At a regular meeting of the Board of Supervisors, Alleghany County, Virginia held on Tuesday, August 7, 2018 at 7:00 p.m. in the Alleghany County Governmental Complex, Covington, Virginia, thereof: PRESENT: ABSENT: and Stephen A. Lanford, County Administrator Chris Dadak, Assistant County Attorney Melissa A. Munsey, Deputy Clerk to the Board Cletus W. Nicely CALL TO ORDER: The Chairman called the regular meeting to order. Mrs. Cox gave the invocation and the audience remained standing for the Pledge of Allegiance. Mr. Bennett introduced Mr. Chris Dadak who is present tonight from the County Attorney office. MINUTES: Hearing no corrections or deletions, the Chairman declared the following minutes approved as submitted: (1) a regular meeting held on July 3, 2018. PUBLIC COMMENT (5 MINUTE TIME LIMIT): Ms. Deloris Quarles, 701 Wrightstown Avenue, thanked the Board for its support of the Wrightsville Community Revitalization Planning Grant project through the Department of Housing and Community Development, as well as cleanup efforts. MS. SUSAN HAMMOND, VDOT RESIDENT ENGINEER - VIRGINIA DEPARTMENT OF TRANSPORTATION UPDATE: Ms. Susan Hammond, VDOT Resident Engineer, gave a report on the following VDOT activities: Maintenance - Continuing to patch County-wide with plant mix. - Rebuilding shoulders County-wide. - Cleared trees and debris from several heavy storms. - Getting ready to start second mowing in mid-august. Construction - Route 638 Natural Well bridge replacement is on schedule. The old bridge has been demoed. Mrs. Cox mentioned that due to Stone Mountain Road washing out on the sides, the owner of the new home at the bottom may be contacting VDOT as water is backing up in their area. Mr. Garten stated that due to the recent rains that shale is sliding down the bank of the Rt. 220 high wall. Ms. Vannorsdall asked if VDOT is in charge of the reconstruction of the bridge at Smith Creek. Ms. Hammond replied that Clifton Forge receives transportation funding through VDOT. APPOINTMENT OF MS. BEVERLY BOWERS TO THE WATER AND SEWER COMMISSION: On motion of Mr. Griffith, seconded by Mr. Garten, that the following resolution be adopted: BE IT RESOLVED by the Alleghany County Board of Supervisors that Ms. Beverly Bowers (Jackson River District), 506 Brentwood Drive, Covington, VA 24426 be appointed to the Water and Sewer Commission to complete the term of Mr. Phillip Bowen beginning immediately and ending March 1, 2022. 1

APPROVE RESOLUTION OF RESPECT FOR REV. MATTHEW BARNETTE: Ms. Vannorsdall read the draft Resolution of Respect for Rev. Matthew Barnette. On motion of Ms. Vannorsdall, seconded by Mr. Shull, that the following resolution be adopted: WHEREAS, Rev. Matthew T. Barnette, member of the Board of Zoning Appeals and Local Office on Aging (LOA), passed away on June 30, 2018; and WHEREAS, Rev. Barnette gave unselfishly of his time to the community and the Alleghany Highlands, setting an example of citizenship throughout his life; and WHEREAS, Rev. Barnette served in numerous capacities to better the Alleghany Highlands, including as a member of the Board of Zoning Appeals since 2004 and the Local Office on Aging (LOA) Advisory Board since 2013, as well as having served on and volunteered for many other organizations. NOW, THEREFORE, BE IT RESOLVED that the Alleghany County Board of Supervisors, in honor and respect, does hereby recognize the life of Rev. Matthew T. Barnette for his loyalty, dedication, and service to his community, the County of Alleghany, and the Alleghany Highlands. APPROVE INDIVIDUALS TO RECOMMEND TO THE CIRCUIT COURT JUDGE FOR APPOINTMENT TO THE BOARD OF EQUALIZATION: Mr. Bennett commented that there is a list of seven individuals in the agenda packet to recommend to the Circuit Court Judge for appointment to the Board of Equalization. On motion of Mr. Griffith, seconded by Ms. Vannorsdall, that the following resolution be adopted: BE IT RESOLVED by the Alleghany County Board of Supervisors that the following individuals be recommended to the Circuit Court Judge for appointment to the Board of Equalization for a term of one year after the effective date of the assessment pursuant to Section 58.1-3370(B) of the Code of Virginia, 1950, as amended, and contingent upon completing the basic course of instruction given by the Department of Taxation under Section 58.1-206 of the Code of Virginia, 1950, as amended: 1. Jones 1500 Peach Drive Covington, VA 24426 APPROVE AWARD OF CONTRACT TO HURT & PROFFITT FOR WRIGHTSVILLE CDBG PLANNING GRANT SERVICES: Mr. Lanford thanked Ms. Quarles for her earlier comments. He mentioned that an initial meeting on Wrightsville needs was held in June 2017. He commented that the County applied for and received $40,000 in Planning Grant funds from DHCD, have gone through the solicitation process for Planning Grant Services, and the Project Management Team interviewed firms. He stated that there is a scope of services with a fee estimate of $32,450 from Hurt & Proffitt in the agenda packet which is within the project budget. Ms. Vannorsdall asked if the County has worked with Hurt & Proffitt. Mr. Lanford replied that we have. On motion of Mr. Griffith, seconded by Mrs. Cox, that the following resolution be adopted: BE IT RESOLVED that the Alleghany County Board of Supervisors approve a contract with Hurt & Proffitt for Wrightsville Planning Grant services in the amount of $32,450. BE IT FURTHER RESOLVED that the Board authorize Mr. Jonathan A. Lanford, County Administrator, to sign the abovementioned contract, in form approved by the County Attorney, on behalf of the County. APPOINT MR. STEVE BENNETT AND MR. JONATHAN LANFORD TO THE CHIEF LOCAL ELECTED OFFICIAL S CONSORTIUM: On motion of Ms. Vannorsdall, seconded by Mr. Garten, that the following resolution be adopted: BE IT RESOLVED that the Alleghany County Board of Supervisors appoint Mr. Stephen A. Bennett, Chairman of the Board, as the County s representative to the Chief Local Elected Officials (CLEO) Consortium for the length of his term as Chairman. BE IT FURTHER RESOLVED that the Board appoint Mr. Jonathan A. Lanford, County Administrator, to the CLEO Consortium as Mr. Bennett s alternate. 3

COUNTY ADMINISTRATOR S REPORT: Mr. Lanford reviewed a handout placed at each seat which is a part of the records of this meeting. The report is as follows: September Public Hearings You have three public hearings for your September meeting. First, is the Triangle Property rezoning which we have discussed several times. If there are certain uses in the M-1 Industrial District the Board would like to not allow as part of the rezoning, please advise. Second, is a standard request for mobile home placement in Low Moor. Third, is budget clean-up for Fiscal 18. Typically a public hearing is not required, but due to size of clean-up this year we must hold a public hearing on the matter. The largest portion of budget clean-up is related to schools tax and is simply an accounting exercise. During Fiscal 18, we discussed accounting for this yearly revenue in a different manner. It was accounted for on one side of the ledger, but not the other. Board action is required to make the adjustment. In addition, we will have clean-up for several other departments totaling approximately $400,000. Rosedale Sanitary Sewer Replacement Staff is working towards bid advertisement in the next 30-45 days. Fiber Button An Alleghany Highlands Broadband GIG Fiber Ready button has been placed on local websites. He commented that later citizens will be able to click on the button for providers and mapping. School Resource Officer On July 23, 2018 Governor Northam announced an additional 1.3 million dollars for School Resource Officer positions. Sheriff Hall and Chief Deputy Bowser have submitted an application for funding. Additional Information - The imported soil material cost estimate came in too high for the Commerce Center pad ready site and we are continuing to work on this by looking into a cut to fill ratio. - School starts tomorrow and he asked everyone to have patience with the new intersection. - A meeting was held with Sheriff Hall and Chief Morgan on a shared location for dispatch utilizing an existing building. BOARD MEMBER COMMENTS (INQUIRIES/REPORTS): Miscellaneous 4

The Board thanked everyone for coming to the meeting and Ms. Quarles for her comments. Mrs. Cox also thanked Mr. Eston Burge for wanting to serve on the Board of Equalization and wished Mr. Gene Kotulka luck on the upcoming school year. She asked everyone to watch out for the buses and kids. Ms. Vannorsdall added that the school system has a great bunch of teachers. She mentioned that the Clifton Forge Public Library has great readings scheduled with authors. She mentioned that Beth Macy will be coming to an event on September 24 th regarding her book entitled Dopesick which pertains to opioids. Mr. Garten wished the kids a safe school year. Mr. Bennett thanked Ms. Vannorsdall for attending the opening ceremony with the teachers. He mentioned that Governor Northam will be in the area tomorrow at noon with an announcement. He commented that he, Mr. Garten, and Mr. Lanford will be meeting with their counterparts in Botetourt County tomorrow evening regarding possible partnerships.
