The Vanguard Initiative
Background and rationale Vanguard = co-ordinated effort of >30 EU-regions to better align regional specialization strategies (through Smart Specialization Platforms ) towards EU Industrial Renaissance Focus on New Technologies Deployment by Industry June 2014: 3 Pilot Actions High Performance Productions with 3D Printing (South-NL, Flanders, Norte) Efficient and Sustainable Manufacturing (Lombardy, Catalonia) Energy Related Applications in Harsh Environments (Scotland, Basque Country) June 2015: 2 new Pilot Actions Innovative use of Bio-mass (South Holland / Lombardy) New nano-enabled products (Skåne, Tampere) Rationale Medium to high Technology Readiness & High Market Potential But Still fragmented / incomplete value chains + lack of visibility between supply & demand «Valley of Death» at pre-commercial stage (demonstration, certification) Connect & upscale regional efforts to speed up deployment, with focus on demonstration activities (>TRL5) Objective to accelerate market uptake of 3DP applications in the EU through industry-led, transregional demonstration platforms
Value Proposition VI Demo-Cases common objectives establish / connect shared facilities for demonstration of new technologies facilitate access to shared facilities lower technology uncertainty, risks and costs stimulate industrial replication & upscale (hence market uptake) Each DemoCase = combination of complementary demonstration facilities group(s) of companies accessing infrastructure (TRL6-8) industrial replication & upscale (if the above is successful) (TRL8-9) 3 types of DemoCases connecting existing infrastructures building brand new demonstration infrastructure connect & upgrade existing infrastructure (hybrid format)
Business-driven Demonstration Which demonstration activities? By connecting/upscaling: demonstrate potential & validity disseminate solutions and good industrial practices support emergence of standards Product-driven demonstration (specific applications, products or processes) Mainly Private funding Competition, IPR (excl) Closed, bilateral Shared technology platform for jointdemonstration (common to various applications, products, domains, sectors) Public-Private Not open, but multilateral IPR agreements Generic support for e.g.: Knowledge sharing/best practices Matchmaking Training Certification Mainly Public Funding Open
How? Process 1. Organising the network (end 2014) Common vision & objective Focus on a network of demonstration (Concept and Action note) Management model (network meetings, Steering Group, Coordination-Network Manager, support group) Matrix approach: demo-cases & eco-system approach 7 Application domains - Healthcare - Automotive - Aerospace - Machinery and instruments - Electronics and electr. devices - Consumer products 2. Mapping & Identifying cases for joint-demonstration (2015-2016) Actors, demonstration initiatives, domains of applications, technologies/materials Regional ambitions, strengths, challenges and missing capabilities 24 EU-regions involved; 7 application domains: ca. 1,000 actors mapped (incl ca 650 Cies) Combining ambitions strengths missing assets between regions identifying areas for interregional demonstration! 3. Key Objectives 2016-2017 1. Further improve cases & identify new potential ones (industrial needs) 2. Secure Funding for (some) cases via existing channels (see later) 3. Contribute to more structural funding solutions (see later)
The TSSP Industrial Modernisation Platform (PPMS Case)
Context and ambitions 1) Based on S3 2) Bottom-Up 3) Interregional cooperation to develop joint investment projects and generate a pipeline of industrial investment
The example of the PPMS Case: Process How the partnership evolved April 2016 June 2016 Sept-Oct 2016 Brussels, the start of S3 Ind Mod Platform Two initiatives: Smart Tooling (SI) and Mechanical and Precision Engineering (MAZ) Brussels, Smart Regions conference A joint initiative: Smart Engineering and Tooling (SI&MAZ) Ljubljana, Ideaconsult suport and company visits Specifying the topic: Smart & Adaptive Production Systems (SI&MAZ) Nov 2016 Dec 2016 Barcelona, S3 IM Platform, kick off event Searching for international partners: networking with Vanguard ESM pilot project Brussels 4 Dec, ICT Innovation for Manufacturing SMEs Radom 7-8 Dec Stakeholders Meeting Brussels 12 Dec Vanguard ESM Pilot Plenary Meeting PRODUCTION PERFORMANCE MONITORING SYSTEMS 8
The example of the PPMS Case: Scope I II III IV Working on the fundamental principle of Connected, smart and adaptive production, the joint alliance of the cross-regional industrial modernization partnership aims to consolidate and boost the production processes. (1) High-speed production monitoring technologies; Two sub-areas were identified: (2) Overall Equipment Efficiency measurement and management. (*) CNC-Machine Sector as test bed!
The example of the PPMS Case: Vision Partnership vision Short-term (3-year) perspective: The first step should be toward the further integration of ICT into production lines as to gather, aggregate and analyse monitoring information that can be managed at the company level but also at the ecosystem level. Intermediary perspective: Based on the common analyses, a second step in the process would be to structure the exchange of best practices across regions. Long-term (visionary) perspective: Finally, a final step could imply the full automation of companies through the deployment of Artificial Intelligence at the company level, where production lines would be self-controlling, self-setting and self-assessing.

Project
Key activities Step 1: AM Market Assessment and Landscape Mapping Step 2: Analysis of key aspects of industrial implementation Step 3: Strategy for AM Deployment CONTRIBUTION -> We map and analyse (VCs, key issues) -> We involve stakeholders, including Regions (EWG, Match- Making Sessions, etc.) -> We contribute (roadmaps, curricula, etc.) -> We disseminate and raise awareness (AMEF 2016 and 2017, etc.)
