REQUEST FOR PROPOSAL AERIAL PHOTOGRAPHY & DIGITAL MAPPING ROADS DEPARTMENT The Cherokee Nation is requesting proposals from qualified professionals to provide aerial photography and digital mapping of the following roadway segments in Oklahoma: ADAIR COUNTY following projects; Lyon South approximately 2.7 miles in length; Bidding Springs Road approximately 5.6 miles; CHEROKEE COUNTY following project; Mud Valley Road approximately 4.7 miles in length. All mapping will be performed using standard industry procedures and will meet or exceed National Map Accuracy Standards (NMAS) for the map scale(s) proposed. All digital data to be provided will be submitted in AutoCAD Civil 3D 2015 format to be compatible with the Nation s computer system. I. AERIAL PHOTOGRAPHY New color aerial imagery will be obtained at an altitude suitable to meet 1 =50 mapping and 1 contour requirements for NMAS accuracy. Airborne GPS (ABGPS) data and inertial measuring unit (IMU) data will be logged simultaneously with the acquisition of the imagery. II. GROUND CONTROL Alternate 1 - Cherokee Nation Roads will establish ground control as per instructions from the Aerial Company, and shall include base line points from the flown panel. Control established shall meet second order horizontal and third order vertical standards. The specified Datum provided shall be the same Datum the project is delivered in. Alternate 2 -Contractor shall establish and provide control that will support the proposed digital mapping. Contractor shall set either pre-flight aerial targets or post flight photo identifiable control points. All points shall be semi permanent and be established with either rebar, PK nail, or equivalent. Control established shall meet second order horizontal and third order vertical standards. Control information shall be based on Datum specified by Cherokee Nation. III. DIGITAL MAPPING Planimetric Data New planimetric data will be collected for the entire Mapping Limits. Digital data will be collected at a 1 = 50 scale for planimetric features that are identifiable on, or interpretable from, the aerial imagery. Digital data will be collected for 600 wide mapping corridor, 300 left and right of centerline. In addition to the list provided, the Contractor will provide a comprehensive list of features to be acquired. 1 of 4
Transportation features to be collected will include paved roads concrete, paved roads asphalt (where surface type can be distinguished), unpaved roads, parking lots, driveways, sidewalks and airport runways. Structures to be collected will include buildings residential, buildings industrial, buildings commercial, mobile homes, backyard out buildings, swimming pools, pool decks, towers, masts, commercial signs and billboards. Temporary and small signs will not be digitized. Drainage features to be collected include paved drainage structures, ditches, channels, bridges, culverts, retaining walls, drop inlets and manholes. Boundaries will include fences. The classification of fences will not be distinguished. Groups of vegetation (tree lines and brush lines) will be collected. Utility poles will be collected. Digital Terrain Model Data Digital Terrain Model (DTM) data, extracted from the imagery, will be performed. All (DTM) files will be collected for the Mapping Limits. DTM data will be developed using the specified breakline/ random point method. Breaklines and points will be furnished based on the elevation differential and complexity of terrain. DTM data will be collected in a manner that will accurately depict the terrain and meet NMAS accuracy requirements for maps with 1' contour intervals. DTM data will be provided in AutoCAD TIN format. Digital Contours Contractor will develop 1' contour intervals as specified above from DTM data. Contours will be generated using terrain-modeling software. The triangulated irregular network (TIN) will be developed using both the collected breaklines and mass points. From this TIN, the contours will be determined and cartographic editing will be performed IV. DIGITAL ORTHOIMAGERY Contractor will produce 0.25 (three-inch) digital orthoimagery of the specified area. Contractor will describe, in detail, the process used to provide 1 =50 NMAS accuracy orthoimagery. Data will be provided in TIF/TFW format. V. PAPER CHECK PLOTS Paper check plots of planimetric and contour data will be provided at 1 = 50 scale. VI. SCHEDULE 1. Aerial photography: obtained during the winter of 2015-2016. 2. Digital mapping: Schedule shall be based on mutual agreement. 2 of 4
VII. ITEMS TO DELIVER 1. Planimetric, DTM and Contour digital data compatible with AutoCAD Civil 3D 2015. 2. 1 =50 scale paper check plots. 3. Digital orthoimagery in TIF/TFW format. 4. List of aerial panel numbers, co-ordinance, and elevations that were used to plot drawings. The company shall be responsible for visiting and examining the project site and data pertaining to their bid, determining the scope of work involved, and shall assume full responsibility for the performance of the work in a manner adequate to the conditions encountered. A map of each area is included in this package. Cherokee Nation recognizes that various mapping technologies may be beneficial to providing a product that will meet the accuracy required for the data deliverables and encourages contractors to provide pricing utilizing those technologies, provided all standards in this Proposal are met.
