected Reliability Operating Limits (IROLs). TOPs have transferred peratins and authrity back t their respective BAs 22. Reliability Crdinatr Actins Cmmunicate with all CAISO RC Area BAs and TOPs (r their designated agent) and verify the status f their systems and readiness t return t nrmal peratins. Cntact adjacent RCs t verify that they are ready t resume nrmal peratins with the CAISO RC Area s perating entities. TOP System Restratin Review Each TOP within the CAISO RC Area shall have a Restratin t re-establish its electric system in a stable and rderly manner in the event f a partial r ttal shutdwn f its system. The CAISO RC shall review the System Restratin s fr TOPs within its Reliability Crdinatr Area 23. The CAISO Operatins Cmpliance team shall wrk in cnjunctin with the RC t facilitate reviews f the System Restratin s submitted by TOPs. The CAISO RC shall wrk with each TOP t develp a mutually-agreed, predetermined annual review schedule. 24 If the TOP needs t mdify the annual schedule r submit a change between annual reviews, they shall cntact peratinscmpliance@cais.cm.
