SUBDIVISION PLAT SUBMITTAL AND REVIEW PROCEDURE A. Plat Submittal shall include: 1. Application Form (completed by applicant) 2. Applicable Fees including Fee Computation Form 3. Seven (7) copies of the Plat (preliminary or final) 4. Three (3) copies of the one line utility and drainage plans 5. Three (3) copies of the Title Report, Tax Certificates and other information for Final Plat submittals 6. To facilitate timely completion of the submittal, all information and fees will be submitted at Permit Office at least 21 calendar days in advance of the City Commission Meeting B. Submittal Distribution (By City): 1. The City Secretary will retain five (5) copies of the plat submittal. 2. One (1) copy of the one line utility and drainage plans and plat to the Director of Public Works. 3. One (1) copy of the entire submittal will be sent to the City Engineer. C. Review and Approval of Plats: 1. City Engineer will review the submittal and determine whether the information is complete. 2. City Engineer will review the Plat submittal and provide comments and a recommendation to the City Manager regarding approval of the plat (preliminary and final). 3. The City Manager will place the Plat on the next available City Commission Meeting for action. 4. Once the Commission has taken action, the Applicant will resolve any outstanding comments with the City Engineer. 5. After comments are resolved; mylar originals of the Plat will be submitted to the City Engineer for a final review and submitted to the City for signature. Two (2) paper copies of the mylar originals shall be submitted with the Final Plat submitted for signature. 6. The Plat, with City signatures, will be returned to the Applicant for additional approvals (ETJ) and/or recordation at the office of the Fort Bend County Clerk. February 11, 2011 Page 3 of 11

All plan review fees shall be paid at the time of submittal. 2. Submit three (3) copies of the application form and fee calculation form with fees and supporting documents. 3. Submittal Distribution (By City) a. Distribute two (2) sets of construction drawings to the Director of Public Works (DPW) or designee. b. One (1) copy of entire submittal (including plans, calculations, etc. to City Engineer). 4. DPW will route Public Works comments to City Engineer within approximately two weeks. 5. City Engineer will complete the review of the Project submittal, after receipt of DPW comments. 6. City Engineer will create a comment memorandum addressed to Project Engineer and copied to DPW. 7. Project Engineer will address all comments and resubmit to City Hall. B. Project Review Re-submittal (Submit at Permit Office, if required) 1. Submit two (2) complete sets of construction drawings, calculations, supplemental information, fee calculation form and applicable fees. 2. Project Engineer will attach a letter identifying all review comments and responses of specific action performed by the Project Engineer addressing all comments. 3. Submittal Distribution (By City) a. One (1) copy to the City Engineer. b. One (1) set to DPW. 4. Include the previous submittal correspondence and red line mark-ups (if returned) with the re-submittal. 5. City Engineer will clear all items from the comment list or require additional submittal by Project Engineer (repeat process as necessary to clear all comments). February 11, 2011 Page 6 of 11
PUBLIC INFRASTRUCTURE CONSTRUCTION PLAN REVIEW & APPROVAL (CONT D) C. Final Approval and Signatures of Construction Plans 1. City Engineer will provide final review of the plans and comments. When the plans are complete, the City Engineer will request submittal of original mylar drawings for signature. 2. Project Engineer will submit the construction plans originals and project specifications to City Engineer. 3. City Engineer will sign the drawing sets and forward the mylars to the City Manager for signatures. (Project Engineer will provide a signature block for the City Engineer and City Manager on the Cover Sheet of the plan set.) 4. City Manager will sign the originals and return the plans to Project Engineer. 5. As required, Project Engineer will obtain approvals and signature from other agencies with jurisdiction over the Project. 6. Project Engineer will provide two (2) copies of approved construction plans to DPW and one (1) copy of approved construction plans to City Engineer. 7. Project Engineer will provide a CD containing pdf files of the approved construction drawings and other pertinent information to the City Engineer. 8. Two (2) copies of the approved plans shall be provided prior to or coincidental with the preconstruction meeting for the Project. D. Construction Phase 1. Preconstruction Meeting a. Submit inspection fee with completed fee calculation form to the Permit Office. All fees including inspection fees shall be paid at the time the preconstruction meeting is scheduled. b. All preconstruction meetings will be held at the City of Richmond, Public Works Department (600 Morton Street) or at other location designated by the DPW. c. Project Engineer shall contact DPW or his designated representative to schedule a preconstruction meeting. d. DPW will coordinate the scheduling of a preconstruction meeting with the City Staff and the City Engineer. e. DPW will notify the Project Engineer of the approved meeting time and location. f. Project Engineer will confirm the meeting with all parties including a fax or e-mail notifying all parties as to the scheduled preconstruction meeting. February 11, 2011 Page 7 of 11

Contractor shall notify DPW or his designated representative and the City Engineer at least 48 hours prior to beginning construction. b. Project Engineer shall be responsible for coordination with DPW for all inspections. (Call DPW at 281-342-0559.) c. Project Engineer shall be responsible for coordination of independent testing during construction. d. All test results shall be sent to DPW and the City Engineer. Test results shall be provided in a pdf formatted electronic file. Project Engineer shall identify and discuss deficient tests with the City Engineer and make recommendations as to remedy for such deficiencies. e. Prior to final acceptance of the Project, Project Engineer shall coordinate a final inspection with DPW, City Engineer and other agencies having jurisdiction over the Project. f. Project Engineer shall issue a final approved punch list with copies to DPW and City Engineer. The punch list shall be approved by the City Engineer prior to distribution. g. Once the Project is completed, i.e. the final punch list items have been addressed, the Project Engineer shall provide the DPW and City Engineer with certification that the Project has been completed in substantial compliance with the approved Construction Plans. h. Concurrent with the certification in Item D.2.g. above, Project Engineer shall provide a copy of the plans to the DPW and shall two (2) compact discs containing pdf formatted electronic files of the full set of the Records Drawings, all testing results and all other pertinent Project information to the City Engineer. 3. One Year Warranty Inspection a. Project Engineer shall be responsible for coordination of a oneyear inspection for the Project. b. Project Engineer shall notify DPW and City Engineer at 11-months after the beginning of the warranty period of the intent to schedule the one-year inspection. c. DPW will schedule a time for the inspection. d. Project Engineer shall coordinate with all Agencies with jurisdiction so each agency is represented at the one-year inspection.
