SMART CITIES DEFINITION Smart Cities and Communities concept Should be regarded as systems of people interacting with and using flows of energy, materials, services and financing to catalyse sustainable economic development,, resilience, and high quality of life; ; these flows and interactions become smart through making strategic use of information and communication infrastructure and services in a process of transparent urban planning and management that is responsive to the social and economic needs of society. CLUSTER MODEL Castilla y León Business Innovation Network Cluster model The regional Ministry of Economy and Employment has promoted the creation of the "Business Innovation Network of Castilla y León" with the main objective of developing an integrated and open innovation concept, which combines research, creativity, entrepreneurship and new business models, promoting the Innovative Business Groups (Clusters) with the aim to act as a platform for development and innovation of the sectoral strategic axes, by working in a Network of the agents of the quadruple helix of innovation. It is inspired by the ideas of the European Union for the period 2014-2020 in the development of science and technology policies, particularly in research and innovation strategies for smart specialization. The "cluster model" of Castilla y León allows us to adapt and address strategies to facilitate the strengthening and competitiveness of sectors on which to base the bet of Castilla y Leon: automotive, sustainability and energy efficiency, health sector linked to biotechnology and pharmaceutical chemical, food industry, capital goods, habitat and ICT will be consolidated as blocks on sectoral policies that promote growth and competitiveness through innovation. Under the Operational Programme 2014-2020 ADE has included a budget line for projects Clusters, prioritizing the following initiatives: Support the creation and development of "Collaborative Project of Innovation and Business Development Support for the "Internationalisation of R&D+i" and "know-how" (catalogs of technologies and products of the group, lines of research, participation in European consortia and technological platforms). Support Services sector generating innovation (Technology Watch and Competitive Intelligence, participation in European projects, etc.) 11
