North Sea Innovation Lab The offshore incubator for sustainable multi-use activities 20 Oct 2018 Wageningen

About Us Stichting Noordzeeboerderij Our commitment To develop a strong and healthy seaweed supply chain in and from The Netherlands Our priorities Production locations Farming & technology Markets & applications

The team Jasper Environment Koen Stakeholders / production locations About Us Eef NSIL / Farming & technology Marlies Markets & applications / food quality Lotte Community

About About Us Us Seaweed Platform Since 2014 >80 parties All NL seaweed farmers Value chain Stakeholder landscape

About Us North Sea Innovation Lab North Sea Innovation Lab (NSIL) is an independent test site for research, pilots and the upscaling of innovations in the field of seaweed cultivation and couse of wind farms. NSIL is located 12 kilometers off the coast of The Hague Scheveningen.

Start-ups, start-hubs, valleys, deltas & other life forms Incubator (Wikipedia) A business incubator is a company that helps new and startup companies to develop by providing services......as a catalyst tool for either regional or national economic development North Sea Innovation Lab To help new initiatives for sustainable multi-use within offshore wind farms: safe, predictable and acceptable And we re sorry that it s offshore...

NSIL: Incubator for sustainable multi-use Safe & cost effective solutions Multi-use access procedure North Sea Innovation Lab Measurement services Review board Wind farm operators Independent research & review

Location of the North Sea Innovation Lab 600ha/ 6km 2 12 km offshore (harbour Scheveningen) Water depth approx. 18-20m Officially demarcated (cardinal buoys & registered in hydrographic cards) Known area by stakeholders

Location of the North Sea Innovation Lab 6 plots available, each approx. 100ha For 2019 already 4 plots occupied Plot1: TCS - Seaweed Plot2: Oceans of Energy - solar panels Plot3: IMPAQT - seaweed & mussels Plot4: Win-Wind - innovative passive fishing methods (crab&lobster)

Facilitating multi-use & supporting key stakeholders Safe & cost effective solutions Support multi-use initiatives Multi-use access procedure North Sea Innovation Lab Measurement services Support wind farm operators Review board Wind farm operators Independent research & review Support government & stakeholders North Sea

NSIL: Supporting new initiatives What does a new multi-use initiative need: Demonstration: Acceptance from wind farm operators: safety and risk government (permit issuer): compliance with permit rules & stakeholder acceptance Investors/insurance: demonstration of performance and risk mitigation Cost effective solutions: easy access to test area with low cost Data: easy means to acquire data on system performance General help: advise & support with aspects of tests that are not core business

NSIL: Supporting wind farm operators What does a wind farm operator need: Low risk profile: co-use does not increase risk profile of wind farm Dependable co-users: robust and professional cousers Predictability: transparent activities and consequences Compatibility: intended activities do not adversely impact WF-operations

NSIL: Supporting government What does government need: Compliance with permit regulations: intended activity will comply with regulations Dependable co-users: robust and professional co-users Stakeholder acceptance: co-user & stakeholders alignment prior to permit application

NSIL: Supporting multi-use with a clear procedure Clear path forward towards multi-use: co-users know what they need to do for permit and co-use inside wind farm Wind farm operators & government know what to expect from co-user Demonstration on NSIL: Co-users demonstrate professionality, adequate risks managed, predictable performance No incidents: the preparatory step on NSIL will limit incidents with multi-use in wind farms Any remaining incidents will be calculated/transparent Stakeholder acceptance: Avoiding unforeseen incidents and nontransparent behaviour will ensure long term stakeholder acceptance for multi-use in the North Sea

NSIL: Link with the Community of Practice No Yes

Next steps Develop facilities on NSIL (Public) Sensors Network connection(above and below water) Develop logistics for NSIL Standardised transport options Standard diving service Development of the multi-use procedure Determining boundary conditions with wind farm operators & government Setup of publicly accessible multi-use procedure & risk register Development of international profile Enhance the international reputation of pilots that have tested on NSIL Communicate Dutch innovations, expertise and technology internationally

Next steps: together with partners Government (EU) funding Safe & cost effective solutions Research institutes Universities Multi-use access procedure North Sea Innovation Lab Measurement services Stakeholders North Sea Review board Wind farm operators Independent research & review
