The transition from traditional population and housing census to register-based census The Nordic countries The Netherlands 1. Census 2. Sample survey 3. Register survey 4. Macro data survey Lessons learned from this: Uses a system of surveys Standardised population + standardised variables Long term efforts, top management involved
The transition from traditional survey to register-based survey for National Accounts (NA) 1. Census 2. Sample survey 3. Register survey 4. Macro data survey Distinguish between the survey design of the NA and the survey design of the surveys used by NA
An outline of a Register Survey for Yearly NA 1. Create a standardised population Quartly frames Calendar year register 2007 Yearly frame based on ALL sources for SBS 2007 All enterprises active during 2007 2007 2008 2009 Deliveries of administrative data for 2007 Data delivery to National Accounts 2007 2. All sources are micro integrated (NA today, the same sources are macro integrated)
An outline of a Register Survey for Yearly NA 1. Create a standardised population for all surveys 2. All sources/surveys are micro integrated (NA today, the same sources are macro integrated) Errors and inconsistencies are seen correct them! 3. Standardised variables: Sector, NACE, Region same for all surveys => Consistency for all domains
Register-based NA what do we gain? Coverage errors can be reduced Comparability and Coherence can be improved Production System can be improved
Coverage errors can be reduced Coverage errors in the Business Register and the Structural Business Statistics survey (SBS) Chart 2. Coverage errors, as number of legal units, in the November frame 2007 November frame 2007 Calendar year register (CYR) 2007 92 375 "Active" according to November frame Overcoverage Not in C YR 856 146 "Active" according to November frame In CYR 856 146 43 240 94 760 "Has never been active" acc. to Nov. frame "Not active" according to Nov. frame In CYR 150 738 Missing completely in Business Register 288 183 Total undercoverage 2008 288 183 15 Nov. 2007 15 Jan. 2009
Coverage errors can be reduced Coverage errors are easy to find with the Calendar year register and can then be reduced: Of all units in the population Of population totals Of domain totals, worst cases Under coverage 25 % 1 % - 2 % 10 % - 20 % Over coverage 8 % 0.5 % 5 % Undercoverage and overcoverage do not cancel out
Comparability and Coherence can be improved Different surveys overlap: Agriculture and Energy are in SBS and other surveys Some enterprises are not included in any survey: Agriculture: 160,367 units or 72,609 units? Financial enterprises: of 10,800 only 1,000 are reported to NA Chart 3. Number of legal units in the Calendar year register 2007 Economic activity, NACE 2002 Sector 01 02-64 65-67, financial intermediation 70-99 Non-financial enterprises 160 367 503 643 7 583 437 832 Financial enterprises 1 8 3 251 22 Government 13 7 8 556 Municipalities 0 7 5 547 Non-profit organisations 143 1 220 1 027 27 996
Comparability and Coherence can be improved Coordination between surveys are easy to check with the Calendar Year Register As there are many surveys with many different units and departments at the NSI are involved, (and also more than one NSI involved in a country with a decentralised statistical system) => Cooperation necessary, top management has a role
Coherence can be improved Productivity = Value added (SBS) / Hours worked (LFS) Chart 4. The Production system can be improved Chart 5. A Production System with full access to Administrative Data Sampling of persons or households Sampling of activities Other registers on persons Population Register Activity Register Other registers on activities Other registers on real estate Property Register Business Register Other registers on enterprises Sampling of real estates or buildings Sampling of enterprises
The Production system can be improved With more efficient use of administrative data the Production system can be improved: Can an administrative source be used to: - Improve the Business Register? - Improve the SBS? - Replace SBS-questionnaires? - Improve other enterprise surveys? - This way of using admin. data is often overlooked: Find and correct errors, improve the Production System!
